The Finance Committee of the City of Waterloo , Iowa met in the
Mayor ' s Conference Room in City Hall at 6 : 30 p .m. on Monday,
September 13 , 1982.
Present : Wilharm, Roehr, Bowers , and Dowie
The City Engineer reported that the following bids were received
for the FY 1983 Linseed Oiling Program :

It was moved by Wilharm, seconded by Bowers to approve the
recommendation of the City Engineer to accept the bid of Cedar
Valley Corp . , in the amount shown above. Motion carried .
It was moved by Roehr, seconded by Wilharm to approve the bid of
Moore Engineering Company in the amount of $ 589 . 00 with Alternate
#1 of $747 . 00 for repair to the Milwaukee Reliance Boiler at the
Sewer Department . Motion carried .
The bid tabulations for 120 pair of bunker pants for the Fire
Department were reviewed . It was moved by Wilharm, seconded by
Roehr to approve the recommendation of the Fire Chief and accept
the bid of Clarey ' s Safety Equipment in the amount of $8 , 820. 00.
Motion carried.
It was moved by Bowers , seconded by Wilharm to authorize the
Street Department to take bids on salt for FY 1983. Motion
carried .
Curt Parsons , Building Official , reported the problem with dust ,
static electricity, and lack of humidity in the Police
Communications Room. The installation of a humidifier was
suggested as a solution . It was moved by Bowers , seconded by
Wilharm to approve this recommendation . Motion carried .
It was moved by Roehr, seconded by Wilharm to authorize the taking
of bids for the Sanitary Sewer grouting at 600 W . Parker Street by
the Sewer Department . Motion carried.
The request of the City Engineer to take bids for repair of
Kimball Avenue Paving near Ridgeway Avenue was reviewed. Because
of the deterioriated condition of the joints , maintenance is
continually expensive. It was moved by Roehr, seconded by Wilharm
to authorize the taking of bids . Motion carried .
It was moved by Bowers , seconded by Wilharm to approve the
placement of gas-fired furnace in the Street Department Building
at an estimated cost of $500, 00. Motion carried.

It was moved by Wilharm, seconded by Bowers to approve a garbage
refund for N .A. Diggans , 516 Upton Avenue in the amount of $40. 60.
Motion carried.
The request of Larry Dolan , Harry Helgesen , Michael Beener, Robert
Shafer, and Randall Schoenfelder for the City to pay legal fees in
the amount of $4 , 884. 75 in conjunction with promotion exams . City
Attorney , John Holmes explained the background of the cases and
suggested that it not be paid. It was moved by Wilharm, seconded by
none to deny the request to make payment. Motion died for lack of a
second. It was suggested that in the interests of the Police
Department that the bill be paid. It was moved by Roehr, seconded by
Bowers to recommend to the City Council to approve said bill . Nays :
Wilharm. Motion carried.
It was moved by Wilharm, seconded by Roehr to approve payment of the
following bills .

With no further business before the committee , the meeting was
adjourned.

Following the Council Meeting of September 13 , 1982 , it was moved by
Wilharm, seconded by Roehr to reopen the Finance Committee. Motion
carried. Larry Burger , Clerk/Auditor reviewed a proposed agreement
with Teleconnect for the Network System. It was moved by Bowers ,
seconded by Roehr, that additional proposals be sought and brought
back for committee consideration . Motion carried.
The meeting was then adjourned.
