Motion carried. Moved by Culp, seconded by Juon to approve the July 24, 1994 Minutes as mailed. Motion carried. UNFINISHED BUSINESS Update on Veteran's Preference For Promotional Exams Assistant City Attorney Sang-Ki Han informed the commission that an informal opinion had been received from Lynn Walding in the Attorney General 's office. Mr. Walding stated that there are no veteran's preference points given for promotional exams. W. Walding stated that because the State Code is silent in 400. 9 for veteran's points it was not intended that they should be considered in promotional exams. Mr. Han informed the Commission that a letter would be forwarded and that this is a sound opinion and should be filed with the City Attorney's opinion. Training Officer The Civil Service List for Training Officer was presented for approval. The job description and testing criteria were approved by the Commission on June 30, 1994. The notice of the promotional process was posted and six applicants applied for the position. Motion by Culp second by Juon. Two ayes. Motion carried We, the members of the Civil Service Commission, certify the following list of applicant(s), who are eligible based upon the examination process as set forth by the Civil Service Commission for the appointment to the position of Training Officer-Fire Rescue for the City of Waterloo, Iowa. Appointment(s) shall be made from this list for the next two years (August 24, 1994 - August 23, 1996). CERTIFIED LIST Steve Weliver Larry McKinney Roger Carr Doug Carter Louis Ball Virgil Powell Emergency Medical Supervisor The Civil Service List for Emergency Medical Supervisor was presented for approval. The job description and testing criteria were approved by the Commission on June 30, 1994. The notice of the promotional process was posted internally and three applicants applied for the position. Motion by Culp second by Juon. Two ayes. Motion carried. We, the members of the Civil Service Commission, certify the following list of applicant(s), who are eligible based upon the examination process as set forth by the Civil Service Commission for the appointment to the position of Medical Supervisor for the City of Waterloo, Iowa. Appointment(s) shall be made from this list for the next two years (August 24, 1994 - August 23, 1996). CERTIFIED LIST Steve Weliver Doug Kroells Brett Bredman Associate Engineer • The Civil Service List for Associate Engineer was presented for approval. The job description and testing criteria were approved by the Commission on June 30, 1994. The position was advertised in the Waterloo Courier, Des Moines Register and a job notice sent to both the University of Iowa and Iowa State. Nineteen applications were received and sixteen applicants were met the established qualifications. Interviews were held on august 15-16, 1994. Eight applicants canceled and two individuals did not attend their scheduled interviews. A list with six names was presented the Commission for approval. Motion by Culp second by Juon. Two ayes. Motion carried. We, the members of the Civil Service Commission, certify the following list of applicant(s), who are eligible based upon the examination process as set forth by the Civil Service Commission for the appointment to the position of Associate Engineer for the City of Waterloo, Iowa. Appointment(s) shall be made from this list for the next year (August 24, 1994 - August 23, 1995). CERTIFIED LIST Scott Johnson • Gordon Steffensmeier w Jim Ellis • Brian Klueppel Jamie Knutson Hussain Bakir Associate Planner A new job description was presented to the Commission with the new title of Associate Planner-Downtown Marketing. This will be a singular position with an emphasis' on marketing skills, experience in marketing property and strong communication skills. Qualifications were changed to allow an exchange of experience for education requirements. Discussion was heard on the possibility for return of the planner on layoff status. He has been contacted and has indicated that he is not interested in this position. Motion by Culp to approve the changes to the position title and job description as presented, second by Juon. Two ayes. Motion carried. Position Updates: Traffic Engineer An individual on layoff has been contacted for recall to this position. It has not been advertised to the general public. Negotiations with the former employee have been concluded and a meeting has been set up with the Mayor and involved Department Heads. Maintenance Electrician This position was approved by Human Resources on July 18, 1994 and approved by the Civil Service Commission on July 21, 1994. It was advertised in the Waterloo Courier and in local union halls with a deadline of August 12, 1994. Fourteen applicants have applied for the position. Interviews will be set up in the next two to three weeks. Senior Engineer Presented to Human Resources on June 6, 1994 and approved by the Civil Service Commission on June 30, 1994. This position was advertised in the Waterloo Courier and Des Moines Register. Two applicants applied for the position, however, only one of the applicants was qualified for the position. This applicant canceled the scheduled interview. As a result, the Human Resources Committee was requested to approve the hiring of two associate engineers rather than a senior• engineer as a number of the applicants on the Civil Service list have prior experience. NEW BUSINESS Fire Fighter The job description and testing criteria for Fire Fighter were presented for review. The essential functions have been changed for compliance with the ADA requirements and the medical protocol as provided by the Municipal Police and Fire Retirement System of Iowa. A change has been inserted in the minimum qualifications under item number 12, that as a condition of employment applicants must be willing to serve as a paramedic. Currently approximately 25% of the department 's fire fighters are needed to be certified emergency medical personnel. There are two (2) vacancies due to a resignation and a retirement and fifteen persons are eligible for retirement in the coming year. It has been recommended that the Civil Service List be extended to include forty persons to compensate for the number of vacancies that are anticipated over the next year. A written exam will be purchased from Stanard and Associates. A nationally recognized physical ability test will be given. Local recruitment will be extensive by using the 'affirmative action list and sending notices to local schools and churches to target minority and women. Moved by Culp, seconded by Juon to approve the job description and testing criteria for Fire Fighter. Motion carried. Parking Enforcement Officer The job description and testing criteria for Parking Enforcement Officer was presented for review. There is a vacancy due to a resignation. The position will be posted internally as a promotional position with the possibility of interest by permanent seasonal personnel interested in a full-time position. If applications are not received as a promotional position it will be advertised as an open exam. Moved by Culp, seconded by Juon to approve the job description and testing criteria for Parking Enforcement Officer. Motion carried. The next meeting was tentatively scheduled for September 27, 1994.
