Agenda for February 13 , 1990 approved as amended. The Minutes of November 1 , 1989 were approved as mailed. UNFINISHED BUSINESS The Civil Service List for Print Shop Technician was presented for certification. Twelve resumes were received with 5 applicants satisfying the qualifications. Three applicants were subsequently interviewed on December 6, 1989 by a panel composed of Roy Kennedy-A.B. Dick, Pat Kohlmeyer , and Cheryl Huddleston. One candidate did not pass the oral interview. Moved by Culp, seconded by Juon: We, the members of the Civil Service Commission, certify the following list of applicants , who are eligible based upon the examination process as set forth by the Civil Service Commission for the appointment to the position of Print Shop Technician for the City of Waterloo, Iowa. The Civil Service List and letters requesting certification of the lists with less than three candidates for Transportation Engineer , Traffic Engineer, and Associate Planner, all positions in the Transportation Department, were presented for certification. These are new positions created by the reorganization of the Transportation Department. All three positions were posted as promotionals with each position receiving one application. Oral interviews were conducted on January 4, 1990 by a panel composed of Mark Boesen, Cheryl Huddleston, Bob Lentz-Brice, Petrides Donohue for Transportation Engineer, Bill Cary-Brice Petrides Donohue for Traffic Engineer, and Bob Donels for Associate Planner. These requirements will affect new employees only. Juon stressed that he would prefer #9 be removed from the requirements pending the outcome of negotiations. both Stan Stapella and Roger Shook stressed to the Commission the large impact the "heart/lung disability" presumption has on the pension system. Juon expressed concern, also, about trying to control what an employee does off the job. Moved by Juon, seconded by Culp to approve the job description and testing criteria for Fire Fighter with removal of requirement #9 pending the outcome of negotiations. Motion carried. The job description and testing criteria for Equipment Operator II-Street. Department was presented for review. This is a promotional position with vacancies due to upcoming retirements. Testing consists of both an equipment test and an oral examination. Plans are to have the equipment operation portion of the testing judged by personnel from the State and/or County. Moved by Culp, seconded by Juon to approve the job description and testing criteria for Equipment Operator II-Street Department. Motion carried. The job description and testing criteria for Maintenance Electrician-Electrical Department was presented for review. There is a vacancy due to a a resignation. The position will be advertised locally. Rodemeyer noted that the designation, "II" , should be dropped from the job title. Moved by Culp, seconded by Juon to approve the job description and testing criteria for Maintenance Electrician as amended. Motion carried. OTHER BUSINESS There was consensus to move item #1 concerning selection process to the next meeting since Commissioner Glenz was not at the meeting. Rodemeyer did remark that the entire process on each appointment is briefed to the City Council and Mayor; also, if appointments are automatically made from top to bottom on the lists, the Civil Service Commission who certifies the list would ultimately be the appointing authority rather than the Department Head. Regarding the request of Police Chief Shook to remove two names from the Civil Service Certified List for Police Officer Recruit, the Commission members reviewed the Civil Service notice for Police Officer Recruit; also, the Civil Service minutes of July 27 , 1989 which indicated any candidate receiving "D" evaluation on the MMPI would be required to undergo further psychological testing and could be removed from the list. Further psychological testing was performed on both Mr. Jackson and Mr. Kellogg resulting in confirmation of the "D" evaluation. Mr. Jackson made a statement to the Commission, requesting they reconsider removing his name from the list. Moved by Juon, seconded by Culp to remove the names of Pierre Kellog and Brian Jackson from the Civil Service Certified List for Police Officer Recruit based on the results of the psychological testing performed on the candidates. Motion carried. Commissioner Juon told Mr . Jackson he was welcome to reapply at a later date. With no further business the meeting was adjourned at 5: 00 p.m. Larry P. Burger City Clerk/Auditor •
