CIVIL SERVICE COMMISSION

The Agenda for May 14, 1992 and the Minutes of December 17 , 1991
were approved as mailed.
UNFINISHED BUSINESS
Certification lists for the positions of Engineering Technician,
Operator Trainee, Fire Equipment Operator/Fire Engineer and Fire
Fighter Recruit were reviewed. Staff will prepare a briefing
summary outlining the testing process to this point. If approved
by the Civil Service Commission, appointments will be made for the
Engineering Technician and Operator Trainee positions. Seven names
appear on the Engineer Technician list, three on the Operator
Trainee list, twenty on the Fire Equipment Operator/Fire Engineer
list and twenty on the Fire Fighter Recruit list. It was noted
that the position of Fire Equipment Operator was recently changed
in contract negotiations to Fire Engineer; thus both names are
being used on the certification list. It was noted that a
different physical agility test was used (borrowed from the City of
Ames) and seemed to more accurately test the skills of a Fire
Fighter.
In terms of female/minority participation for the Fire Fighter
position, it was noted that one Pacific Islander male individual
appears on the second list. There are no females or minorities.
The Commission inquired as to whether or not the physical agility
test may have disqualified minority members. Staff members
indicated that this did not seem to be a disqualifying factor for
women and minorities. Moved by Murphy, seconded by Culp:

following list of applicants, who are eligible based upon the
examination process as set forth by the Civil Service Commission
for the appointment to the position of Engineering Technician for
the City of Waterloo, Iowa. Appointments shall be made from this
list for the next year (May 14, 1992 - May 13, 1993) .

City staff noted that the position of Civilian Dispatcher for the
Police and Fire Departments is on hold until a need arises to fill
said position. It was noted that each of the positions contained
in the certification lists mentioned above are good for one year
except for the Fire Equipment Operator/Fire Engineer which is good
for two years.
NEW BUSINESS
The testing criteria for the two positions of Maintenance Assistant
for the Clerk/Auditor' s office and Recreation Commission was
reviewed. Jim Rodemeyer, Personnel Director, noted that the notice
and job description have been combined into one notice. A second
change is the identification of essential and marginal functions
for each job description as required by the American With
Disabilities Act (ADA) . As positions are brought before the Civil
Service Commission, each job will be so identified.
Mr. Rodemeyer noted that the Maintenance Assistant in the
Clerk/Auditor' s office is a new position as required by a recently
executed agreement between the City of Waterloo and the management
of the Civic Center. This individual will serve as an assistant to
the City Hall Maintenance Supervisor. Dean Myhr, Director of the
Recreation Commission, noted that this position will fill a vacancy
created by a recent resignation and noted that the job requires a
variety of skills including various pool and boiler certifications.
Mr. Myhr further explained the need for this position and the many
responsibilities and duties of the position, including maintenance
of 14 air conditioners and the city' s pools. Upon certification,
each department will be given an opportunity to select an
individual from the list.
Moved by Culp, seconded by Murphy that the job description and
testing criteria for the position of Maintenance Assistant be
approved. Motion carried.
The Police Officer Recruit examination process was discussed.
Applications will be accepted through June 12, 1992. Qualified
applicants will be required to participate in a written examination
designed by Standard & Associates. Any applicant passing the test
by scoring 70 percent or higher will be allowed to proceed in the
testing process. Said 50 applicants will be required to
participate in the SRA written examination, and Science Research
Associates verbal form cognitive test, as mandated by the Law
Enforcement Academy. The SRA examine will be held on July 27, 1992
followed by the physical agility test at East High School. All
applicants passing the physical agility test and SRA examine will
be required to appear before an oral examination panel.
Discussion was heard concerning race norming and the impact on
testing. Although there is some difference of opinion among
federal agencies, it has been the City of Waterloo' s practice that
the 4/5 Rule of Adverse Impact be applied to written examinations.

It is the City' s policy to actively seek and recruit minorities for
all positions. Chief Koehrsen stated that the Police Department is
very active in its minority recruitment process.
Many U. S. cities are actively recruiting minorities and are
sending brochures and posters to other communities. It was
suggested that we pursue every avenue to enhance minority
recruitment. It was noted that the current Civil Service list will
exhaust in August 1992 . Moved by Culp, seconded by Murphy that the
Police Officer Recruit examination process, as outlined above, be
approved. Motion carried.
The promotional examination process for the position of Foreman in
the Public Works Division/Street Department was reviewed. This is
a bargaining unit position and five to ten current employees are
expected to apply, including possibly one to two minorities. This
position was formerly held by an employee who now is on a physical
disability due to a motor cycle accident. The position has been
temporarily filled, but the injured individual is not expected to
return to employment with the City. Moved by Murphy, seconded by
Culp that the promotional examination process for the position of
Foreman in the Public Works Division/Street Department be approved.
Motion carried.
The open examination process for the position of Laboratory
Technician at the Public Works/Water Pollution-Flood Control
Department was reviewed. It was noted that this was a new position
and is necessary to fulfill increasing testing requirements
relating to monitoring of the pretreatment process. Moved by Culp,
seconded by Murphy that the open examination for the position of
Laboratory Technician at the Public Works/Water Pollution-Flood
Control Department be approved. Motion carried.
With no further business before the Commission, the meeting was
adjourned at 5: 10 p.m.
