HomeMy WebLinkAbout10/16/1980 Civil Service Commission October 16 , 1980 Chairperson Braun called the meeting to order . Members present : Eibey, Randall , Furgerson, Braun People present : John Weires , Junior Grimm, Al Weires , Harry Helgesen, Robert Greenlee , Jim Rodemeyer , Roger Mogle and Larry Burger , Clerk of the Commission Motion by Eibey to approve the minutes of September 18 , 1980 as printed. Seconded by Randall . Motion carried. Motion by Randall to approve the minutes of the Special Meeting of Sept- ember 23 , 1980 . Seconded by Eibey. Motion carried . Braun asked Robert Greenlee to state any information he may have for reconsideration to be allowed to test for Police Chief . Greenlee stated that he was not aware that the Commission required such an extensive resume at the time he submitted his application. Greenlee continued that two of the people who are presently on the list to be examined for the position of Police Chief do not have the experience he does . Greenlee stated that a lieutenant in the Waterloo Police Department is a supervisory position and pointed out several areas he has supervised in. Greenlee then stated that he feels he should be given a second opportunity to test for Police Chief. Braun then asked if anyone had any questions for Robert Greenlee . Mogle stated that he had a couple of brief comments . He would dispute Greenlee ' s written statement and oral statement stating that he was informed that a short resume could be submitted . Mogle stated that all sheets handed out for Police Chief applicants read that a complete resume should be submitted. Mogle then asked Greenlee about that part of his letter stating that it was explained to him that there would be a written exam for Police Chief given. Mogle stated that none of his staff or anyone else had given him that false information. Greenlee stated he had received that information from the Mayor ' s secre- tary. Randall then stated that the Commission should point out the procedure used and that is 400 . 32 of the Code of Iowa and the application and resume should be the first part of the testing procedure . Greenlee then stated that he felt that his application and resume were complete enough to allow him to be considered for Police Chief . Braun then asked for any further questions for Mr . Greenlee . Hearing none , she then asked if there is a motion to reconsider Robert Greenlee ' s application and resume to allow him to test for Police Chief of the Waterloo Police Department . No motion was offered. Braun then asked Harry Helgesen if he would now like to present his arguments for reconsideration to be tested for Police Chief of the Waterloo Police Department . Helgesen stated that he would just restate everything that Lt . Greenlee had presented . -2- Civil Service Commission October 16 , 1980 Helgesen continued that his resume was complete in that it covered every- thing from the time he graduated from high school . He feels that he did not have to explain what a Captain of the Waterloo Police Department ' s duties are in that it should be standard knowledge of the position. Braun then asked for any further questions of Captain Helgesen. Hearing none , she then asked if there was a motion to reconsider Harry Helgesen' s application and resume to allow him to test for Police Chief of the Waterloo Police Department . No motion was offered. Braun then stated that in regard to the serving of papers such as the temporary injunction against the Commission for conducting promotional exams for the Waterloo Police Department that if these types of papers are to be served on the Commission, the Court must either serve the full Commission or Larry P . Burger , the Clerk of the Commission and no one else . Braun then stated that due to the temporary court injunction stopping the Commission from conducting Police Promotional Exams , the date set earlier as November 14, 19800 is no longer valid. Motion by Randall that Tim Luce , Assistant City Attorney, be directed to research the matter of where the law suit stands that is presently stopping the promotional exams and report back to the Commission next meeting. Seconded by Eibey. Motion carried. John Weires , a former fire fighter with the Waterloo Fire Department , came before the Commission to ask for some assistance in being reinstated to his old position. Mr. Weires was hurt in a motorcycle accident in July, 1979 . He was placed on permanent disability status by the Fire Pension Board. Randall stated that he has had contact with Dr . Piburn, the physician treating John Weires , and in the Doctor ' s opinion, John has made a total recovery. Randall continued that all Mr. Weires would like is to know where to go to help him get his job back. Tim Luce stated that it is the position of the Acting Fire Chief that he would recommend active rehabilitation and then retest in six months for active service in the Fire Department . Luce continued that Weires would be welcomed to use the Fire Department facilities for his rehabilitation. Luce stated that there are several opinions ; 1) The Medical Board that examined Weires states that he is qualified for employment . 2) Fire Department states that he is not yet qualified to perform at an entry level recruit . Rodemeyer stated that the recommendations from Iowa City state that Weires should be tested by the local fire department to determine his ability to work as a fire fighter . Braun read a letter from Chief Olson suggesting that Weires participate in active rehabilitation until January 1981 , then retest for active duty with the Fire Department . The Commission stated that it was� put of their jurisdiction to override the Pension Board ands°—`1` contact the Chief of the Fire Department to call a meeting of the Pension Board to appeal to them. Tim Luce stated that there is a possibility that the Commission could close the interviews for Police and Fire Chief from the public based on a decision made in a court case at Iowa City. After some discussion, it was the decision of the Commission to leave the Police and Fire Chief interviews open. -3- Civil Service Commission October 16 , 1980 Furgerson expressed her concern about some of the Police Chief applicants abilities in dealing with the minority community of Waterloo . Braun stated that in Furgerson' s absence in the Police Chief interviews , she would express Furgeson' s concern to the interviewers . Motion by Randall to accept the scoring sheet presented by the Personnel Department , in the scoring of the Police Chief applicants , with the following changes : Change the rating scores of 3 thru 5 from satisfactory to average and have a cut-off for certification to Mayor at 5 . 0 . Clarification: if anyone has an average score of 5 . 0 or below, subject will not be deemed to have passed the exam. Seconded by Eibey. Motion carried. Motion by Eibey that on the Fire Chief examination, a score of 507 or below is failing . Seconded by Randall . Motion carried. Braun then called for any additional business . There was none .
