UNFINISHED BUSINESS Plant Operator Trainee - Water Pollution Flood Control The Civil Service List for Plant Operator Trainee was presented for certification. The job description and testing criteria were approved by the Commission on October 20, 1993. The position was advertised in the Courier, listed with Job Service, and a notice sent to the agencies and organizations on the Affirmative Action list. One hundred resumes were received by the deadline date of November 12, 1993. The Commission gave approval to add a written examination because of the large response which was held on December 13, 1993. Fifty-seven candidates took the written test. Thirty-three candidates were invited to oral interviews held January 18-21 , 1994 by a panel composed of Jack Loynachan, Gary Schellhorn, and Cheryl Huddleston. Three candidates did not appear for the interview, and five candidates did not pass the interview. There is one black male on the first list. There is one vacancy due to a disability. Moved by Culp, seconded by Juon: We, the members of the Civil Service Commission, certify the following list of applicants, who are eligible based upon the examination process as set forth by the Civil Service Commission for the appointment to the position of Plant Operator Trainee-Water Pollution/Flood Control for the City of Waterloo, Iowa. Appointments shall be made from this list for the next year (February 10, 1994- February 9, 1995). Solid Waste Operator - Sanitation Department The Civil Service List for Solid Waste Operator was presented for certification. The job description and testing criteria were approved by the Civil Service Commission on October 20, 1993. The position was listed with Job Service and a notice sent to the agencies and organizations on the Affirmative Action List. Thirty-one resumes were received by the deadline date. Five candidates were disqualified because they did not have a CDL and five others were disqualified for poor driving records. An equipment operation examination was held on January 5, 1994 and fourteen of the twenty-one candidates taking the exam passed and were invited to oral interviews held on January 27-28, 1994. He also recommended another two year list. Both the Chief and Lieutenant Shook recommended that typing skills be included under minimum qualifications. A couple of the new recruits have poor typing skills and the officers don't have the luxury of depending on clerical staff to type reports. When an officer takes a statement, they type it directly and they must also type long investigative reports. Juon wondered whether consideration has been given to a training program for these officers with deficient typing skills. Per Shook, this will need to be part of their FTO training but this will necessitate enrolling them in a remedial program at City expense. He would like it to be a mandatory skill coming into the department. Cora expressed concern that we might lose a good officer because he/she hasn't taken typing and the need is for officers with people skills which cannot be taught versus typing skills which can be easily learned. Juon recommended that typing or keyboard skills be included in the job description as "highly recommended" with the provision that a candidate without the requisite skills must obtain them within a specified time. The decision was made to include the typing skills requisite in the minimum qualifications with a requirement that the candidate must test within the first week of employment, and be given a specified period of time to obtain the skills, if they he/she doesn't have them, at their own expense and on their own time. Cheryl will contact Adult Education at Hawkeye Community College, Martin Luther King Center, Business Education at Hawkeye Community College, and East or West High for input on speed and time frame. Move by Juon, seconded by Culp to approve the job description and testing criteria for Police Officer Recruit with the addition of the typing skills and other criteria as discussed. Motion carried. The date for the next Civil Service Commission meeting will be scheduled when a new Commissioner has been appointed by the Mayor.
