The Agenda for May 11 , 1993 and the Minutes from March 29, 1993 were approved as
mailed.
NEW BUSINESS
The job notice, job description, and testing criteria for Human Rights Specialist
was presented for approval. There is a vacancy as a result of the promotion of
James Boyd. The Human Resources Committee has given approval to start the Civil
Service process. The position will be advertised locally starting Sunday. The
job description and salary were reviewed as part of the study done by a
consulting firm a few years ago. Moved by Murphy, seconded by Juon to approve
the job notice, job description and testing criteria for Human Rights Specialist.
Motion carried.
The job notice, job description, and testing criteria for Plant Maintenance
Mechanic-Water Pollution/Flood Control was presented for approval. Plans are to
enlarge the present pool of mechanics. The position will be posted as a
promotional and candidates will likely come from the Operator I pool , who already
perform light maintenance work. Those from the Operator I pool who are promoted
will not be replaced. After brief discussion it was decided to change
"blacksmithing" in the job description to "metal working" and to change
"Respiratory Certified" to "Respirator Certified." Moved by Murphy, seconded by

Culp to approve the job notice, job description, and testing criteria for Plant
Maintenance Mechanic as amended. Motion carried.
Culp arrived at 4:20 p.m.
The recommendation was made by the Personnel Department that the Commission adopt
a resolution granting Civil Service seniority, effective July 1 , 1993, under the
City of Waterloo Civil Service System to present employees of the Waterloo
Housing Authority. These employees would to given seniority based on years of
service with the Housing Authority. A brief discussion followed on whether the
Housing Authority positions were comparable to any present City positions. It
has been determined there is not anything closely comparable at this time. Also,
since Deb Collett has held the position of Housing Coordinator in the past, it
was determined she should be granted Civil Service seniority for her years of
service in that position. Her name was added to the resolution. There is a
vacancy for Administrative Secretary but this is not a Civil Service position and
plans are to implement a cross-utilization of the secretary in Human Rights to
see how this works. The Housing Authority will be established as a City
Department with the same benefit schedule and might be placed under the Planning
and Development Division as part of the proposed reorganization. Moved by Culp,
seconded by Murphy to adopt a resolution granting Civil Service Seniority,
effective July 1 , 1993, under the City of Waterloo Civil Service System to
present employees of the Waterloo Housing Authority. Motion carried.
Culp recommended a review be made regarding whether the Housing Authority
maintenance positions are comparable to any present City positions. Murphy
concurred.
With no further business, the meeting adjourned at 4:40 p.m.
