It was moved by Seeber, seconded by Miller that the Agenda, as amended to
delete the unfinished business item, be approved. Motion carried.
Willie Mae Wright, Chairperson of the Building and Grounds Committee, reported
that the Committee had recommended that the Finance Committee authorize the
removal of underground storage tanks located in the parking lot behind City
Hall and near the City Hall Annex. It was moved by Miller, seconded by Seeber
that said request be approved . Motion carried .
The request of the Clerk/Auditor for authorization to seek proposals for the
sale of the postage machine was reviewed. Larry P . Burger, Clerk/Auditor,
reported that the joint mailing venture with Black Hawk County has been
successful and anticipates that the City will continue to utilize the services
of the County and realize considerable savings afforded by the presort mailing
system. It was moved by Miller, seconded by Seeber that authorization be given
to seek proposals as requested. Motion carried.
The following bids were reviewed for auctioneering for the City Auction to be
held on Saturday, September 26, 1987:

It was the recommendation of the Clerk/Auditor to accept the low bid of Fisher
Consignment. It was moved by Seeber, seconded by Miller that the
recommendation of the Clerk/Auditor to accept the bid of Fisher Consignment
Auction be approved. Motion carried.
The request of the Public Works Director to proceed with the Fall Clean-Up Week
for 1987 was reviewed. It was reported that the Public Works Committee had
reviewed said request and recommended approval . It was moved by Miller,
seconded by Seeber that authorization be given to proceed with said Fall
Clean-Up Week, 1987. Motion carried.
Rick Tagtow, City Forester, presented a request to repair the Hi-Ranger aerial
lift truck used in day to day operations of the Forestry Department. It was
the recommendation of Mr. Tagtow that the quote of Hi-Ranger Midwest in the
amount of $6,675 be approved. Mr. Tagtow reminded the Committee that this
equipment is a 1969 model with over 139,000 miles. Making substantial repairs
as is being requested may be inappropriate given the age of the machine. It
was moved by Miller, seconded by Seeber that authorization be given to the Park
Commission to repair the Hi-Ranger as requested. Motion carried.
It was moved by Miller, seconded by Seeber that a garbage refund request in the
amount of $17.40 be approved for 316 Euclid Avenue. Motion carried.
The request of E. R. Schmidt, 719 Gilbert Street for the cancellation of
garbage and sewage assessment levied against the property at 711 Gilbert Street
was reviewed. Mr. and Mrs. Schmidt are the recent purchasers of said property
and feel that they should not be responsible for assessments accumulated by a
previous owner. It was indicated that the Schmidts had received a title
opinion from their attorney indicating that the property was free and clear of
liens. It was also pointed out that an abstract search does not include such
possible defects in the title as uncertified liens such as garbage and sewer.
It was moved by Seeber, seconded by Dowie that authorization be given to the
cancellation of sewage assessment against 711 Gilbert Street as requested.
Motion carried.
It was moved by Seeber, seconded by Miller that bills payment be approved as
contained in Schedule A918, pp. 1-56, totalling $1,267,821.92, dated
September 14, 1987. Motion carried .
With no further business before the Committee, the meeting was adjourned.
