The Civil Service Commission of the City of Waterloo, Iowa met in the Mayor' s
Conference Room in City Hall at 4: 00 P.M. on April 29, 1982.
Members Present: Braun, Eibey, Ferguson and Giesen.
Others Present: Mogle, Rodemeyer, Kennedy, Grimm, Burger and M. Temeyer.
Chairman Giesen called the meeting to order with all members present. He stated
that the meeting was being called for the purpose of establishing a list of
possible candidates for the position of Police Chief for selection by the Mayor
and Council. The recently announcediretirement of Police Chief Junior Grimm has
necessitated this action. A target date of July 1 , 1982 has been established
for completion of the process.
Mr. Giesen pointed out that Section 400. 13 of the State of Iowa requires that a
Police Chief have either five (5) years experience on a police force or three
(3) years experience on a police force and two (2) years of comparable education
or comparable experience. In addition, the Commission addressed the following
additional minimum requirements .
Education
In discussing educational requirements , it was indicated that the City of
Waterloo should honor the certification of a candidate from outside the State,
although it was felt that certification should not be a prerequisite. If an
individual could meet the other minimum requirements (time in rank, management
experience, etc. ) certification could easily be attained.

It was moved by Braun, seconded by Eibey that the minimum educational requirement
should be an Associate ,Arts Degree or equivalent in a Law Enforcement related
field, with a bachelors degree preferred. Motion carried.
In a related matter, it was moved by Braun, seconded by Eibey that the candidate
possess evidence of applicable continuing education within the last three (3)
years . Motion carried.
Police Administration
Considerable discussion was heard regarding police administration as related to
the areas of rank, number of persons supervised, force size and length of time
in a command position.
It was moved by Braun, seconded by Eibey to require a minimum rank of Lieutenant
for at least five (5) years . Motion carried.
Additionally, it was moved by Braun, seconded by Eibey to require a minimum of
five (5) years of police administration or equivalent management experience.
Motion carried.
It was moved by Braun, seconded by Eibey to require five (5) years of experience
in a department of comparable size. Motion carried.
Physical Requirements
It was moved by Braun, seconded by Eibey that at the time of selection, the
candidate be capable of passing a medical exam that meets Pension Board require-
ments . Motion carried.
As an additional note, the Commission reserves the right to question the candidate
during oral interviews of job-related physical disabilities .
A deadline date of June 25 , 1982 was established as the last day of application
acceptance. Prior to that time, ads will be sent to various newspapers and
applicable periodicals . The Commission will meet on June 29 , 1982 , to review
all applications and select those candidates that will be interviewed.
It was moved by Braun, seconded by Eibey that the examination will consist of
an oral interview conducted by Commission members , a representative from private
industry, a Police Chief from a city of comparable size and one member from the
National League of Cities Law Enforcement Consulting Service. Motion carried.

With no further business before the Commission, it was moved by Braun, seconded
by Eibey to adjourn at 5 :35 P.M.
