UNFINISHED BUSINESS The Personnel Department requested approval to amend the job description and minimum qualifications for Chief Inspector-HVAC. There is no local journeyman certification process so the following requirement was added to the job description. "Required to pass an examination certifying competency on the ICBO Uniform Mechanical Code within one ( 1 ) year from employment date . " This test is given all over the United States several times each year. The person offered the job will be advised of this change . Moved by Blitsch, seconded by Culp to approve the requested amendment to the job description for Chief Inspector-HVAC. Motion carried. The Recreation Commission requested approval to amend the job description and minimum qualifications for Curator/Registrar as follows. "Two years of paid, on-the-job experience may be substituted for each one year of college. " Moved by Blitsch, seconded by Culp to approve the requested amendment to the job description for Curator/Registrar. Motion carried. The Civil Service List for Chief Inspector-HVAC was presented for certification. The job description and testing criteria were approved by the Civil Service Commission on November 17 , 1994 . The position was advertised in the Courier, listed with the agencies and organizations on the City' s affirmative action list , and a notice sent to the local union representative . Nine resumes were received by the deadline date and six candidates met the minimum qualifications . Five candidates were interviewed by a panel composed of Mert Rowell , part time inspector, Steve Jordan from Jordan Electric , and Cheryl Huddleston. Only two candidates passed the oral interview. Moved by Blitsch, seconded by Culp: We, the members of the Civil Service Commission, certify the following list of applicants , who are eligible based upon the examination process as set forth by the Civil Service Commission for the appointment to the position of Chief Inspector-HVAC for the City of Waterloo, Iowa . The Civil Service List for Secretary was presented to the Commission for certification. The job description and testing criteria were approved by the Civil Service Commission on November 17 , 1994 . The position was advertised as a part time position in the Planning Department in the Courier., and a notice sent to the agencies and organizations on the City' s affirmative action list . Twenty-five resumes were received by the deadline date but only five candidates submitted typing verification. One of the five canceled her interview and one candidate did not pass the interview. The interview panel was composed of Michelle Boswell , Parks Secretary, Gail Briddle , Building Inspections Secretary, and Cheryl Huddleston. The position was advertised in the Courier and notices sent to the agencies and organizations on the affirmative action list with a deadline date of February 3 , 1995 . Thirty-nine resumes have been received to date. NEW BUSINESS The job description and testing criteria for Human Rights Specialist was presented for approval . There are two vacancies and the Human Resources Committee has given authorization to fill one position immediately and review the second position after the budget is certified. The minimum qualifications have been changed to allow experience in lieu of the Bachelor' s Degree . The Human Rights Commission did not want to exclude anyone for lack of the degree and wanted a large pool of candidates . Walt Reed noted that the words, "business administration" were left out of the qualifications in the job description. Moved by Blitsch, seconded by Culp to approve the job description and testing criteria for the position of Human Rights Specialist as amended. Motion carried. The Personnel Department will advertise the position next weekend. Blitsch wondered if there was any news on appointment of a new commissioner. Jim Rodemeyer said he had spoken with the Administrative Director about it several times and Walt Reed thought one of the Council people was doing some recruiting .
