UNFINISHED BUSINESS The Civil Service List for Fire Captain was presented for certification. The position was posted at all Fire Stations as a promotional and twelve resumes were received. Panel review was held September 10, 1990 and the written examination was administered by Lyle Alberts on September 26, 1990. There are 10 names on the first list and 2 names on the reserve list. Moved by Murphy, seconded by Juon: We, the members of the Civil Service Commission, certify the following list of applicants, who are eligible based upon the examination process as set forth by the Civil Service Commission for the appointment to the position of Fire Captain for the City of Waterloo, Iowa. The Civil Service List for Code Enforcement Officer - Building Inspection was presented for certification. This is a new position which was advertised in the Courier, with Job Service, and the Affirmative Action listings. Twenty-one resumes were received, and 17 applicants were invited to interview. Oral interviews were conducted on October 8-9, 1990 with a panel composed of Bob Donels, Mark Linda-Black Hawk County Health, and Cora Turner. One candidate did not show for the interview, one candidate canceled the interview, and three candidates did not pass the oral interview. The first list contains 10 names including 1 black male and 1 white female, and the reserve list contains 2 names. The Civil Service List for Waste Water Operator I-Water Pollution Control was presented for certification. The position was advertised in the Courier, the Register, with Job Service, at Kirkwood, and with the Affirmative Action listings. Twenty resumes were received with nine candidates meeting the minimum qualifications. Oral interviews were held on October 16, 1990 with a panel composed of John VanKamen, Tim Shea, and Cheryl Huddleston. There were 4 no shows, 1 cancellation, and 1 candidate failed the oral interview. There are presently two vacancies. NEW BUSINESS The job description and testing criteria for part time Clerk I-Police Department was presented for review. This position has not yet been approved by Human Resources. The position is atypical in that the person in this position would work 12 hour shifts every Saturday, Sunday, and holiday covering the front counter in the Police Department. Previously, we have covered those hours using Hawkeye intern students but these people did not have access to the computer which caused some inefficiencies. Since January 1990, the other clerks in the department have been rotating the shifts. This has gotten expensive for the department because of overtime costs and tedious for the employees. The position would be advertised as part time with a detailed work schedule. The Teamsters have agreed that overtime will be paid only over 40 hours in one week or over 12 in one day with no premium being paid for holiday work. Moved by Murphy, seconded by Culp to approve the job description and testing criteria for part time Clerk I-Police Department. Motion carried. The job description and testing criteria for Park Maintenance II-Construction was presented for review. This vacancy is due to a promotion within the department and will be posted as a promotional in all City departments. It will probably be filled by a Park Maintenance I 7 month employee. Moved by Culp, seconded by Juon to approve the job description and testing criteria for Park Maintenance II-Construction. Motion carried. The job description and testing criteria for Secretary-Planning and Development was presented for review. This vacancy is due to a promotion. It will be posted internally for transfer, then advertised through the regular channels as open. The notice as presented should read, "Secretary" rather than "Secretary II" . Moved by Culp, seconded by Juon to approve the job description and testing criteria for Secretary as amended. Motion carried.
