Jim Rodemeyer requested that Item #2 under "Unfinished Business"
be deleted. The Agenda for the August 14, 1990 meeting was
approved as amended.
The Minutes of the June 21, 1990 and July 17, 1990 meetings were
approved as mailed.
UNFINISHED BUSINESS
The Civil Service List for Police Officer Recruit was presented
for certification. The position was advertised in the Courier,
Des Moines Register, Army/Air Force Times, with Job Service, and
the Affirmative Action listings. Recruitment days were held at
Martin Luther King, Jr. Center twice. A total of one hundred
ninety-seven (197) resumes were received. One hundred ten (110)
applicants took the IPMA examination on July 11, 1990 (72WM,
16WF, 15BM, 4BF, 30M) . Sixty (60) applicants were invited to
continue the testing process (37WM, 9WF, 10BM, 2BF, 30M) . Of
this group, there were three who canceled their interviews, one
failed the SRA, two did not satisfy the eyesight requirements,
one failed the physical agility, and five failed the oral
examination. Both the SRA and the physical agility were held on
August 7, 1990 and the oral interviews were held on August 6-9,
1990 with an oral panel composed of John Daws, Don Baruth, and
Cora Turner. The first list is composed of 1 black female, 2
white females, 1 black male, 1 hispanic male, and 5 white males.
The second list is composed of 2 white females, 2 black males,
and 6 white males. The candidates still must pass background
checks and physicals. The Police Chief has authorization to hire
11 recruits and is requesting permission to hire an additional 2
recruits. Moved by Culp, seconded by Juon:
We, the members of the Civil Service Commission, certify the
following list of applicants, who are eligible based upon the
examination process as set forth by the Civil Service Commission
for the appointment to the position of Police Officer for the
City of Waterloo, Iowa. Appointments shall be made from this
list for the next year (August 14, 1990 - August 13, 1991) .

The Civil Service List for Golf Course Maintenance II-Promotional
and a letter from the Parks Director recommending certification
of a promotional list of less than three individuals was
presented for certification. The position was posted internally
with three present City employees submitting resumes. Two of the
applicants met the qualifications. Oral interviews were held on
July 26, 1990 with a panel composed of Paul Huting, Larry
Cunningham, and Cheryl Huddleston. Moved by Culp, seconded by
Juon:
We, the members of the Civil Service Commission, certify the
following list of applicants, who are eligible based upon the
examination process as set forth by the Civil Service Commission
for the appointment to the position of Golf Course Maintenance II
for the City of Waterloo, Iowa. Appointments shall be made from
this list for the next two years (August 14, 1990 - August 13,
1992) .

The Civil Service List for Clerk II was presented for
certification. The position was posted internally with eleven
employees submitting resumes. Three of the applicants were
unable to satisfy the typing requirements. There is an opening
in the Clerk/Auditor' s Office due to a promotion. Oral
interviews were held on August 2, 1990 with a panel composed of
Michelle Temeyer, Linda Rekward, and Cora Turner. Moved by Culp,
seconded by Juon:
We, the members of the Civil Service Commission, certify the
following list of applicants, who are eligible based upon the
examination process as set forth by the Civil Service Commission
for the appointment to the position of Clerk II for the City of
Waterloo, Iowa. Appointments shall be made from this list for
the next two years (August 14, 1990 - August 13, 1992) .

certification. The position was posted internally with six

employees submitting resumes. There is a vacancy due to a
disability retirement. Oral interviews were held on July 25,
1990 with a panel composed of Captain Terry Moyle-Cedar Rapids
Police Department, Captain Kane Robison-Des Moines Police
Department, and Commander James VanFossen-Davenport Police
Department. The interviews were monitored by Captain Mike Beener
and Cheryl Huddleston. Moved by Culp, seconded by Juon:
We, the members of the Civil Service Commission, certify the
following list of applicants, who are eligible based upon the
examination process as set forth by the Civil Service Commission
for the appointment to the position of Police Captain for the
City of Waterloo, Iowa. Appointments shall be made from this

certification. The position was posted internally with four
employees submitting resumes. There is a vacancy due to a
promotion. Oral interviews were held on July 26, 1990 with a
panel composed of Larry Cunningham, Paul Huting, and Cheryl
Huddleston. Moved by Culp, seconded by Juon:
We, the members of the Civil Service Commission, certify the
following list of applicants, who are eligible based upon the
examination process as set forth by the Civil Service Commission
for the appointment to the position of Construction Foreman for
the City of Waterloo, Iowa. Appointments shall be made from this
list for the next two years (August 14, 1990 - August 13, 1992) .

