Chairperson Braun called the meeting to order.
Members Present: Braun, Eibey.
Members Absent: Randall
City Clerk, Larry Burger, introduced Jim Geisen to the Commission. Mr. Giesen is
visiting the Commission and is considering an appointment to replace Ross Randall .
Motion by Eibey to approve the minutes of the September 3, 1981 meeting. Seconded by
Braun. Motion carried.
Attorney Kennedy reported that no certificate of transcript had been filed with the
Suupreme Court of Iowa in the time frame allowed. This certificate is to be filed in
order for the Supreme Court to hear the case on the police promotion law suit.
Jim Rodemeyer, Assistant Personnel Director, outlined the procedure and criteria that
is recommended for the Fire Promotional Exam of Captains and Division Chief.
Rodemeyer continued that the exam is scheduled for November 19, 1981, 1 :00 P.M. at
Fire Station #1.
Motion by Eibey to set the time and place to hold the exam for Fire Captain and
Division Chief as November 19, 1981, 1 :00 P.M. at Fire Station #1 and have the
following criteria established:
For the position of Division Chief:
A. SENIORITY Maximum Ten Points
Seniority shall be accorded a maximum of ten points determined as follows:
Years One through Five 0
Years Six through Ten 3/4
Years Eleven through Fifteen 1
Years Sixteen through Twenty 1/4
In order to be eligible to participate in the Promotional Examination for Division
Chief an individual must be permanently serving in the capacity of Captain by the end
of the 30 day sign-up period.
B. TIME IN RANK Maximum Five Points
Time in rank as a Captain shall be accorded a maximum of five points
determined as follows:
One-half point per year for a maximum of ten years.
C. WRITTEN EXAMINATION Maximum Thirty-Five and One-Half Points
Written examination shall be accorded a maximum value of thirty-five and
one-half points. The actual written test points which shall be accorded by
this Commission unto any applicant shall be such figure as shall
percentage-wise bear unto the said maximum point count (35 1/4), as the
applicant's actual written grade on such exam shall bear unto 100. Written
examination will be administered by Iowa Fire Extension Service at 1:00 P.M.
on November 19, 1981 at Fire Station Number One.
D. WRITTEN EVALUATIONS Maximum Forty-Nine and One-Half Points
This Commission will accord for written evaluations a maximum of forty-nine
and one-half points to each applicant in the preparation of its certified
lists determined, as follows:
Each officer listed below shall prepare a written evaluation as prescribed
below and on the forms identical to those attached herewith. Such
evaluation shall be sealed in an envelope and delivered to the City Clerk of
the City of Waterloo, Iowa, who shall average all such evaluations and
furnish each evaluations in numerical order of standing in a sealed envelope
to this Commission along with the actual evaluations so made.

Such evaluations shall be done not less often than semi-annually with the
results thereof furnished this Commission on or before th 10th day of
January and the 10th day of July of each year hereafter commencing in the
year 1980.
All applicants for Division Chief shall be evaluated by the three Assistant
Chiefs, and the Training Officer.
Such evaluation score shall be numerical value equal percentage-wise to the
maximum point of 49.5, as such member's actual evaluation grade shall bear
unto 230. Such figure in turn shall be averaged with all other figures
similarly obtained as to such applicant on all other evaluations made as to
such member.
All applicants for written examination shall be given a number which shall serve as
his identification for such test purpose. Such identifying number shall be known
only to the applicant and this Commission or its designee administering test. The
results of such tests, by applicant's number only, shall be posted in each fire
station as promptly as made available to the Commission.
Certified promotional lists of this Commission shall likewise be posted in each fire
station as soon as approved by the Mayor and City Council of the City of Waterloo,
Iowa.
Written notice of this criteria will be posted in all Waterloo Fire Stations for a
period of 30 calendar days from the date below. During this time period all eligible
and interested parties must notify the Fire Chief's Office of their intention to
participate.
For the position of Fire Captain:
A. SENIORITY Maximum Ten Points
Seniority shall be accorded a maximum of ten points determined as
follows:
Years One through Five 0
Years Six through Ten 3/4
Years Eleven through Fifteen 1
Years Sixteen through Twenty 1/4
In order to be eligible to participate in the Promotional Examination
for Captain, an individual must be permanently serving in the capacity
of Lieutenant by the end of the 30 day sign-up period.

Time in rank as a Lieutenant shall be accorded a maximum of five points
determined as follows:
One-half point per year for a maximum of 10 years.

Written examinations shall be accorded a maximum value of thirty-five
and one-half points. The actual written test points which shall be
accorded by this Commission unto any applicant shall be such figure as

Discussion followed concerning the future testing for police recruits. The Personnel
Office will be looking into alternative testing service for the City of Waterloo.
Attorney Kennedy reported on a housekeeper that was terminated from Conway for moving
outside the City limits. Kennedy continued that in his view this postion is not
covered under Civil Service and the matter would then be covered under the City
policy.
Motion by Eibey to set the next meeting of the Waterloo Civil Service Commission to
December 10, 1981 at 4:00 P.M. , Mayor's Conference Room, City Hall . Seconded by
Braun. Motion carried.
