Members Absent : Braun, Furgerson Others Present : Tom Pierce , Gerald Oleson, Junior Grimm, Roger Mogle , Jim Rodemeyer , Vic Kennedy , and Larry P. Burger, Clerk of the Commission. Motion by Eibey to approve the minutes of March 12 , 1981 . Seconded by Randall . Motion carried. Jim Rodemeyer reported that the need was there to test for Promotionals in the rank of Lieutenant and_Fire Equipment Operator-Driver in the Waterloo Fire Department . Rodemeyer continued to explain the criteria for taking the two promotional test . Discussion followed concerning the Criteria for testing . It was moved by Randall , seconded by Eibey to approve the following criteria for promotionals in the Fire Department : (established August , 1979) A Lieutenant : Seniority Maximum ten points Seniority shall be accorded a maximum of ten points determined as follows : Years One through Five 0 Years Six through Ten 3/4 Years Eleven through Fifteen 1 Years Sixteen through Twenty 4 In order to be eligible to participate in the Promotional Examination for Lieutenant an individual must have completed 5 years as a Fire Fighter in the Waterloo Fire Department . TIME IN RANK Time in rank as an Emergency Medical Technician or a Fire Equipment Operator shall be accorded a maximum of two and one-half points deter- mined as follows : Those currently engaged in either capacity, or those engaged as both where service is continuous from one to the other, one- half point per year for a maximum of five years . WRITTEN EXAMINATION Maximum thirty-five and one-half points written examinations shall be accorded a maximum value of thirty-five and one-half points . The actual written test points which shall be accorded by this Commission unto any applicant shall be such figure as shall percentagewise bear unto the said maximum point count (35,) , as the applicant s actual written grade on such exam shall bear unto 100 . WRITTEN EVALUATIONS Maximum Forty-nine and one-half points This Commission will accord for written evaluations a maximum of forty- nine and one-half points to each applicant in the preparation of its certified lists determined, as follows : Each officer listed below shall prepare a written evaluation as pre- scribed below and on the forms :identical to those attached herewith. Such evaluation shall be sealed in an envelope and delivered to the Chief of the Waterloo Fire Department who shall deliver such sealed envelope, with all others to the City Clerk of the City of Waterloo , Iowa, who shall average all such evaluations and furnish such evaluations in numerical order of standing in a sealed envelope to this Commission along with the actual evaluations so made . Such evaluations shall be done not less often than semi-annually with the results thereof fur- nished this Commission on or before the 10th day of January and the 10th day of July of each year hereafter commencing in the year 1980 . All applicants for Lieutenant shall be evaluated by the three Assistant Chiefs , all Fire Line Captains , the training Officer and such ap- plicant ' s most immediate superior. Both the high and low score as to each applicant shall be deleted and the point scores for each applicant on written evaluations shall be the average of all other evaluations . Such evaluation scores shall be a numerical value equal percentagewise to the maximum point of 49 . 5 , as such member ' s actual evaluation grade shall bear unto 230. Such figure in turn shall be averaged with all other figures similarly obtained as to such applicant on all other evaluations made as to such member. B FIRE EQUIPMENT OPERATOR WRITTEN TEST AND SENIORITY 1 point for each year of service as a Fire Fighter in the Waterloo Department will be added to the basic test score . The ranking for Fire Equipment Operator will then be based upon this composite score . The written examination will be administered by the Iowa State Fire Extension Service at 1 : 00 p .m. on June 4 , 1981 at Fire Station Number 1. In order to be eligible to participate in the promotional examination for Fire Equipment Operator an individual must have completed 3 years of service as a Fire Fighter in the Waterloo Fire Department . DRIVING TEST A pass/fail driving test will be administered and scored by the Waterloo Fire Department . Check with the Fire Chief ' s Office for the time and place of the driving examination.
