The Agenda for November 26, 1991 and the Minutes from September
17, 1991 were approved as mailed.
UNFINISHED BUSINESS
The Civil Service List for Police Sergeant was presented for
certification. The position was advertised as a promotional and
twenty-nine ( 29) officers submitted resumes. The written
examination was administered by Lyle Alberts on October 2, 1991.
One officer did not show for the exam. Oral interviews were held
on November 6-8, 1991 with a panel composed of Sergeants from
Ames, Des Moines and Davenport. The Sergeant from Des Moines was
a female. Captain Don Baruth and Cheryl Huddleston sat in on the
interviews but did not participate in the scoring. One candidate
was not able to attend the interview. The list presented will be
used for two years. There is presently one vacancy due to a
promotion. Moved by Culp, seconded by Murphy:
We, the members of the Civil Service Commission, certify the
following list of applicants, who are eligible based upon the
examination process as set forth by the Civil Service Commission
for the appointment to the position of Police Sergeant for the
City of Waterloo, Iowa. Appointments shall be made from this
list for the next two years (November 26, 1991 - November 25,
1993) .

NEW BUSINESS
The job description and revised testing criteria for Plant
Operator Trainee-WPFC was presented for review. This position
was originally approved by the Commission in September but it has
been decided the level of expertise required for this position
might better be determined by adding a written examination.
Also, a new section has been added to the Qualifications and
Minimum Requirements indicating that once the Trainee has passed
the probationary and received State of Iowa Certification, there
will be automatic appointment to the classification of Waste
Water Operator I . If an appointee is unable to obtain the
certification within eighteen months, that person will be
automatically terminated. This has been discussed with the
bargaining unit. There are two vacancies at the present time.
Moved by Murphy, seconded by Culp to approve the job description
and testing criteria for Plant Operator Trainee as amended.
Motion carried.
The job description and testing criteria for Civilian Dispatcher
was presented for review. The only change is the added language
on the drug screen. There is presently a vacancy in the Fire
Department. Moved by Juon, seconded by Culp to approve the job
description and testing criteria for Civilian Dispatcher.
Motion carried.
The job description and testing criteria for Fire Equipment
Operator was presented for review. Vacancies are anticipated and
the list is also used to fill out-of-rank needs. The position
will be posted as a promotional. Moved by Murphy, seconded by
Culp to approve the job description and testing criteria for Fire
Equipment Operator. Motion carried.
OTHER BUSINESS
The next meeting was scheduled for 4: 15 p.m. on December 17 , 1991
in anticipation of approving the job description and testing
criteria for Fire Fighter. A survey has been sent to other Iowa
cities regarding how the ADA legislation will affect their
testing for Fire Fighter.
With no further business, the meeting was adjourned at 4:30 p.m.
