Furgerson Others present: Frank Magsamen, Larry Cunningham, Pat Kinney, John Meyer, Roger Shook, Jim Rodemeyer, Cora Turner, Cheryl Huddleston The Agenda for November 1, 1989 and the Minutes of October 12, 1989 were approved as mailed. UNFINISHED BUSINESS The Civil Service List for Mechanic-Central Garage and Fire Department was presented for certification. Forty-five resumes were received with 36 applicants satisfying the qualifications. Twenty-two applicants took the written examination administered by Lyle Alberts on October 4, 1989. Oral interviews were held on October 18-19, 1989 with a panel composed of Herman Wenzel, Dennis Bell, and Cheryl Huddleston. Two applicants did not show for their interview and 6 applicants did not pass the oral examination. Moved by Glenz, seconded by Juon: We, the members of the Civil Service Commission, certify the following list of applicants, who are eligible based upon the examination process as set forth by the Civil Service Commission for the appointment to the position of Mechanic for the City of Waterloo, Iowa. Appointments shall be made from this list for the next year (November 1, 1989 - October 31, 1990) . The Civil Service List for Parts & Supply Inventory Clerk-Central Garage and Parks Department was presented for certification. Fifty-nine resumes were received with 26 applicants meeting the minimum qualifications. Oral interviews were held on October 25 & 27, 1989 with a panel composed of Rich Carlson, Dennis Bell, and Cheryl Huddleston. One applicant did not show for the interview and 9 applicants did not pass the oral examination. Motion carried. Moved by Glenz, seconded by Culp to approve the job description and testing criteria for Associate Planner-Transportation Department. Motion carried. OTHER BUSINESS The Commission reviewed the resumes received for the position of Police Chief. Fifty resumes were received and were divided into the following categories by the Personnel Department: qualified-26 candidates; not qualified-15 candidates; questionable-8 candidates; withdrew from consideration-1 candidate. The Commission concurred with the list of qualified candidates; it concurred with the list of not qualified candidates except for the fourth candidate on the second page - this person does not hold the required rank or title but has assumed the responsibilities for an appropriately sized department - will be invited to interview; will invite the two candidates in the questionable group. This resulted in a total of 29 candidates considered qualified. Moved by Culp, seconded by Glenz to invite these 29 candidates for an oral interview. Motion carried. The candidates will be contacted by telephone, the waiver of confidentiality will be discussed, and they will be advised that travel expenses will not be paid by the City. Tentative dates for the interviews are November 29-30, 1989. The interviews will be scheduled at 45 minute intervals, interview order will be based on how the candidates can be worked in, there will not be any leeway for emergency situations that might prevent a candidate from being able to attend the interview, and the panelists will get copies of the resumes in advance of the interview dates. A Civil Service Meeting will be convened immediately after the scores have been tallied on November 30, 1989 and the list of the top ten candidates will be certified.
