Jim Rodemeyer requested to amend the agenda by taking Item #1
under "Other Business" - "request from Doug Kroells" and add it
to Item #1 under "Unfinished Business" - "Certification of
Paramedic Supervisor." Also, to amend the testing criteria in
Item #2(c) under "Unfinished Business" - "Bookkeeper" to include a
written examination. The Agenda for April 23, 1991 was approved
as amended.
The Minutes of March 14, 1991 were approved as mailed.
UNFINISHED BUSINESS
Paramedic Doug Kroells spoke before the Commission concerning the
minimum qualifications and testing process for Medical
Supervisor--Fire Rescue. He reiterated what was in his letter to
the Commission. He also questioned why the position of
"crewleader" was not a recognized position after 15 months and
told the Commission that the Fire Chief had told the
"crewleaders" the positions were permanent including the increase
in pay rate. Kroells also stated that he felt the Department had
already preselected a person to fill the job and that this person
was in fact already performing some of the duties of the
position.
Kroells said that he had been told he did not qualify for Medical
Supervisor because he did not have at least five years with the
Waterloo Fire Department and that no one was promoted without
that minimum five years; yet the "crewleader" appointment was a
promotion. Rodemeyer responded that it was the Personnel
Department' s understanding that the crewleader appointments were
temporary out-of-rank positions and explained to the Commission
that new positions must be negotiated and developed under the
structured Civil Service process; this has not been done with
"crewleader" so the position "does not formally exist as far as
Personnel is concerned."
B. J. Furgerson commented that a department head should not be
allowed to do this type of thing when personnel functions are
centralized.
Rodemeyer said the five year requirement has existed for many
years because it is felt a new employee needs this orientation
time prior to a promotion.
Culp questioned how the "crewleaders" were selected. Magsamen
explained it was based on experience as a paramedic, with the
City of Waterloo or otherwise, and was meant to be a temporary
appointment.
Furgerson questioned if there was anything in writing on the
"crewleader" position. Magsamen commented that a memo was posted
for staff to sign who wanted to be considered for the positions.

group have Bachelor' s Degrees. The SRA written examination will
be administered on May 6, 1991 and the Physical Agility
Examination will be administered on May 7 , 1991. Oral interviews
will be conducted May 6-10, 1991 by a panel composed of Don
Baruth, John Daws, and Cora Turner. Michael Wheaton, the
military person from our active Police Officer Recruit list has
received notification of his discharge and will probably begin
employment in mid-June.
Bookkeeper-Recreation Center--seventy resumes have been received
to date and most of the candidates are qualified. In order to
narrow this pool, it will be necessary to administer a written
examination. An examination developed by Cooperative Personnel
Services is being reviewed and is probably the test that would be
used. Moved by Culp, seconded by Juon to amend the testing
criteria for Bookkeeper by adding a written examination. Motion
carried.
Sewer Maintenance Worker-Water Pollution/Flood Control--with the
recent reorganization of the Water Pollution and Sewer
Departments, it might not be necessary to add any maintenance
staff to the department. Letters have been sent to the
thirty-seven applicants for this position informing them the
position is on-hold until the reorganization is complete. There
will not be a written examination if and when we proceed on this
position.
NEW BUSINESS
The job description and testing criteria for Technical Services
Coordinator--Water Pollution/Flood Control was presented for
review. This new position is a result of the reorganization of
the Water Pollution and Sewer Departments. Moved by Culp,
seconded by Juon to approve the job description and testing
criteria for Technical Services Coordinator-Water Pollution/Flood
Control. Motion carried.
The job description and testing criteria for Collection Systems
Foreman-Water Pollution/Flood Control was presented for review.
This new position is a result of the reorganization of the Water
Pollution and Sewer Departments. Moved by Culp, seconded by Juon
to approve the job description and testing criteria for
Collection Systems Foreman--Water Pollution/Flood Control.
Motion carried.
The job description and testing criteria for Maintenance
Foreman-Water Pollution/Flood Control was presented for review.
This new position is a result of the reorganization of the Water
Pollution and Sewer Departments. Moved by Culp, seconded by Juon
to approve the job description and testing criteria for
Maintenance Foreman-Water Pollution/Flood Control. Motion
carried.
The job description and testing criteria for Laboratory
Technician II-Water Pollution/Flood Control was presented for
review. This vacancy is due to a resignation. There are
presently three Lab Tech I' s and it is anticipated that all will
apply. Moved by Culp, seconded by Juon to approve the job
description and testing criteria for Laboratory Technician
II-Water Pollution/Flood Control. Motion carried.
The job description and testing criteria for Instrumentation
Control Technician was presented for review. This vacancy is a
result of the reorganization of the Water Pollution and Sewer
Departments. It is not anticipated that any of the present
Electricians will want to transfer. This person will be expected
to do both electrical and electronic work at the lift stations
and on the Pollution Control Plant proper. Moved by Culp,
seconded by Juon to approve the job description and testing
criteria for Instrumentation Control Technician. Motion carried.
