The Agenda for April 4 , 1995 was approved as amended. The Minutes from March 1 , 1995 were approved as mailed. UNFINISHED BUSINESS The Civil Service List for Chief Combination Inspector-Building Inspections was presented for certification. The job description and testing criteria were approved by the Commission on December 20, 1994 . The position was advertised in the Courier, listed with Job Service, and notices sent to the agencies and organizations on the affirmative action list and the union hall . Thirteen resumes were received and ten candidates were invited to interview. The candidates were interviewed by Mert Rowell & Frank Curran from Building Inspections and Cheryl Huddleston. Six candidates did not pass the oral interview. Moved by Branson, seconded by Blitsch: We, the members of the Civil Service Commission, certify the following list of applicants, who are eligible based upon the examination process as set forth by the Civil Service Commission for the appointment to the position of Chief Combination Inspector for the City of Waterloo, Iowa. The Civil Service List for Human Rights Specialist was presented for certification. The job description and testing criteria were approved by the Civil Service Commission on January 31 , 1995 . The position was advertised in the Courier, listed with Job Service, and notices sent to the agencies and organizations on the affirmative action list. Thirty-six candidates submitted resumes and twenty were invited to interview. The candidates were interviewed by three members from the Human Rights Commission. Six . candidates did not attend their interview and five candidates did not pass the oral interview. One appointment will be made immediately and another next January. NEW BUSINESS The job description and testing criteria for Engineering Technician was presented for approval . The position would be posted as a promotional since there is at least one Draftsperson who is trained as an engineering technician. This would open up a draftsperson position. Blitsch wondered about the essential function regarding ability to lift 100 pounds. He suggested it be changed to indicate that assistance could be requested if needed, as has been done in previous job descriptions. Culp wondered why drug screens are required in some positions and not in others. Rodemeyer explained that it had to do with job duties and whether the position is covered by the Omnibus Transportation Act. Moved by Culp, seconded by Blitsch to approve the job description and testing criteria for Engineering Technician as amended. Motion carried. The job description and testing criteria for Draftsperson- Engineering Department was presented for approval. The position will be advertised with civil engineering background/education as a requirement so the person filling the vacancy can be used as an engineering technician, if needed. The person would be paid out- of-rank pay when working as a technician. Blitsch requested the same change in essential functions as indicated for Engineering Technician. Moved by Branson, seconded by Culp to approve the job description and testing criteria for Draftsperson as amended. Motion carried. The job description and testing criteria for Solid Waste Operator was presented for approval . There are seven vacancies but the number of actual hires would be based on how the department is reorganized ( i .e. curb side recycling, privatizing, etc) . The position will be advertised as open, requiring previous truck driving experience and a CDL. Moved by Blitsch, seconded by Branson to approve the job description and testing criteria for Solid Waste Operator. Motion carried. The job description and testing criteria for Maintenance Foreman- • Water Pollution Flood Control was presented for approval . This is a promotional , bargaining unit position which is vacant due to a promotion. It is anticipated there will be several employees interested in the position. Moved by Culp, seconded by Branson to approve the job description and testing criteria for Maintenance Foreman-Water Pollution Flood Control . Motion carried. The next four positions still need to be approved by the Human Resources Committee. The job description and testing criteria for Treatment Operations Foreman-Water Pollution Flood Control was presented for approval . This is a promotional , bargaining unit position which is a result of the proposed reorganization of the department. Blitsch requested the statement regarding requesting assistance with lifting be included. There are several employees qualified to fill the position. Moved by Branson, seconded by Blitsch to approve the job description and testing criteria for Treatment Operation Foreman-Water Pollution Flood Control as amended. Motion carried. The job description and testing criteria for Instrumentation Control Foreman-Water Pollution Flood Control was presented for approval . This is a promotional , bargaining unit position which is a result of the proposed reorganization of the department. Blitsch requested the statement regarding requesting assistance with lifting be included. Culp wondered why the prefer for the Waste Water Operator I certification. Tim Shea, Pollution Control Superintendent, explained that this position does not operate the Plant but it would be useful to have some knowledge of Pollution Control since this is the type of equipment and controls being maintained. Moved by Culp, seconded by Branson to approve the job description and testing criteria for Instrumentation Control Foreman-Water Pollution Flood Control as amended.
