CIVIL SERVICE COMMISSION

Commissioner Blitsch's term expired April 1996 and he has not yet been reappointed.
Consequently, he will not vote.
Moved by Luce, seconded by Culp to approve the Agenda for May 7, 1996 as mailed. Motion
carried.
Moved by Luce, seconded by Culp to approve the Minutes for March 12, 1996 as mailed. Motion
carried.
UNFINISHED BUSINESS
The Civil Service List for Laboratory Technician I-WPFC was presented for certification. The
job description and testing criteria were approved by the Commission in August 1995 but the
position was put on hold until budgeting was completed. The position was advertised in the
Courier, listed with Job Service, a notice send to the agencies and organizations on the
Affirmative Action list and posted in all City departments. Thirty-eight resumes were
received and seventeen candidates met the minimum qualifications and were invited to
interview on March 28-29, 1996. The interview panel was comprised of Nancy Gulick, former
Lab Tech I , Roseann Cory, Lab Tech II , and Cheryl Huddleston. Five candidates canceled, one
candidate did not show for the interview, and two candidates did not score high enough to
pass the interview. Moved by Luce, seconded by Culp:
We, the members of the Civil Service Commission, certify the following list of applicant(s) ,
who are eligible based upon the examination process as set forth by the Civil Service
Commission for the appointment to the position of Laboratory Technician I for the City of
Waterloo, Iowa Water Pollution Flood Control Department. Appointment(s) shall be made from
this list for the next year (May 7, 1996 - May 6, 1997).

The Civil Service List for Police Officer Recruit was presented for certification. The job
description and testing criteria were approved by the Commission,on December 5, 1995. The
position was advertised in the Courier and Register, listed with Job Service, a notice sent
to the agencies and organizations on the Affirmative Action list and several colleges with
related programs, and posted in all City departments. Two hundred seventy-one resumes were
received and one hundred eight candidates took the written Police. Officer Selection Test on
March 27, 1996. This was in addition to seven candidates who had taken the test previously.
The top seventy-one were invited to participate in the physical fitness test held at the UNI-
Dome on April 18, 1996. Thirty candidates did not show, 3 canceled, and one did not bring
in a typing verification and was not allowed to test. Thirteen candidates failed the fitness
test. The remaining twenty-four were interviewed on April 19, 22-24, 1996 by a panel
comprised of Officer Larry Coffin, Lieutenant Al Pryor, and Cheryl Huddleston. Three
candidates did not pass the oral interview, and one self-admitted to being unable to pass the
background examination a couple days ago so was removed from the tentative Civil Service
List. All candidates on the first list are white males. The second list has eight white
males, one Asian male, and one American Indian female. Moved by Luce, seconded by Culp:
We, the members of the Civil Service Commission, certify the following list of applicants,
who are eligible based upon the examination process as set forth by the Civil Service
Commission for the appointment to the position of Police Officer Recruit for the City of
Waterloo, Iowa. Appointment(s) shall be made from this list for the next two years (May 7,

Discussion followed on why so many candidates did not show up for the physical fitness test;
also, why we are losing the minorities. The Police Department has sent a questionnaire to
those who did not show asking why. Results so far do not indicate any specific reason. The
Commission feels if the major reason is the typing, perhaps that issue should be revisited.
The other testing is mandated by the State and there is not anything the City can do to
change these items. It is also thought that many candidates realize they cannot pass the
background investigation and polygraph, so drop out when it becomes apparent that they are
not going to be able to skate by without being discovered.

description and testing criteria were approved by the Commission on March 12, 1996. The
position was posted as a promotional in the Police Department and five employees submitted
a resume. Interviews were conducted by a panel comprised of Police Captains from Cedar
Falls, Cedar Rapids, and Iowa City. Moved by Luce, seconded by Culp:
We, the members of the Civil Service Commission, certify the following list of applicants,
who are eligible based upon the examination process as set forth by the Civil Service
Commission for the appointment to the position of Police Captain for the City of Waterloo,
Iowa Police Department. Appointment(s) shall be made from this list for the next two years
(May 7, 1996 - May 6, 1998).

description and testing criteria were approved by the Commission on March 12, 1996. The
position was posted as a promotional in all City departments and five employees submitted a
resume. Interviews were conducted on April 29, 1996 by a panel comprised of Tim Frembgen,
City of Cedar Falls, Paul Huting, and Jim Rodemeyer. Moved by Luce seconded by Culp:
We, the members of the Civil Service Commission, certify the following list of applicants,
who are eligible based upon the examination process as set forth by the Civil Service
Commission for the appointment to the position of Solid Waste Foreman-Sanitation & Recycling
Department for the City of Waterloo, Iowa. Appointment(s) shall be made from this list for
the next two years (May 7, 1996 - May 6, 1998).

