Others present : Roger Shook, Todd Derifield, Frank Magsamen, Jim Rodemeyer, Sue Fangman. Moved by Luce, seconded by Blitsch to approve the agenda as proposed. Ayes : Two. Absent : Culp. Motion carried. Moved by Blitsch, seconded by Luce to approve the minutes as mailed. Ayes : ' Two. Absent : Culp. Motion carried. The Civil Service list for Finance Specialist was presented for certification. i The job description and testing criteria were approved by the Commission on May 7, 1996 . Fifteen resumes were received and eight met minimum requirements. Interviews were held on June 19, 1996 with an oral interview panel consisting of Cheryl Huddleston, Nancy Gulick, Fiscal Specialist in the Finance Office, Ken Teisinger, Black Hawk County Deputy Auditor and Police Captain Harry Helgesen. Three applicants canceled their interview and the remaining five applicants are certified on the list . Moved by Luce, seconded by Blitsch: We, the members of the Civil Service Commission, certify the following list of applicants, who are eligible based upon the examination process as set forth by the Civil Service Commission for the appointment to the position of Finance Specialist for the City of Waterloo Police Department. The Civil Service list for Chief Building Inspector was presented for certification. The job description and testing criteria were approved by the Commission on May 7, 1996 . Two applicants applied through the promotional process. Interviews were held on June 18, 1996 with an oral interview panel consisting of Cheryl Huddleston, Randy Shepherd, City Maintenance Supervisor, and Mark Gardner, Gardner Construction. Two applicants are on the list and both are current employees . Fifty-five resumes were received for Secretary Receptionist, and eleven typing scores were submitted by the deadline of June 21, 1996 . Oral interviews will be scheduled in the next two to three weeks. The promotional exam for Equipment Operator II was posted and nine resumes were received. Four applicants withdrew after working with the equipment during a trial period. The equipment test was performed on June 18, 1996 and oral interviews are scheduled for July 2, 1996 . The job description and testing criteria for Fire Engineer was presented for approval . There are no current vacancies for this position but the promotional list is used for working out of rank and the current list has expired. The exam will consist of a written exam raw score plus seniority points and there will be a pass/fail driving test . Moved by Blitsch, seconded by Culp to approve the job description and testing criteria for Fire Engineer. Motion carried. The job description and testing criteria for Human Rights Specialist was presented for approval . There is a vacancy due to a recent resignation. The position will be a non-bargaining position with requirements of a Bachelors degree and one year related experience, AA degree with four years related experience, or a GED or high school diploma with eight years experience. The examination will be an oral interview. It was moved by Luce, seconded by Blitsch to approve the job description and testing criteria for Human Rights Specialist . Motion carried. The job description and testing criteria for Secretary for the Water Pollution Flood Control Department was presented for approval . There are two vacancies due to a recent promotion and a transfer of employees. The position will be a Teamsters bargaining position. It was moved by Culp, seconded by Luce to approve the job description and testing criteria for Secretary. Motion carried. The job description and testing criteria for Pre-Treatment Laboratory Services Coordinator for the Water Pollution Flood Control Department was presented for approval . There is a vacancy due to termination of a probationary employee. The position will be a non-bargaining position and will be filled as a promotional . It was moved by Luce, seconded by Blitsch to approve the job description and testing criteria for Pre-Treatment Laboratory Services Coordinator. Motion carried. The job description and testing criteria for Quality Assurance Specialist for the Fire Department was presented for approval . This a new position approved by the Human Resources Committee of the City Council . This will be a non-bargaining position and will be an open examination through an oral interview. Minimum requirements include high school graduate with an EMT-P(Paramedic) certificate, R.N. or Physician Assistant . These requirements are needed to ensure the quality control of the ambulance billings and can only be done by trained medical personnel . The person appointed t,o the position will be required to obtain a CPR- Instructor certification within ninety days of employment and an EMS-Instructor certification within one year. The job description and testing criteria for Police Aide for the Police Department was presented for approval . This a new position created to assist officers with daily duties which don' t require the presence of a sworn officer. Police Aides would assist with traffic control, funeral escort and obtaining statements or writing reports.
