Chairman Braun called the meeting to order.
Members present: Eibey, Randall , Braun
Absent: Furgerson
Motion by Eibey to approve the minutes of the August 28, 1980 Civil Service Meeting.
Seconded by Eibey. Motion Carried.
Jim Rodemeyer, Personnel Department, stated that he had spoken to Professor Holcomb
in regard to the Police Chief recruitment. Holcomb said that he could furnish two
to three police chiefs to conduct oral exams to the Police chief recruits. The
cost would be transportation and housing and a honorarium. Possible time for oral
interviews could be in the latter part of October.
Rodemeyer stated that the qualifications for the oral interviewers would be police
chiefs from a city of comparable size of Waterloo, minority population and collective
bargaining experience.
Discussion followed in regard to the scoring of the oral interviews.
Roger Mogle, Personnel Office, reported on the status of the applications. Mogle
stated that there were seven for Fire Chief and eighteen for Police Chief.
Rodemeyer reported that he had spoken with the Fire Extension Service at Ames
regarding the Fire Chief exam. He stated that it is a two day affair with the written
test given the first day and the oral the second day. The cost of the test is $50.00
to cover the written exam. The applicants will be given two hours to complete the
written exam and the orals will last fifteen to twenty minutes each. The Extension
Service recommends a scoring of 50% for written and 50% for the oral . The Fire
Chiefs conducting the oral interviews will be selected from Iowa. Any other cost
involved in the selection of the Fire Chief would be transportation for the oral
interviewers.
Discussion followed on the scoring of the Police Chief applicants.
General concensus was that the oral interviewer's score would count 50%, the
Commission members score count 50% and the review of the application be a pass-fail
type score.
Discussion followed concerning the requirement of the person applying for both Police
and Fire Chief.
Braun stated that the following points would be considered on the applications :
1 . Command and/or administrative experience.
2. Size of department the person has served in.
3. Educational background.
4. Awards and/or citations received.
5. Format of the resume received.
Bob Anton, Police Association, suggested that in the oral interview that all questions
be standardized for fairness.
Braun stated that this point will be brought out to the people conducting the inter-
views.
Discussion followed concerning the interviews and the scoring procedure of the Civil
Service Commission.

Braun suggested that the people to be interviewed be selected in random order.
Motion by Randall that the first step of the recruitment for Police and Fire Chief
be the review of the application and the score of the application be set on a pass/
fail basis. The second part of the Police Chief recruitment be an oral interview
conducted by experts in the field of police work. The composite of the experts
score will count 50% of the total score and a composite of the Civil Service Com-
mission score will count 50%. Seconded by Eibey. Motion Carried.
Motion by Eibey to call October 23, 1980, a special meeting for the purpose of
reviewing the application for both Police and Fire Chief. Seconded by Randall .
Motion Carried.
Discussion followed concerning the scoring of the Fire Chief examination.
Motion by Randall to score 25% on the written portion, 25% on the oral portion
conducted by the Fire Extension Service and 50% of the score given by the Civil
Service Commission.
Discussion followed concerning the reopening of the recruitment exam for Police
Department.
Roger Mogle reported that no one reapplied in the time frame required by the City
for examination.
Motion by Randall that a list dated September 15, 1980 consisting of list one
and list two of qualified police applicants be adopted and certified to the City
Council for approval . Seconded by Eibey. Motion Carried.
Discussion followed on promotional procedures for the Police Department.
Braun stated that in review of the discussion that the concensus is :
1 . Use Personnel Decisions of Minneapolis, Minnesota for the written exam.
2. Two panels for interviews portion of the exam. One for Sergeant and Detective
Sergeant, and one for Lieutenant, Captain and Assistant Chief.
3. A form of application designating what rank you wish to test for. The
application is to be turned in prior to testing.
4. No rank skipping except on a directive of the Civil Service Commission due
to extenuating circumstances.
5. Oral and written be counted as 50% each with senority used only as a tie
breaker.
6. Patrolman have five years in time and rank to test for sergeant or detective
sergeant and lieutenant and above have three years in time and rank for any
test after that.
Motion by Randall that the above guidelines for Police Promotional Exam be adopted.
Seconded by Eibey. Motion Carried.
Motion by Randall that for the first promotional exam for the Police Department the
Civil Service Commission will accept the recommendation of Personnel Decisions of
Minneapolis , Minnesota for scoring the written exam. Seconded by Eibey. Motion
Carried.
Motion by Randall to set the date of November 14, 1980 to administer the written
portion of the Police Promotional Examinations. Seconded by Eibey. Motion Carried.
Motion by Eibey to adjourn. Seconded by Randall . Motion Carried.