Jim Rodemeyer presented updates on the following positions:
Solid Waste Operator--this is a new position that replaces the
job classifications of Refuse Collector and Refuse Driver. The
present Refuse Drivers will be "grandfathered in" and the present
Refuse Collectors can transfer in if they meet all the
qualifications including obtaining a Chauffeur' s License by
September 1, 1990. It is anticipated that a couple of the workers
will not be able to obtain the license due to poor driving
records and will be laid off. The position was advertised with
Job Service, the Affirmative Action listings, and seasonal
workers. Forty-three ( 43) resumes have been received with
thirty-two ( 32) candidates satisfying the qualifications. Oral
interviews will be held on August 15 & 17, 1990 with a panel
composed of Jim Knavel, Paul Huting, and Cheryl Huddleston.
Equipment Operator I (open)-was posted as a promotional in the
spring. It is anticipated there will be additional vacancies.
The position was advertised with Job Service, the Affirmative
Action listings, and seasonal workers. Thirty-seven (37) resumes
have been received. In process of reviewing.

Golf Course Maintenance II (open)-posted as a promotional earlier
in the summer. The position was advertised in the Courier, with
Job Service, the Affirmative Action listings, Iowa Parks &
Recreation, and several technical schools. Nineteen (19) resumes
were received. In process of reviewing.
John Murphy arrived at 4: 26 p.m.
Civilian Dispatcher-vacancy due to a disability. The person
hired to fill the vacancy will be advised they are subject to
layoff if present employee is able to return to work. Advertised
in the Courier, with Job Service, and the Affirmative Action
listings. One hundred seven (107) resumes were received.
Written examination administered on July 25, 1990 to sixty-seven
(67) of the candidates. Thirty-three (33) candidates invited to
proceed (23WF, 6WM, 4BF) . These candidates must verify typing
speed before they will be allowed to interview.
Waste Water Operator--advertised in the Courier, the Des Moines
Register, with Job Service, and the Affirmative Action listings.
Twenty-one ( 21) resumes received by deadline date of June 23,
1990. Since several of the candidates are still in school at
Kirkwood and will be testing for their certification in
September, we are waiting until after the testing date to
proceed.
Engineering Technician-advertised in the Courier, Des Moines
Register, with Job Service, and the Affirmative Action listings
with deadline date of August 10, 1990. Nineteen resumes have
been received. In process of reviewing.
NEW BUSINESS
The job description and testing criteria for Fire Captain was
presented for review. This is the standard promotional process
for Fire Captain. The list is used not only for promotions but
also for scheduling out of rank work. Questions were addressed
regarding the makeup of the promotional panel and the use of
nonrating members. Moved by Murphy, seconded by Culp to approve
the job description and testing criteria for Fire Captain.
Motion carried.
OTHER BUSINESS
A request has been made by four Clerk II' s in the Police
Department to be reclassified as Secretary. Their job
responsibilities and how they work within the structure of the
department have been reviewed and the Personnel Department with
the agreement of the Union has reclassified these positions.
These employees have agreed to the following: 1) no change in
pay; 2) vacancies to be filled from the Secretary Civil Service
List; 3) present employees will not be required to meet the
minimum qualifications of Secretary but a transfer to another
Secretary position will require this and anyone moving into the
position must satisfy the minimum qualifications. In other
words, the present employees have been "grandfathered in."
The next meeting is scheduled for August 21, 1990 at 4:00 p.m.
With no further business the meeting was adjourned at 4:42 p.m.
