Chairperson Pro Tem Randall called the meeting to order.
Members Present: Randall, Eibey, Furgerson
Members Absent: Braun
Other Present: Asst. Police Chief Dolan, Fire Chief Olson, Personnel Director Roger
Mogle, Asst. City Attorney Vic Kennedy and Larry P. Burger, Clerk of the Commission.
BRAUN NOW PRESENT
Kennedy asked that the agenda be amended to include a report on Margaret Girsch
case.
Motion by Randall to approve the minutes of the July 16, 1981 Civil Service Meeting.
Seconded by Eibey. Motion carried.
Discussion followed regarding a replacement for Commission Member Randall. The
general concensus was that there should be someone with an attorney background.
Randall reported that he had suggested three names to the Mayor for consideration and
they were George Keith, Max Kirk and Robert Oppold.
Discussion followed concerning the certification of the Police Recruit list.
Burger reported that both of the applicants had passed their Physical Qualifications
Test and that both men were eligible for certification.
Discussion followed concerning the complaint filed by Craig Davis. It was reported
that Mr. Davis was sent an agenda for the Civil Service Commission and was not
present at the meeting. No action was taken.
Discussion followed concerning the Fire Promotional Exam.
A concern was expressed that the City Clerk's Office is having a hard time scoring
the Fire evaluations. Chief Olson offered to have two of his Fire Captains score the
test under the supervision of the City Clerk. It was a general concensus of the
Commission to have the City Clerk authorize officers of the Fire Department to
tabulate the scores of the Fire evaluations.
Motion by Randall to allow two officers of the Fire Department to tabulate the scores
of the Fire evaulations under the supervision of the Clerk of the Commission.
Seconded by Eibey. Motion carried.
Discussion followed concerning the testing procedure used by Professor Holcomb of the
University of Iowa in the recent Police Promotional Exam.
Randall stated that he was very disappointed in the lack of communication between the
City and Holcomb on setting the cut off points for test scores. He continued that
Holcomb should have let the City know that he changed his test.
Randall stated that he for one would like to see the Commission investigate using a
different test other than Professor Holcomb's.
Discussion followed.
Motion by Randall to certify the following names as eligible to the appointment of
Police officer to the Waterloo Police Department. Seconded by Eibey. Motion
carried. (Sept. 16, 1981 thru Sept. 15, 1982)

Motion by Eibey to certify the following names as eligible to the appointment of rank
of Fire Equipment Operator to the Waterloo Fire Department. Seconded by Randall.
Motion carried. (Sept. 3, 1981 thru Sept. 3, 1983)

Kennedy reported that he is near to a settlement on the case of Margaret Girsch law
suit.
Braun called for any further business. There was none.
