The Agenda for March 29 , 1994 and the Minutes from February 10 ,
1994 were approved as mailed.
UNFINISHED BUSINESS
The position of Police Officer Recruit was advertised from February
25 - March 25 , 1994 . Two hundred sixteen ( 216 ) candidates have
submitted resumes with the first written test to be administered on
April 19 , 1994 by Professor Lyle Alberts . Beside advertising in
the Courier, listing with Job Service and sending notices to the
agencies and organizations on the Affirmative Action List ,
recruitment days were held at the Martin Luther King Center and
Hawkeye Community College . There are four definite vacancies and
four potential retirements at this time. We have no way of knowing
how many candidates are minorities .
1 NEW BUSINESS
Fire Captain - Waterloo Fire Rescue
The job description and testing criteria were presented for review.
At this time , there is not a vacancy but a new list is needed to
use for out-of-rank assignments. There have not been any changes
in the testing process . The question has arisen again regarding
1 award of veterans points in promotional examinations. Both
Assistant City Attorney Luce and Assistant City Attorney Sueppel
had issued decisions in the past indicating veterans points are not
awarded for promotional examinations. Present Assistant City
Attorney Han disagrees so the issue is being researched . The only
large City in Iowa that is allowing veterans points for
promotionals is Cedar Rapids . If the decision is made to award
veterans points , they will be factored in at a later date . Moved
by Culp, seconded by Juon to approve the job description and
testing criteria for Fire Captain. Motion carried.
Fire Engineer - Waterloo Fire Rescue
The job description and testing criteria for Fire Engineer were
presented for review. There are no present vacancies but a list is
needed for out-of-rank assignments . Also , there are nine ( 9 ) fire
personnel eligible to retire which will leave some vacancies in the
next couple years . The testing process remains the same as in
previous years. Vets points is also an issue in this position.
Moved by Culp, seconded by Juon to approve the job description and
testing criteria for Fire Engineer. Motion carried.
Golf Course Maintenance II - Parks & Forestry
The job description and testing criteria for Golf Course
Maintenance II were presented for review. There is a vacancy due
to a resignation. The Golf Course Maintenance I employees and
possibly some Park Maintenance I employees will meet the
qualifications as established. Moved by Culp, seconded by Juon to
approve the job description and testing criteria for Golf Course
Maintenance II . Motion carried.
OTHER BUSINESS
Juon wondered if any more work had been done regarding the list of
single incumbents . Rodemeyer said he thought it best to wait until
there was a third commissioner appointed. The Mayor is not
proceeding very quickly on the numerous vacancies on boards and
commissions . Jim will remind Bob Stevenson that the Civil Service
Commission is anxious for an appointment.
Jim also warned that Commissioners that there are about fifteen
( 15 ) vacancies that will be going before the Council in the next
few months . Dependent on authorization to hire , many of these may
be brought to the Commission over the summer months .
With no further business , the meeting was adjourned at 4 : 30 p.m.
