UNFINISHED BUSINESS The Civil. Service List for Financial Analyst was presented for certification . The job description and testing criteria were approved by the Commission on November 17 , 1994 . The position was advertised in the Courier , listed with Job Service , and notices sent to the agencies and organizations on the affirmative action list . Fourteen resumes were received and ten candidates were invited to interview. The candidates were interviewed by Dale Minor from Hogan-Hansen, Sue Fangman, and Cheryl Huddleston. Three candidates did not attend their interview. Moved by Blitsch , seconded by Culp: We , the members of the Civil Service Commission , certify the following list of applicants , who are eligible based upon the examination process as set forth by the Civil Service Commission for the appointment to the position of Financial Analyst for the City of Waterloo , Iowa. Appointments shall be made from this list for the next year (March 1 , 1995-February 29 , 1996 ) . The Civil Service List for Arena Coordinator was presented for certification . The job description and testing criteria were approved by the Civil Service Commission on December 20 , 1994 . The position was advertised in the Courier , listed with Job Service , and notices sent' to the agencies and organizations on the affirmative action list . Seventy candidates submitted resumes and twenty-nine were invited to interview. The candidates were interviewed by Chris Dolan, Arena Supervisor, Bud Eggleston, Sports Supervisor, and Cheryl Huddleston. Nine candidates did not attend their interview. Moved by Blitsch, seconded by Culp: We , the members of the Civil Service Commission, certify the following list of applicants , who are eligible based upon the examination process as set forth by the Civil Service Commission for the appointment to the position of Arena Coordinator-Young Arena for the City of Waterloo, Iowa. Appointments shall be made from this list for the next year (March 1 , 1995-February 29 , 1996 ) . Jim Rodemeyer gave updates on the following positions : Chief Combination Inspector-Building Inspections The job description and testing criteria were approved by the Commission on December 20 , 1994 . This is a new position and the employee will work in various areas of the Building Inspections Department as needed . The position was advertised in the Courier, listed with Job Service , and notices sent to the agencies and organizations on the affirmative action list . Three resumes have been received to date . Human Rights Specialist-Human Rights Commission The job description and testing criteria were approved by the Commission on January 31 , 1995 . The position was advertised in the Courier , listed with Job Service , and notices sent to the agencies and organizations on the affirmative action list . Thirty-six resumes were received and about twenty candidates will be invited to interview in the next few weeks . Curator/Registrar-Recreation Commission The job description and testing criteria were approved by the Commission on December 20 , 1994 and a revised description approved on January 31 , 1995 . The position was advertised in the Courier, listed with Job Service , and notices sent to the agencies and organizations on the affirmative action list . Sixteen resumes were received and about five candidates will be invited to interview. NEW BUSINESS The job description and testing criteria for Police Officer Recruit was presented for approval . There are a few changes since last year. The Stanard & Associates POST Test is now mandated by the Iowa Law Enforcement. Academy and the Personnel and Police Departments are recommending that the candidates be required to pay the $7 . 50 cost for the exam. Also , a candidate must he able to prove he/she can type at least 25 words per minute prior to completing testing . This qualification has caused significant problems in the past when recruits are scrambling to obtain typing verification by the imposed four month deadline . The Police Department also wants to include a polygraph test as part of the background check because we have had problems the last couple years with candidates lying on applications and background materials . The written examination will count 40% of the total score and the oral will be 60%. The Physical Fitness exam will still be a pass/fail test based on standards mandated by ILEA and the MMPI II will be given only after a job offer has been made . There are four vacancies at the present time and only two candidates left on the previously certified lists . There is also a potential of 4-5 retirements in the next year. Moved by Blitsch, seconded by Culp to approve the job description and testing criteria for Police Officer Recruit . Motion carried. The job description and testing criteria for Police Lieutenant was presented for approval . There are no present vacancies but the Police Chief wants to establish a list because of future vacancies for Assistant Chief and Captain . A candidate must have served at least