UNFINISHED BUSINESS
The Civil Service List for Maintenance Electrician-Traffic
Operations was presented for certification. There is a vacancy due
to a transfer. The job description and testing criteria were
approved by the Commission on July 21 , 1994 . The position was
advertised in the Courier, listed with the agencies and
organization on the Affirmative Action list , a notice sent to the
local Union and posted in all City departments. Fourteen resumes
were received and ten applicants met the minimum qualifications and
were invited to interview. An oral interview panel composed of
Steve Jordan-Fire Dept and local electrician, Jim Sullivan-
Maintenance Assistant/Electrician, and Cheryl Huddleston-Personnel
Analyst, interviewed the candidates on September 23 & 26 , 1994 .
The list has eight candidates including one protected class ( BM) .

We , the members of the Civil Service Commission, certify the
following list of applicants , who are eligible based upon the
examination process as set forth by the Civil Service Commission
for the appointment to the position of Maintenance Electrician for
the City of Waterloo , Iowa. Appointments shall be made from this
list for the next year (November 17 , 1994-November 16 , 1995 ) .

The Civil Service List for Fire Fighter was presented for
certification. The job description and testing criteria were
approved by the Commission on August 24 , 1994 . There are three
immediate vacancies and there will be several more if Station #6 is
reopened. The position was advertised in the Register, Courier,
listed with Job Service, a notice sent to the agencies and
organizations on the Affirmative Action List , and posted in all
City Departments . Also , a recruitment day was held at the Martin
Luther King Center on September 8 , 1994 . Two hundred eight
candidates submitted resumes by the deadline date and one hundred
forty-eight took the written examination administered by Lyle
Alberts. The top sixty were invited to continue in the testing
process ( 5 WF, 3 OM, 52 WM) . A physical ability examination was
conducted on October 25-26 , 1994 by Fire Rescue personnel which
fifty-three candidates passed ( 1 WF, 3 OM, 49 WM) . An interview
panel composed of Fire Lieutenants Tom Powers and Mike Pierce, Fire
Training Officer Larry McKinney, and Cheryl Huddleston interviewed
the candidates from October 27-November 2 , 1994 . Forty-five
candidates passed the oral interview. Three lists were presented
for certification with there being 1 WF and 1 OM on the first list .

The Civil Service List for Art Director-Recreation Commission and
a request signed by the Mayor and Recreation Director requesting
approval of a list with less than three names was presented for
certification. The vacancy is due to a retirement . The job
description and testing criteria was approved by the Commission on
September 19 , 1994 . The position was posted as a promotional in
all City departments . Only one resume was received although there
were probably three employees qualified. An oral interview panel
composed of Mary Ann Burk-Community Foundation, Phil Murphy-
Waterloo Schools, and Cheryl Huddleston interviewed the candidate
on October 24 , 1994 . Moved by Blitsch, seconded by Culp:

NEW BUSINESS
Police Sergeant
The job description and testing for Police Sergeant was presented
for approval . There are three vacancies at the present time .
After discussion on whether to change the education requirements ,
it was decided to remain with the qualifications as stated but
inform staff that the education requirements for the next testing
would be reviewed. It was also decided to include on this and all
future job descriptions the statement , "Regular attendance on the
job and at the work site required. " Testing will include a written
examination purchased from IPMA and oral examination interviews
which will be conducted by three sergeants from other departments
of comparable size . The written examination will count as 50% of
the total score and the oral examination will count as 50% of the
total score. Only the top thirty candidates from the written
examination will participate in the oral examination. There are
fifty-nine officers eligible to apply for the promotional testing .

and testing criteria for Police Sergeant as amended. Motion
carried.
Utility Operator
The job description and testing criteria for Utility Operator-
Street Department was presented for approval . This is a new
classification which will be a bargaining classification in the
blue collar group. The position will be posted as a promotional
