The Agenda for the June 21, 1990 meeting and the Minutes of the
May 15, 1990 meeting were approved as mailed.
UNFINISHED BUSINESS
The Civil Service List for Equipment Operator I- Street
Department was presented for certification. The position was
posted as a promotional in all departments with nineteen
employees applying. Twelve employees were invited to an
equipment driving test held on March 13, 1990. Ten passed this
test and were invited to proceed in the testing process. Oral
interviews were conducted on June 6, 1990 with a panel composed
of Larry Cunningham, Tim Shea, and Cheryl Huddleston. One
candidate cancelled his interview and one candidate did not show
for his interview. Moved by Murphy, seconded by Culp:
We, the members of the Civil Service Commission, certify the
following list of applicants, who are eligible based upon the
examination process as set forth by the Civil Service Commission
for the appointment to the position of Equipment Operator
I-Street Department for the City of Waterloo, Iowa. Appointments
shall be made from this list for the next two years (June 21,
1990 - June 20, 1992) .

Department was presented for certification. The position was
posted in all departments as a promotional with eight employees
applying. All eight were invited to an equipment operation test
held on April 20, 1990. All passed the test. Oral interviews
were conducted on June 7, 1990 with a panel composed of Larry
Cunningham, Tim Shea, and Cheryl Huddleston. Moved by Murphy,
seconded by Culp:
We, the members of the Civil Service Commission, certify the
following list of applicants, who are eligible based upon the
examination process as set forth by the Civil Service Commission
for the appointment to the position of Equipment Operator II-
Street Department for the City of Waterloo, Iowa. Appointments

The Civil Service List for Therapeutic Recreation Specialist was
presented for certification. The position was advertised in the
Courier, Job Service, and the Affirmative Action listings with a
deadline date of April 30, 1990. Twenty-three resumes were
received and eighteen candidates were invited to interview. Oral
interviews were conducted on May 16-17, 1990 with a panel
composed of Tom Reardon, Joe Wilson-UNI Rec Department, and
Cheryl Huddleston. Five candidates cancelled their interviews.
There is one minority on the reserve list. Moved by Murphy,
seconded by Culp:
We, the members of the Civil Service Commission, certify the
following list of applicants, who are eligible based upon the
examination process as set forth by the Civil Service Commission
for the appointment to the position of Therapeutic Recreation

presented for certification. The position was posted as a
promotional in all City departments with four employees
applying. Oral interviews were conducted on June 11, 1990 with a
panel composed of Larry Cunningham, Paul Huting, and Cora Turner.

for the appointment to the position of Golf Course Maintenance
III for the City of Waterloo, Iowa. Appointments shall be made

Jim Rodemeyer presented updates on the following positions:
Police Officer-the position has been advertised in the Courier,
Des Moines Register, Army/Air Force Times, with Job Service, and
the Affirmative Action listings. Recruitment days were held at
Martin Luther King, Jr. Center on June 6 and 22. One hundred ten
resumes have been received to date with a deadline date of June
29, 1990 for submission of resumes. A written examination
developed by IPMA will be administered on July 11, 1990 by Lyle
Alberts with the top fifty scores progressing to the SRA and
physical agility examinations, mandated by the ILEA and the oral
examinations to be held the week of August 6, 1990. Present
plans are for nine immediate hires.
Associate Engineer-position advertised in the Courier, Des Moines
Register, with Job Service, and engineering schools with deadline
date of June 8, 1990. Received eight resumes with four of the
candidates meeting the minimum qualifications. Interviews will
be held soon.
Fire Fighter-advertised in the Courier, with Job Service, the
Affirmative Action listings, and at several other locations with
a deadline date of March 26, 1990. Received two hundred
thirty-two resumes. One hundred twenty-three candidates took the
written examination on April 11, 1990. Forty-seven were invited
to participate in the physical agility examination held on May
19, 1990. This test was subsequently invalidated because of
incorrect scoring by the test administrator. The candidates
participated in a physical agility retest on June 18-19, 1990,
administered by a different person. Interviews were held on June
18-20, 1990 with a panel composed of Frank Magsamen, Greg
Ferguson, and Cheryl Huddleston. Two black males, two white
females, one black male, and twenty-six white males were
interviewed. A list will be brought to the Commission for
certification as soon as the results of the most recent physical
agility are received.
NEW BUSINESS
The job description and testing criteria for Solid Waste Operator
was presented for review. This is a new job classification which
is a result of the reorganization of the Sanitation Department.
Employees in that department will be doing both collection and
driving and could be working on 1, 2, or 3 person trucks. Those
currently classified as Refuse Drive will be grandfathered in.
Those present Refuse Collectors who do not have a chauffeur's
license will be given until September 1 to obtain this license.

Even if all of the present Refuse Collectors qualify, we will
still need to hire one person from the outside to have a full
staff. Moved by Murphy, seconded by Culp to approve the job
description and testing criteria for Solid Waste Operator.

