Members Present: Braun, Eibey, Randall Members Absent: Furgerson Other Present: Junior Grimm, Gerald Olson, Roger Mogle, Jim Rodemeyer and Michelle Temeyer. Motion by Eibey to approve the minutes of May 28, 1981. Seconded by Randall . Motion carried. Jim Rodemeyer, Assistant Personnel Director, presented proposed packets of information which will be given to applicants for the Police recruitment. The tentative schedule is as follows: August 18, 1981 - 8:30 A.M. - written exam - 1:30 P.M. - finger printing, photo- - graphing & background information obtained - 6:30 P.M. - oral interviews August 19, 1981 - 9:00 A.M. - physical agility test August 20, 1981 - 9:00 A.M. - oral interviews Professor Holcomb from the University of Iowa will again be scoring the written test scores. Notices of recruitments will be available June 22, 1981 and will be sent to Iowa colleges and universities and surrounding smaller colleges, and also the Martin Luther King Center. Advertisements will be sent to the Waterloo, Des Moines Register, Minneapolis Tribune and Chicago Tribune. Application deadline is July 31, 1981 at 5:00 P.M. Several specific items contained within the packet were discussed: 1) Section 1, Page 2, Paragraph 2 ---"These two lists will be in effect from the date they are certified for a period of two (2) years. 2) Section 1, Page 2, Paragraph 2 ---"irregardless" will be changed to "regardless" 3) Section 1, Page 4, Part II , A, 1 --- A grade of 70% will be required in the pre-employment written examination prior to continuation in the process. 4) Section 1, Page 5, Part II , A, 4 --- oral interviews will be conducted for all out-of-town applicants at 6:30 P.M. on August 18, 1981. It was moved by Randall , seconded by Eibey to approve the police recruit packet as as presented (Parts I & II) with the above changes as outlined in 1.4. The motion carried. Chief Olson explained the results of the Fire Promotionals. The following lists were presented as List I and List II with all persons meeting the established requirements: List I List II See Council Meeting of 6/22/81. It was moved by Eibey, seconded by Randall to certify the above lists as being eligible for promotions. The motion carried. The current status of the lawsuit involving the promotion of five police officers was briefly discussed. It was pointed out that an appeal has been filed with the Supreme Court. Jim Rodemeyer, Assistant Personnel Director, explained the abolishment of two (2) Clerk I positions, one each in the offices of the Building Official and Health & Sanitation Department. He reported that the Union and the City are meeting to establish the proper lay-off procedure. Civil Service Commission June 18, 1981 Page Two Jim Rodemeyer, Assistant Personnel Director, also notified the Commission on the termination of an employee in the Building Inspection Department for misconduct in the position. Jim Rodemeyer, Assistant Personnel Director, presented the request of the Iowa Civil Rights Commission for information relating to Ronald Langford, an applicant for a police recruit during February, 1979. The basic background of the situation was discussed which lead to a general conversation of the police recruitment procedure discussed earlier during the meeting. The possibility of requiring a background investigation for each applicant was questioned. Verification of the accuracy of each applicant' s statements relating to moral turpitude was discussed. After considerable discussion, it was moved by Randall , seconded by Eibey to change the wording of Part I , No. 10, on Page 10 of Police Recruit Packet discussed earlier to: "Is of a good moral character and has not been convicted of a felony or a crime involving moral turpitude. The City of Waterloo reserves the right to make this determination through a background investigation including a fingerprint search. " The motion carried.
