The first item is to establish criteria for a tie breaker in the event two candidates have the same placement on the Civil Service List and are hired on the same date. The second item is to certify the Reserve Civil Service List for Police Officer Recruit. The Agenda was approved as amended. The Minutes for August 24, 1994 were approved as mailed. UNFINISHED BUSINESS The Civil Service List for Parking Enforcement Officer was presented for approval . The job description and testing criteria were approved by the Commission on August 24, 1994. The position was posted as a promotional in all City departments. One applicant, an employee laid off from the Print Shop, submitted a resume by the deadline date. Moved by Culp, seconded by Juon: We, the members of the Civil Service Commission, certify the following list of applicant(s), who are eligible based upon the examination process as set forth by the Civil Service Commission for the appointment to the position of Parking Enforcement Officer for the City of Waterloo, Iowa. List exhausts upon appointment. CERTIFIED LIST Elaine Langenwalter Motion carried. NEW BUSINESS Arena Supervisor - Recreation Commission The job description and testing criteria for Arena Supervisor were presented for review. This person will be responsible for the day-to-day operations of the Young Arena and will supervise up to thirty-five (35) part time employees each event as well as a full time maintenance person and coordinator. The position is classified as Grade 60 with a salary range of $26,280 - $40,198. The experience requirement is contingent on amount of education, with Bachelor's Degree requiring three (3) years related experience, an Associate Degree requiring five (5) years, and high school diploma/GED requiring seven (7) years. The position will be advertised in the Courier, listed with Job Service, and notices sent to the agencies and organizations on the Affirmative Action List and to several universities in the Midwest with related programs. Moved by Culp, seconded by Juon to approve the job description and testing criteria for Arena Supervisor. Motion carried. Art Director - Recreation Commission The job description and testing criteria for Art Director were presented for review. There is a vacancy due to a retirement. The position will be posted as a promotional in all departments. There are a couple present employees who meet the qualifications and minimum requirements for the position. Moved by Culp, seconded by Juon to approve the job description and testing criteria for Art Director. Motion carried. Tie Breaker on Civil Service Lists The Commission addressed the issue of seniority when one or more candidates are hired on the same date with the same placement on the Civil Service List. This seniority affects shift selection and choice of vacation time as well as in a layoff situation. Juon suggested using the system John Deere has used for many years. The employee with the highest of the last four digits in their social security number is senior. This method is objective and leaves the decision up to something the City does not control . Moved by Dave, seconded by Culp that seniority for employees who are hired on the same day with same placement on a Civil Service List will be determined by awarding seniority to the employee with the highest of the last four digits of their social security numbers.