The job description and testing criteria for Equipment Operator I
was presented for review. Although the promotional list for
Equipment Operator I was certified, there will still be
vacancies. Moved by Murphy, seconded by Culp to approve the job
description and testing criteria for Equipment Operator I.

The job descriptions and testing criteria for Golf Course
Maintenance II, both open and promotional, were presented for
review. There are vacancies resulting from the promotions to
Golf Course Maintenance III and the reorganization of the Park
Department. There are five vacancies, of which probably only two
will be filled through promotion. Moved by Culp, seconded by
Murphy to approve the job descriptions and testing criteria, both
open and promotional, for Golf Course Maintenance II. Motion
carried.
The job description and testing criteria for Construction Foreman
was presented for review. There is a vacancy due to a promotion.
Are anticipating that several City employees will apply. Moved
by Culp, seconded by Murphy to approve the job description and
testing criteria for Construction Foreman. Motion carried.
The job description and testing criteria for Civilian Dispatcher
was presented for review. A present dispatcher is on disability
due to a severe illness. If the present employee is able to
return to work, the new hire would face layoff. Moved by Murphy,
seconded by Culp to approve the job description and testing
criteria for Civilian Dispatcher. Motion carried.
The job description and testing criteria for Waste Water Operator
I was presented for review. There are two vacancies, one an
additional position and the other due to a termination. Must
have State certification. Moved by Murphy, seconded by Culp to
approve the job description and testing criteria for Waste Water
Operator I. Motion carried.
The job description and testing criteria for Clerk III (II) was
presented for review. There are vacancies in the Clerk/Auditor's
Office due to a promotion and because a present Clerk II position
is being upgraded to Clerk III. There are eight to ten employees
within the City who are expected to submit resumes. Moved by
Murphy, seconded by Culp to approve the job description and
testing criteria for Clerk III. Motion carried.
Jim Rodemeyer reviewed the negotiated changes in the clerical
classifications. The classification, Clerk I, was abolished
approximately one year ago. The decision has been made to
renumber Clerk II and Clerk III to Clerk I and Clerk II. The
rates of pay will remain the same. The classification
of Secretary II will be renamed Secretary. The present Clerk III
vacancies will be posted as Clerk II.
The job description and testing criteria for Police Captain was
presented for review. There is a vacancy due to a pending
disability retirement. No one has been promoted into this
classification since the early 80s. There are presently seven
officers at the lieutenant classification, six who will be
eligible to apply for this promotion. Moved by Culp, seconded by
Murphy to approve the job description and testing criteria for
Police Captain. Motion carried.

OTHER BUSINESS
The Commission reviewed a letter received from Captain William
Grimm from the Fire Department. Captain Grimm has requested that
his name be removed from the promotional Civil Service List for
Battalion Chief. Captain Grimm was not pleased with the
promotional process and felt the list was "tainted." Moved by
Culp, seconded by Murphy to remove Captain Grimm's name from the
promotional list for Battalion Chief as Grimm has requested.
Motion carried. A letter will be sent to Grimm confirming his
request.
Delmar Johnson, applicant for Park Maintenance I, made a
presentation to the Commission regarding the testing process for
that position. Under Chapter 400, Mr. Johnson does not have a
right to appeal to the Commission but the Commission agreed to
hear his complaint. Mr. Johnson provided to the Commission a
copy of his resume, references, and test scores - Huting(82) ,
Turner(79) , Bachman( 35) . Mr. Johnson questioned how one panel
member could score him so much lower than the other panel
members. It was explained to Mr. Johnson that each panel member
scores independently of the others and that Mr. Bachman's scores
for all the applicants were lower than the other panel members.
Each panel member sets his/her own parameters for scoring and Mr.
Bachman scored nine candidates lower than Mr. Johnson, and two
candidates the same as Mr. Johnson. The interviewers are not
required to justify the individual scores. Panels are usually
composed of a Personnel person who is the skilled interviewer
and people who have some technical knowledge of the job. This
type of panel is meant to provide a balance to cover the types of
criteria used to judge the applicants. The applicants are scored
not only on job experience and education, but on their
presentation as compared to the other candidates.
Assistant City Attorney Sang-Ki Han reminded Mr. Johnson that the
Commission was allowing his presentation as a courtesy when Mr.
Johnson began making accusations concerning why Mr. Bachman
scored him so low. Culp suggested that further comments be
directed to the Personnel Department. Jim Rodemeyer reminded Mr.
Johnson that he was competing with fifty other candidates for
twenty spots, and that he did not fail the oral examination but
did not score high enough to be in the top twenty. The
Commission members reiterated that further comments be directed
to the Personnel Department, and that the Commission will review
the matter again at a later date if the Personnel Department
decides it is within the scope of the Civil Service Commission.
Mr. Johnson was requested to put his specific concerns in
writing.
With no further business, the meeting was adjourned at 5:24 p.m.