certification. The job description and testing criteria were approved by the Commission on
March 12, 1996. The position was advertised in the Courier, listed with Job Service, a
notice send to the agencies and organizations on the Affirmative Action list and posted in
all City departments. Thirty-nine resumes were received and thirteen candidates were invited
to interview on April 29-30, 1996 by a panel comprised of Deb Collett, Pat Brockway, and
Cheryl Huddleston. Five candidates canceled, one candidate did not show for the interview and
one candidate did not score high enough to pass the interview. Moved by Luce, seconded by
Culp:
We, the members of the Civil Service Commission, certify the following list of applicant(s) ,
who are eligible based upon the examination process as set forth by the Civil Service
Commission for the appointment to the position of Bookkeeper-Community Planning & Development
for the City of Waterloo, Iowa. Appointment(s) shall be made from this list for the next

The Civil Service List for Chief Plumbing Inspector was presented for certification. The job
description and testing criteria were approved by the Commission on March 12, 1996. The
position was advertised in the Courier, listed with Job Service, a notice, send to the
agencies and organizations on the Affirmative Action list and the local union hall, and
posted in all City departments. Six resumes were received and five candidates were invited
to interview on April 26, 1996 by a panel comprised of C. Wayne Crow, Plumbing Board, Wayne
Burger, and Jim Rodemeyer. Two candidates canceled. Moved by Luce, seconded by Culp:
We, the members of the Civil Service Commission, certify the following list of applicant(s) ,
who are eligible based upon the examination process as set forth by the Civil Service
Commission for the appointment to the position of Chief Plumbing Inspector-Building
Inspections Department for the City of Waterloo, Iowa. Appointment(s) shall be made from
this list for the next year (May 7, 1996 - May 6, 1997).

Jim Rodemeyer gave an update on the Park Maintenance II-Forestry position. The position was
advertised in the Courier, Register, and forestry related journals. Twenty-one resumes have
been received and will be reviewed for qualified candidates.
NEW BUSINESS
The job description and testing criteria for Finance Specialist-Police Department was
presented for approval. This is a new non bargaining civilian position to replace a retiring
sergeant. The position will report to the Administrative Services Police Captain. The
Personnel Department is recommending the position be advertised as open with advertising
limited to Job Service and the Affirmative Action list. The Police Chief would like it
posted as a promotional since he feels there are qualified candidates in his department.
Moved by Luce, seconded by Culp to approve the job description and testing criteria for
Finance Specialist, subject to limited advertising. Motion carried.
The job description and testing criteria for Secretary/Receptionist-Community Planning &
Development was presented for approval. This is a new non bargaining position created as
part of the reorganization of several City departments and will replace a vacant
Administrative Secretary position. The Community Planning & Development supervisors would
prefer hiring two Bookkeepers but have not received approval from Human Resources. If this
approval is granted, then testing for this position will not be done. Moved by Luce,
seconded by Culp to approve the job description and testing criteria for
Secretary/Receptionist-Community Planning & Development. Motion carried.
The job description and testing criteria for Chief Building Inspector was presented for
approval. There is a vacancy due to a death. The position will be filled as a promotional.
Moved by Luce, seconded by Culp to approve the job description and testing criteria for Chief
Building Inspector. Motion carried.
The job description and testing criteria for Special Projects Technician-Sanitation &
Recycling was presented for approval. This is a new Teamsters position that is presently
being filled by the Animal Control Officer who was displaced when the City contracted with
the Humane Society. A commitment was made to this employee that she would not be laid off.
Since there is no method in the Civil Service law to reclassify a position, we will need to
go through the motions of posting and testing. The position will be posted as a promotional
and other City employees can apply. In response to a questions from the Commission, there
was no commitment from the Humane Society to put the Animal Control Officer on their staff.
Moved by Luce, seconded by Culp to approve the job description and testing criteria for
Special Projects Technician-Sanitation & Recycling. Motion carried.
The job description and testing criteria for Equipment Operator II-Street Department was
presented for approval. There are two vacancies which have been open for several months.
The position will be posted as promotional and there are probably at least twelve qualified
employees plus some Utility Operators in the Street Department. Commissioner Blitsch
requested that the language, "may ask for assistance if needed," be added to the essential
function of be able to lift 100 pounds. Moved by Luce, seconded by Culp to approve the job
description and testing criteria for Equipment Operator II-Street Department as amended.
Motion carried.
The job description and testing criteria for Clerk II was presented for approval. There is
a vacancy due to a resignation in the Clerk/Finance Department. The position will be posted
as promotional and would be used to fill any Clerk II vacancy. The position will be posted
as a transfer/demotion first. Moved by Luce, seconded by Culp to approve the job description
and testing criteria for Clerk II. Motion carried.
A request has been made by the MIS Manager to retitle the Systems Analyst position to
Programmer Analyst. He feels the Programmer Analyst title is more accurate in terms of what
this person does. Moved by Luce, seconded by Culp to approve the recommendation of the MIS
Manager to retitle Systems Analyst to Programmer Analyst. Motion carried. The appropriate
notation will be made on the Civil Service List.
The next meeting will probably be held in mid June. Also, Mr. Blitsch's reappointment to the
Commission will be addressed with the Mayor.
With no further the business, the meeting was adjourned.
