The Agenda for March 14, 1991 and the Minutes of February 12,
1991 were approved as mailed.
UNFINISHED BUSINESS
The Civil Service List for Secretary was presented for
certification. The position was advertised from January 13-25,
1991 in the Courier, with Job Service, and with the agencies on
the Affirmative Action list. Thirty-three resumes were received
but only twelve candidates supplied typing verification of 60
words per minute net of errors. Oral interviews were held on
February 21, 1991 by a panel composed of Donna Cutler, Nancy
Eckert and Cheryl Huddleston. Eight candidates passed the oral
interview and there were 4 cancellations. It was moved by Culp,
seconded by Juon:
We, the members of the Civil Service Commission, certify the
following list of applicants, who are eligible based upon the
examination process as set forth by the Civil Service Commission
for the appointment to the position of Secretary for the City of
Waterloo, Iowa. Appointments shall be made from this list for
the next year (March 14, 1991 - March 13 , 1992) .

The Civil Service List for Waste Water Operator I-Water Pollution
Control was presented for certification. The position was
advertised from January 6 - February 4, 1991 in the Courier,
Register, with other large cities in Iowa, at regional technical
schools, with the agencies on the Affirmative Action list, and
with Job Service. Eighteen resumes were received and ten
candidates were invited to interview. Oral interviews were held
on February 28, 1991 by a panel composed of Leonard Zmolek, Jack
Loynachan and Cheryl Huddleston. Seven candidates passed the
oral interview, 2 cancelled and there was 1 no show. Of the 7
names on the list, 4 have Iowa certification, 2 have Minnesota
certification and 1 has Oklahoma certification. The out-of-state
candidates feel they can get reciprocity from the State of Iowa.

for the appointment to the position of Waste Water Operator I for
the City of Waterloo, Iowa. Appointments shall be made from this
list for the next year (March 14, 1991 - March 13, 1992) .

The Agenda for February 12, 1991 and the Minutes of December 17,
1990 were approved as mailed.
UNFINISHED BUSINESS
Jim Rodemeyer provided updates on the following positions:
Secretary-Transportation Department--position vacant due to a
transfer. Advertised in the Courier,. with Affirmative Action
listings and Job Service. Received thirty-three resumes. Twelve
candidates met the typing qualifications. Interviews are
scheduled for February 21, 1991 with a panel composed of Nancy
Eckert, Donna Cutler and Cheryl Huddleston. A list will be
certified at the next Civil Service meeting.
Waste Water Operator I-Water Pollution Control--two vacancies.
Advertised in the Courier, the Register, with the Affirmative
Action listings, Job Service, and regional technical schools with
a February 15, 1991 deadline for receipt of resumes. Eighteen
resumes were received and ten candidates have been scheduled for
interviews on February 28, 1991 with a panel composed of Jack
Loynachan, Leonard Zmolek and Cheryl Huddleston. Of these
candidates, four presently have an Iowa Waste Water Certificate,
four have out-of-state certificates, one has an Iowa Water
Certificate and one used to have an Iowa certificate. A list
will be certified at the next Civil Service meeting.
NEW BUSINESS
The job description and testing criteria for Sewer Maintenance
Worker was presented for review. There is a vacancy due to a
pending retirement. Two ways of testing have been built into the
notice, one with a written test and one without. The written
test will be administered only if there are more than forty
qualified applicants for the position. Moved by Murphy, seconded
by Culp to approve the job description and testing criteria for
Sewer Maintenance Worker. Motion carried.
The job description and testing criteria for Clerk I was
presented for certification. There is a vacancy in the Fire
Department due to a transfer and a possible vacancy in the Police
Department due to a medical disability. Moved by Murphy,
seconded by Culp to approve the job description and testing
criteria for Clerk I . Motion carried.
The job description and testing criteria for Police Officer was
presented for certification. Although the present Civil Service
List does not expire until August 13, 1991, two of those
remaining on the second list will be not be released from the
military before the expiration date. The candidate remaining on
the first list has been tendered a job offer to fill a present
vacancy but is serving in the military in Saudi Arabia and is
unable to report to work at this time. His name will be placed
on the Council agenda with an open start date and he will need to
sign a waiver to any rights under the Union contract until he
actually reports for duty with the Police Department. He must
also be physically able to perform the job.
