UNFINISHED BUSINESS
The Civil Service List for Fire Engineer was presented for certification. The job
description and testing criteria were approved by the Commission in June. The position was
posted as a promotional at all fire stations and twenty-four candidates applied. The written
examination was administered on August 8, 1996. One candidate elected not to take the
written examination. Candidates also were required to take a pass/fail driving test and were
awarded seniority points. This list will be used primarily for out-of-rank assignments.

We, the members of the Civil Service Commission, certify the following list of applicant(s),
who are eligible based upon the examination process as set forth by the Civil Service
Commission for the appointment to the position of Fire Engineer for the City of Waterloo,
Iowa. Appointment(s) shall be made from this list for the next two years (October 11, 1996-
October 10, 1998).

The Civil Service List for Human Rights Specialist was presented for certification. The job
description and testing criteria were approved by the Commission in June. There is a vacancy
due to a resignation. The position was advertised in the Courier, listed with Job Service,
a notice send to the agencies and organizations on the Affirmative Action list and posted in
all City departments. Fifty-five resumes were received and twenty-six candidates met the
minimum qualifications and were invited to interview on September 14-16, 1996. The interview
panel included Robin Means, Jim Glaza, Human Right Commission, and Cheryl Huddleston. Seven
candidates canceled, five did not show for their interview, and two did not pass the oral

The Civil Service List for Chief Combination Inspector was presented for certification. The
job description and testing criteria were approved by the Commission in August and the
position was posted as a promotional. There is a vacancy due to a transfer. Six employees
submitted resumes and were interviewed on October 10, 1996 by a panel including Craig
Schwerdtfeger, a local architect, Jim Crandall, Crandall Construction, and Cheryl Huddleston.
One candidate canceled his interview. Moved by Luce, seconded by Blitsch:

who are eligible based upon the examination process as set forth by the Civil Service
Commission for the appointment to the position of Chief Combination Inspector for the City
of Waterloo, Iowa Building Inspections Department. Appointments shall be made fro■ this list

Jim Rodemeyer gave updates on the following positions:
Police Aide-Federal funding for the position is not available so the position will not be
filled.
Clerk I-The position was advertised in the Courier, listed with Job Service, a notice sent
to the agencies and organizations on the Affirmative Action list, and posted in all City
departments. Ninety-six resumes were received and thirty-five candidates will be invited to
interview. There are vacancies in the Police Department and Water Pollution Flood Control.
Candidates must be able to type 40 wpm.
Fire Fighter-This position was advertised in the Courier, with Job Service, and a notice sent
to the agencies and organizations on the Affirmative Action list. One hundred sixty-nine
resumes were received and one hundred fifteen candidates took the written exam. The top
sixty were invited to participate in the physical fitness test to be held October 29-30; oral
interviews are scheduled for October 31, November 1, 12-14, 1996.
NEW BUSINESS
The job description and testing criteria for Battalion Chief-Fire Rescue was presented for
approval. There will be a vacancy the first of the year due to a retirement. Candidates
must hold the rank of Captain in order to be considered. The Civil Service Notice should be
changed to read that resumes should be submitted to the Fire Chief. Moved by Blitsch,
seconded by Luce to approve the job description and testing criteria for Battalion Chief, as
amended. Motion carried.
The job description and testing criteria for Fire Captain was presented for approval. The
list will be used for out-of-rank assignments since the intent is to reduce the number of
Captains through attrition. The position will be posted as a promotional. There will be a
written test which will be 50% of the total score, and a promotional panel evaluation will
account for the other 50%. Moved by Luce, seconded by Blitsch to approve the job description
and testing criteria for Fire Captain. Motion carried.
The job description and testing criteria for Plan Review Specialist-Building Inspections was
presented for approval. There is a vacancy due to a termination. The position will be
advertised in the local newspaper, listed with Job Service, and a notice sent to the agencies
and organizations on the Affirmative. Action list. Candidates must have the applicable BA
plus three years experience or an AA with at least seven years experience. This is a
nonbargaining position. Moved by Blitsch, seconded by Luce to approve the job description
and testing criteria for Plan Review Specialist. Motion carried.
The job description and testing criteria for Equipment Operator III-Street Department was
presented for approval. There is a vacancy due to a promotion. The position will be posted
as a promotional. There will be an equipment test worth 60% of the total score and an oral
exam worth 40%. Moved by Luce, seconded by Blitsch to approve the job description and
testing criteria for Equipment Operator III. Motion carried.
