NEW BUSINESS Plant Operator Trainee - Water Pollution Flood Control The job description and testing criteria for Plant Operator Trainee was reviewed. There is one vacancy due to a disability and the candidate hired will be given eighteen (18) months to obtain Waste Water Operator I certification. In response to a question from Murphy, CPR and First Aid are required because of the confined space entry. Moved by Murphy, seconded by Juon to approve the job description and testing criteria for Plant Operator Trainee - Water Pollution Flood Control . Motion carried. Solid Waste Operator - Sanitation Department The job description and testing criteria for Solid Waste Operator was reviewed. There are five (5) vacancies and immediate plans are to fill three (3) of those vacancies. The job notice will be posted as an open examination and will include both equipment testing and an oral interview. The seasonal Park Maintenance I employees are eligible to apply and will be contacted. The notice will be sent to Job Service, to the organizations on the Affirmative Action List, and posted in all Citydepartments. Equipment Operator II - Street Department The job description and testing criteria for Equipment Operator II was reviewed. There is one vacancy which will probably be filled by a present Equipment Operator I from the Street Department. If a present Equipment Operator I fills the position, the resulting vacancy will not be filled. The notice will be posted as a promotional examination and will include both equipment testing and an oral interview. Since the vacancy is on third shift, interest might be limited. In the event there is only one candidate who wishes to promote, permission was requested to run the vacancy/testing as a combined open/promotional so a list would be available. If the position is advertised as open, laid off employees from the Park Department would be able to apply and both open and promotional Civil Service Lists would be brought to the Commission for approval. The question was raised regarding the requirement for color vision. It was explained if a candidate did not pass the traditional color vision testing but could show that he/she could identify colors such as traffic lights and signs, the candidate would be considered a pass. Moved by Juon, seconded by Murphy to approve the job description and testing criteria for Equipment Operator II - Street Department. Motion carried. Fire Chief The job description and testing criteria have been reviewed by the Human Resources Committee and City Council and some recommendations on qualifications and panel composition have been included. The Human Resources Committee recommended requiring the following: only three (3) years Lieutenant or above status versus three (3) years Captain or above status; present employees will receive employee points but there will not be veteran's points; interview panel composed of Civil Service Commission members, the Fire Fighter Association President, and one or two other Fire Chiefs. The interviews will be open unless any candidate does not want an open interview. It was pointed out that the Fire Chief ought to be able to drive when necessary to respond to emergency calls so the requirement of a Type D License will be added to the job description.