three years as Sergeant with the Waterloo Police Department . There is no written exam and the oral panel will be composed of members from other police departments of similar size in Iowa with a monitor from the Personnel Department . Moved by Culp, seconded by Blitsch to approve the job description and testing criteria for Police Lieutenant . Motion carried . The job description and testing criteria for Pretreatment and Laboratory Service Coordinator-WPFC was presented for approval . This is a new position that is part of the reorganization of Pollution Control . Jim Rodemeyer indicated that changes needed to be made in the minimum qualifications as follows : "Bachelor' s Degree in Chemistry or Environmental Science with at least three years formal environmental laboratory experience with at least one year of that experience in a supervisory capacity , or two years post high school course work in chemistry or environmental science with at least seven years experience with at least one year in a supervisory capacity. " Pei.' Tim Shea, WPFC Superintendent , the "Clear Water Act of 1974" imposed many environmental mandates and the regulations are very complex . This person will be responsible for lab, field inspections , compliance with pretreatment laws , user monitoring , and enforcement . Walter Reed wondered if eliminating the need for previous supervisory experience would increase the pool of applicants . Tim said this person will be a supervisor and he wants that expertise immediately. If the applicant flow is not adequate , the job description may be brought back to the Commission for reevaluation. We will advertise locally, in the Des Moines Register, at the IWPCA Conference to be held in the spring , and possibly in trade journals . Moved by Blitsch, seconded by Culp to approve the job description and testing criteria for Pretreatment and Laboratory Services Coordinator-WPFC with the changes as indicated . Motion carried . The job description and testing criteria for Maintenance Supervisor-Mayor' s Office was presented for approval . This is a promotional position which has been vacant for almost a year. This person is in charge of a three person staff . In response to a question regarding the boiler certification , the employee must obtain this certification only if the State or the City insurance carrier requires it . Moved by Culp, seconded by Blitsch to approve the job description and testing criteria for Maintenance Supervisor-Mayor' s Office . Motion carried . The next two positions still need to be approved by the Human Resources Committee . The job description and testing criteria for Fire Inspector was presented for approval . This is a promotional that requires five years with Waterloo Fire Rescue and would be paid at the Fire Lieutenant rate . The minimum qualifications need to be changed to include , "knowledge of rules and regulations concerning confined space entry . " There is presently one person assigned to these duties who would have to go through the promotional testing process and be appointed from the Civil Service List . The department is proposing to add a second Inspector. Moved by Blitsch, seconded by Culp to approve the job description and testing criteria for Fire Inspector with changes as indicated. Motion carried . The job description and testing criteria for Fire Lieutenant was presented for approval . The Civil Service List will be used not only for potential vacancies but to make out-of-rank assignments . The proposed testing process is entirely new and extremely complicated but has the support of both management and the bargaining unit . Minimum qualifications include five years with Waterloo Fire Rescue . Although the written test indicates it, will be from IPMA, this test has been reviewed and is somewhat outdated so we may change to a more updated test from Cooperative Personnel Services . This would change the factoring points indicated in the notice . There is rio cutoff for the written examination and although there are 50-60 fire fighters eligible to apply, we are anticipating only about 25-35 will apply . Both the internal evaluation form and the interview form are new . Panel members would be from a career ( paid ) department from a City of comparable size with the members being of comparable rank . Each panel member will fill out an interview form for each question on each candidate with a score of 0-7 points and must include comments . Thirty minutes is allowed for the oral interview, five minutes for the individual scoring , and ten minutes for the panel to come to a consensus within one point . The written and oral scores are combined with seniority points added . Concern was expressed that the time allowed is not sufficient and the Personnel Department staff agree but the Fire Chief feels that it is adequate . Moved by Culp, seconded by Blitsch to approve the job description and testing criteria for Fire Lieutenant . Motion carried. Walter Reed requested the Commission be kept updated on this process .
