The Agenda for September 15, 1992 was amended to delete item D(2) Equipment Operator II-
Certification of List. The Agenda was approved as amended.
The Minutes from the July 15, 1992 meeting and the July 21, 1992 hearing were approved as
mailed.
UNFINISHED BUSINESS
The Civil Service List for Police Officer was presented for certification. This job notice
was approved by the Civil Service Commission on May 14, 1992. The position was advertised
from May 17-June 12, 1992 in the Waterloo Courier, the Des Moines Register, listed with Job
Service of Iowa, and a notice sent to the agencies and organizations on our affirmative
action list. Two hundred thirty-six (236) resumes were received and one hundred twenty-four
(124) candidates took the Police Officer Selection Test (POST) on June 30, 1992. The top
seventy-one (71) candidates were invited to proceed in the testing including 62 white males,
7 white females, 1 black male, and 1 other male. The ILEA mandated SRA and Physical Agility
Exams were administered on July 20, 1992 and fifty-eight (58) candidates attended. Of this
group, 1 failed the SRA and 1 failed the Physical Agility. Oral interviews were conducted
by a panel composed of Police Captain Don Baruth, Police Officer John Daws, and Cora Turner
with 2 candidates canceling and 7 candidates failing to pass. There is a problem with one
of the candidates whose name appears on the Reserve List. He has not been able to produce
a copy of his DD214 so has not been awarded 5 veterans points. If he is awarded the veterans
points, his name will move to the First List and a white female will be displaced to the
Reserve List. Nagle's office has verified verbally that this candidate served in the
military for 3 months in 1974. The candidates were told on the job notice that verification
of military service would be required and told again when interview letters went out;
furthermore, this particular candidate has been through the testing for Police Officer
previously and knows the procedure. It has been the ongoing policy of the Personnel
Department to award these points only when the DD214 is presented within the interview
process time frame. This candidate has had nearly four months to obtain a copy of his form.
The Police Chief commented that he has made a commitment to this community to increase
minority representation in the Police Department and does not want to see the white female
pushed to the Reserve List based on some unconfirmed information. Per Juon, based on this
history, moved the list for Police Officer be certified as presented.- Motion seconded by
Murphy.
We, the members of the Civil Service Commission, certify the following list of applicants,
who are eligible based upon the examination process as set forth by the Civil Service
Commission for the appointment to the position of Police Officer for the City of Waterloo,
Iowa. Appointments shall be made from this list for the next two years (September 15, 1992 -
September 14, 1994).

The Police Chief also pointed out the letter he has written documenting his intentions to
hire minorities and listing potential order of hire for the candidates on the First List.
Moved by Juon, seconded by Culp to include this letter with the list of candidates.
Discussion followed regarding problems experienced by minorities on the POST Exam. Culp
wondered if some type of pretest could be developed and offered to potential candidates.
Cora Turner mentioned that a study guide is available and could be offered to the candidates
at their cost next time. Jim Rodemeyer mentioned that Lyle Alberts has put on programs
before on how to take a written exam. He also said the City may be required by ILEA to use
this exam since the POST was developed to eventually replace the SRA as the required written
test for Police Officer.
The Civil Service List for Fire Lieutenant was presented for certification. This job notice
was approved by the Civil Service Commission on July 15, 1992. It was posted as a
promotional exam at all fire stations from July 21-August 7, 1992. Twenty-three (23) resumes
were received. Promotional panel evaluations were held on August 25, and a written exam was
administered on August 31, 1992. The list will be used primarily to make out-of-rank
assignments. Per Assistant Fire Chief Magasamen, there are 14 potential retirements in the
next couple years so the list could be used for several appointments. Moved by Murphy,
seconded by Culp:
We, the members of the Civil Service Commission, certify the following list of applicants,
who are eligible based upon the examination process as set forth by the Civil Service
Commission for the appointment to the position of Fire Lieutenant for the City of Waterloo,
Iowa. Appointment(s) shall be made from this list for the next two years (September 15, 1992

The Civil Service List for Fire Marshal and a letter requesting permission to hire from a
promotional list with less than three names was presented for certification. The position
was posted as a promotional at all fire stations from July 21-August 4, 1992. The current
Fire Inspector was the only one to submit a resume. An oral interview was held on August 12,
1992 by a panel composed of Assistant Fire Chiefs Ray Moore and Frank Magsamen, and Cheryl
Huddleston. When questioned why there was not more interest, Assistant Fire Chief Magsamen
explained that the position is somewhat removed from traditional fire suppression duties and
that there is a certain amount of preparation and training required which most fire fighters
don't have. The question was raised whether this promotion would result in a vacancy for
Fire Inspector. Magsamen explained the Fire Inspector job is a work assignment that would
most likely result in a lateral move. Moved by Murphy, seconded by Culp:

Rodemeyer explained the request to change the examination procedure for Equipment Operator
II. The position was posted internally as a promotional with a two part test -- the
equipment exam and oral interview. Originally, it was decided that a passing score for the
equipment exam would be 80 points out of 100. Examiners from the IDOT, Black Hawk County,
and the City of Cedar Falls were inadvertantly told that 60 points would be a passing score.
One of the candidates scored lower than 80 on the exam, but the examiners were under the
impression he had passed and intended that he pass. Rather than retest all candidates, the
request is being made to change the passing score to 60 points. This list, unlike the Fire
Department promotional lists, will not be used for out-of-rank assignments. Out-of-rank
assignments will be based strictly on seniority whether or not the employee is on a
promotional list. It was the consensus of the Commission to proceed with the change.
NEW BUSINESS
The job description and testing criteria for Solid Waste Operator was presented for review.
The position was posted as a promotional last time even though it is considered an entry
level position because we were upgrading the laborers in the Sanitation Department so they
could drive as well as pick up garbage. Advertising will be limited to Job Service and
internally because there are a large group of seven-month employees working in the Park
Department who might be interested in working the whole year. The position will not be
posted for several weeks until the decision is made whether to eliminate large item pickup
service. If this service is eliminated, two employees would lose their jobs unless they are
allowed to transfer to the vacancies in regular pickup services. Moved by Murphy, seconded
by Culp to approve the job description and testing criteria for Solid Waste Operator. Motion
carried.
The job description and testing criteria for Golf Course Maintenance I was presented for
review. The seven-month position will be posted as a promotional to allow qualified Park
Maintenance I employees an opportunity to transfer. There has been a vacancy in this job
classification since last summer that wasn't filled due to budget concerns. Major
rehabilitation work is performed on the golf courses in the fall and the additional help is
needed. The Golf Course Maintenance I employees generally work a longer season than the Park
Maintenance I employees. Moved by Culp, seconded by Murphy to approve the job description
and testing criteria for Golf Course Maintenance I. Motion carried.
The next meeting will be scheduled for October and Commission members will be notified of the
date later. With no further business, the meeting was adjourned at 4:50 p.m.
