Furgerson Others present: Eric Thorson, Larry Dolan, Cora Turner, Cheryl Huddleston The Agenda for September 27, 1990 and the Minutes of August 14, 1990 and August 21, 1990 meetings were approved as mailed. UNFINISHED BUSINESS The Civil Service List for Golf Course Maintenance If was presented for certification. The position was advertised from July 22, 1990 through August 6, 1990 in the Courier, with Job Service, and the Affirmative Action listings. Nineteen resumes were received, and 13 applicants were invited to interview. Oral interviews were conducted on September 5-6, 1990 with a panel composed of Paul Huting, Larry Cunningham, and Cheryl Huddleston. One candidate did not show for the interview. There are three vacancies due to the reorganization of the golf course staff. Moved by Murphy, seconded by Juon: We, the members of the Civil Service Commission, certify the following list of applicants, who are eligible based upon the examination process as set forth by the Civil Service Commission for the appointment to the position of Golf Course Maintenance II for the City of Waterloo, Iowa. Appointments shall be made from this list for the next year (September 27, 1990 - September 26, 1991) . RESERVE LIST Douglas Davis Shawn Sullivan Motion carried. The Civil Service List for Civilian Dispatcher was presented for certification. The position was advertised from June 29, 1990 through July 16, 1990 in the Courier, with Job Service, and the Affirmative Action listings. One hundred seven resumes were received. A written exam was administered by Lyle Alberts on� July 25, 1990 with 59 candidates taking the exam including 43 WF, 9BF, and 7WM. Thirty-three candidates were asked to provide verification of ability to type 35 wpm net of errors including 24WF, 6WM, and 3BF. Eighteen candidates provided this verification and were invited to interview including 14WF, 1WM, and 3BF. Twelve resumes were received out of possible 22. Had to hold rank of lieutenant to be qualified. Written examination administered by Lyle Alberts on September 26, 1990. The promotional panel portion of the testing has been completed and the list will be brought to the Commission for certification at the next meeting. Waste Water Operator I-Water Pollution Control Plant--received 21 resumes but only 6 candidates held the requisite Operator I certification. Since 11 of the candidates were scheduled to take the certification examination in mid-September, we decided to hold on the position until these candidates had an opportunity to obtain their certification. There are two vacancies at the present time due to a termination and the addition of a position. Code Enforcement Officer-Building Inspection--this is a new position which was advertised from August 26, 1990 through September 10, 1990 in the Courier, with Job Service, the Affirmative Action listings, and posted in all City departments. Twenty-one resumes were received and 17 candidates satisfied the qualifications. Oral interviews are scheduled for October 8-9, 1990 with a panel composed of Bob Donels, Marc Linda from Black Hawk County Health, and Cora Turner. The list will be presented to the Commission for certification at the next meeting. NEW BUSINESS The job description and a revised testing criteria for Equipment Operator I-Street Department was presented for review. This job notice had been approved at an earlier meeting with testing, including a written examination, allowing the top 35 candidates from the written test to proceed in the process. Only 37 resumes were received in response to our recruitment. Many of the 37 applicants are/were seasonal in various departments. A driving examination will be conducted on October 9, 1990 at the McElroy parking lot. Candidates must have a chauffeurs' license to participate. Judges for the driving tests will be Art Shannon, Dennis Bell, and Don Sparks. Moved by Murphy, seconded by Juon to approve the job description and revised testing criteria for Equipment Operator I--Street Department. Motion carried.
