Motion carried. UNFINISHED BUSINESS The Civil Service List for Police Lieutenant was presented for certification. The job description and testing criteria were approved by the Commission on March 1 , 1995 . The position was posted as a promotional in the Police Department. Eleven employees submitted resumes and were interviewed on July 20-21 , 1995 by a panel composed of Lieutenants from Dubuque, Iowa City, and Sioux City. Moved by Branson, seconded by Culp: We , the members of the Civil Service Commission, certify the following list of applicants, who are eligible based upon the examination process as set forth by the Civil Service Commission for the appointment to the position of Police Lieutenant for the City of Waterloo, Iowa. Appointments shall be made from this list for the next two years (August 15 , 1995 - August 14 , 1997 ) . Jim Rodemeyer gave updates on the following positions: Manager Information Services This is a new position. The job description and testing criteria were approved by the Commission on June 27 , 1995 . The position was advertised in the Des Moines Register, the Courier, listed with the agencies and organizations on the Affirmative Action List and posted in all City departments. Fourteen resumes were received and reviewed by a subcommittee from the Computer Technical Review Committee. Seven candidates have been invited to interview on August 29-30, 1995 by a panel comprised of Dave VanDee-Assistant City Planner, Fire Captain Rick Phillips, Bob Canney-Black Hawk County MIS, Gary Dalhgren-McGladry & Pullen, and Bob Stevenson- Administrative Director. Housing/Block Grant Assistant Program Manager The is a new position as a result of the reorganization of Housing, Community Development, and Planning. The job description and testing criteria were approved by the Commission on June 27 , 1995 . The position was advertised in the Des Moines Register, the Courier, listed with the agencies and organizations on the Affirmative Action List and posted in all City departments. Nineteen resumes were received and six candidates have been invited to interview on September 7, 1995 by a panel comprised of Rich Earles-Housing/Block Grant Program Manger, Bob Seymour-City of Cedar Falls, and Cheryl Huddleston. Park Maintenance II-Forestry The is an additional budgeted position. The job description and testing criteria were approved by the Commission in May with the J testing criteria amended in June to included a climbing test. The position was advertised in the Courier, listed with the agencies and organizations on the Affirmative Action List and posted in all City departments. Twenty-five resumes were received and seventeen candidates have been invited to participate in the climbing test to be held August 16 , 1995 and the oral interviews to be held on September 8 , 1995 . Scott Flodeen, who owns and operates a local forestry service, has designed and will assist with grading the climbing test. Fire Inspector This is an additional position that has been filled previously by an out-of-rank appointment. The position is a promotional . The job description and testing criteria were approved by the Commission on March 1 , 1995 and approved by Human Resources yesterday. It will be posted this week. Fire Lieutenant This list is being developed in anticipation of future vacancies and to use for out-of-rank assignments. The job description and testing criteria were approved by the Commission on March 1 , 1995 and approved by Human Resources yesterday. The testing process is new and quite involved. The decision has been made to use a written test developed by Cooperative Personnel Services which is a more up-to-date test than the one originally listed in the testing criteria from IPMA. This position will be posted in the next few weeks. Technical Project Specialist-WPFC This position is a result of the reorganization of Water Pollution/Flood Control . The job description and testing criteria were approved by the Commission on April 4 , 1995 . Thirteen resumes were received and the process has been placed on-hold for a reassessment of the position. Sewer Maintenance Worker-WPFC The job description and testing criteria were approved by the Commission on May 23 , 1995 . The original vacancy was filled by a demotion. It is anticipated there will be another vacancy after one of the present Maintenance Workers is promoted to the vacant Foreman position. Waste Water Operator II-WPFC There is a vacancy due to a resignation. The job description and testing criteria were approved by the Commission on May 23 , 1995 . The position was posted as a promotional and nine resumes were received. Interviews are scheduled for August 29-30, 1995 by a panel comprised of Gary Schellhorn-Treatment Operations Supervisor, Larry Smith-Collection & Maintenance Supervisor, and Cheryl Huddleston. Sewer Maintenance Foreman There is a vacancy due to a voluntary demotion. The job description and testing criteria were approved by the Commission on June 27 , 1995 . The position was posted as a promotional and five resumes were received. Three candidates have been invited to interview on August 30, 1995 by a panel comprised of Gary Schellhorn-Treatment Operations Supervisor, Larry Smith-Collection & Maintenance Supervisor, and Cheryl Huddleston. NEW BUSINESS The job description and testing criteria for Plan Review Specialist-Building Inspections was presented for approval. This is a new, non bargaining position which will be advertised locally and possibly in the Des Moines Register soon. A new ordinance requiring plan review prior to construction necessitates this position. Fees from the plan reviews will fund the position. Moved by Branson, seconded by Culp to approve the job description and testing criteria for Plan Review Specialist. Motion carried. The job description and testing criteria for Utility Operator- Street Department was presented for approval . The previous list has been exhausted and there are three additional , approved vacancies. The position will be posted in all City departments and St listed with Job Service Workforce Center. Applicants must have a current CDL and pass an equipment test prior to the oral interview. Moved by Branson, seconded by Culp to approve the job description and testing criteria for Utility Operator. Motion carried. The job description and testing criteria for Laboratory Technician I-WPFC was presented for approval. There is a vacancy due to a transfer. Advertising will begin soon. The job description and testing criteria for Associate Planner- Community, Planning & Development was presented for approval. This is an additional position as a result of the reorganization of Housing, Community Development and Planning. Advertising will begin this weekend. Moved by Branson, seconded by Culp to approve the job description and testing criteria for Associate Planner. Motion carried. The job description and testing criteria for Maintenance I- Recreation Commission/Young Arena was presented for approval . There is a vacancy due to a retirement. Advertising will begin soon. Moved by Branson, seconded by Culp to approve the job description and testing criteria for Maintenance I . Motion carried. The job description and testing criteria for Emergency Medical Services Coordinator-Fire Rescue was presented for approval . Plans are to abolish the position of Medical Officer, grandfather in the one remaining Medical Officer, and fill two vacancies by promotion. The duties have been changed, the position will not be supervisory, and the technical aspects of the position are more detailed. It was requested that a representative from the medical community, probably the Medical Director of the EMS program, be added to the panel . Moved by Branson, seconded by Culp to approve the job description and testing criteria as amended for Emergency Medical Services Coordinator. Motion carried. Since both the Fire Fighter and Police Officer Recruit first lists will soon be exhausted, it has been requested that the reserve lists be activated. Use of the polygraph has taken its toll on the Police Recruit candidates and Fire Rescue will be appointing five candidates September 5 , 1995 , a couple off the first reserve list. They are also anticipating reopening Fire Station #6 which will necessitate hiring several more. Moved by Branson, seconded by Culp to activate the reserve lists for both Fire Fighter and Police Officer Recruit. Motion carried.
