Moved by Blitsch, seconded by Luce to approve the Agenda for February 5, 1997 as
mailed. Motion carried.
Moved by Luce, seconded by Blitsch to approve the Minutes for December 12, 1996
as mailed. Motion carried.
UNFINISHED BUSINESS
The Civil Service List for Fire Captain was presented for certification. The job
description and testing criteria were approved by the Commission in October. The
position was posted as a promotional and seven candidates submitted resumes. A
panel evaluation was conducted on January 7, 1997 and a written examination was
administered on January 16, 1997. This list will be used to make out-of-rank
assignments. Moved by Luce, seconded by Blitsch:

We, the members of the Civil Service Commission, certify the following list of
applicant(s), who are eligible based upon the examination process as set forth
by the Civil Service Commission for the appointment to the position of Fire
Captain for the City of Waterloo, Iowa. Appointments shall be made from this
list for the next two years (February 5, 1997 - February 4, 1999).

The Civil Service List for Assistant Sports Supervisor was presented for
certification. The position has been vacant for a couple years due to a
resignation. The job description and testing criteria were approved by the
Commission in October. The position was advertised in the Courier, listed with
Job Service, a notice send to the agencies and organizations on the Affirmative
• Action list and posted in all City departments. Thirty-three resumes were
received and nineteen candidates were invited to interview on January 14-15,
1997. The interview panel included Jim Egli, UNI-Dome, Bud Eggleston, and Cheryl
Huddleston. Five candidates canceled, one did not show for his interview, and
four did not pass the oral interview. Moved by Blitsch, seconded by Luce:
We, the members of the Civil Service Commission, certify the following list of
applicant(s), who are eligible based upon the examination process as set forth
by the Civil Service Commission for the appointment to the position of Assistant
Sports Supervisor for the City of Waterloo, Iowa Recreation & Arts Commission.
Appointments shall be made from this list for the next year (February 5, 1997 -
February 4, 1998).

The Civil Service List for Engineering Technician was presented for
certification. The job description and testing criteria were approved by the
Commission in December. There is a vacancy due to a promotion. The position was
posted in all departments as a promotional and one employee submitted a resume
and was interviewed by a panel comprised of Jamie Knutson, Dennis Gentz, and
Cheryl Huddleston. Moved by Blitsch, seconded by Luce:
We, the members of the Civil Service Commission, certify the following list of
applicant(s), who are eligible based upon the examination process as set forth
by the Civil Service Commission for the appointment to the position of
Engineering Technician for the City of Waterloo, Iowa. List shall exhaust upon
appointment.

Jim Rodemeyer gave updates on the following positions:
Police Officer-Approved by Commission in October. One hundred twenty-eight
resumes received and seventy-three tested January 22, 1997. Sixty passed the
written test and will take the fitness test February 21, 1997 with oral
interviews February 21-27, 1997.
Park Maintenance II/Forestry-Approved by Commission in October. Nothing will be
done until Spring.
Equipment Operator III-Approved by Commission in October as a promotional.
Nothing will be done until Spring.
Draftsperson-Approved by Commission in December. Twenty-three resumes received.
Personnel Department is reviewing and will probably invite 8-10 to interview.
NEW BUSINESS

The next meeting will be held mid-March. With no further the business, the
meeting was adjourned.
