It was moved by Getty, seconded by Klinger that the agenda as amended be approved. Motion carried. Chairman Dowie reported that the garbage exemption for low income persons for Calendar Year 1985 had been deferred from the previous finance meeting of October 22, 1984. Since that time, additional information has been provided relating to the poverty level for Black Hawk County. Michelle Temeyer, Deputy Clerk/Auditor, stated that although her office did not have a recommendation on the level that should be established, the City could possibly experience many additional applications. During calendar year 1984 approximately 1200 households were exempted due to low income guidelines. Monies that would not be received from the City due to exemptions would lower the garbage revenue to the Street Department with the difference gained through tax levy. It was moved by Getty, seconded by Klinger that the 1985 garbage exemption for low income persons be set at $7,000 per household, regardless of family size. Motion carried. The following bids were reviewed for the purchase of a backhoe loader for the Street Department: Bidder New Used Used Hours Case Power and Equipment $350 $27,950 500 Swaney Equipment Co. 37,198 26,585 650 It was moved by Getty, seconded by Klinger that the recommendation of the Street Department to accept the low bid of Swaney Equipment Conipany together with recommendation to enter a lease/purchase agreement be approved. Motion carried. It was moved by Klinger, seconded by Getty that the Police Department be given the authorization to seek bids for Strobe Lights. Motion carried. Councilperson Wright, Chairperson of the Building and Grounds Committee, reported that said committee was recommending to the Finance Committee that bids be taken on the clean up of the Police Training Center located on Elk Run Road. It was moved by Klinger, seconded by Dowie that authorization be given to take bids on the cleaning of the Police Training Center with Jim Rodemeyer in charge of coordinating this project. Motion carried. It was moved by Klinger, seconded by Getty that the following requisitions be approved: Fire 19070 Target Store $659.98 Electric 18510 Kies Electric $2,071 .50 WPCP 18596 Eimco Process Equip. $1 370.00 18597 Diatec Polymers $1 ,875.00 18649 Kies Electric $ 995.00 18650 United Concrete, Inc. $2,200.00 18642 Robbins & Myers, Inc. $3,100.00 Motion carried. With no further business before the Committee, the meeting was adjourned. Moved by Klinger, seconded by Getty to approve the recommendation of Charles Marbles, Purchasing Agent, for second floor partial renovation of City Hall and the award of a contract to Quality Home Improvements at $3,835.00 omitting Option "D".
