The Finance Committee of the City of Waterloo, Iowa met in the Mayor's Conference Roan in
City Hall at 6:30 P.M. on May 10, 1982.
Council Member Dowie presiding officer.
On Roll Call: Dowie, Wilharm, Bowers, Roehr
The following bids were opened for roof replacement for the City Hall Annex:

It was moved by Wilharm, seconded by Roehr to receive and file the above bids and refer
to the Building Official for review and recommendation. Motion carried.
The following bid was opened for a metal door and frame for the rear entrance of the
Police Department:

It was moved by Roehr, seconded by Wilharm to receive and file the above bid and refer to
the Building Official for review and recommendation. Motion carried.
The Engineer's Office reported that the bids for the demolition of the Herrick Building
had been opened and read by the Clerk/Auditor at 4 p.m on May 10, 1982 with the following
results:

The Engineer's Office recommended that the low bid of Denman Phillips Construction
Company in amount of $19,900 be accepted. It was moved by Bowers, seconded by Wilharm to
approve this recommendation. Motion carried.
Ralph Sander, Milk Sanitarian, recommended that the low bid of Curtin Matheson
Scientific, Inc. in the amount of $1,520 be accepted for a laboratory incubator. It was
moved by Roehr, seconded by Bowers to approve this recommendation. Motion carried.
Larry Cunningham, Garage Superintendent, recommended that the bid of Donovan
International in the amount of $100,548 be approved for the cab-chassis. The reason he
stated for not accepting the Crossroads Ford bid was because they did not meet the
specifications. A Ford factory representative was present and explained why their bid
was competitive and could be accepted. It was moved by Bowers, seconded by Wilharm to
approve the bid of Donovan International in the amount of $100,548. Motion carried.
Larry Cunningham, Garage Superintendent, recommended that the bid of Pak-Mor in the
amount of $35,252 for garbage packer be approved. Phil Allen, representing Leach Packer,
was present and asked that his bid be accepted. Leach Packers has been the choice of
many Eastern Iowa municipalities, all with apparently good results. It was moved by
Roehr, seconded by Wilharm to delay action for one (1) week on the award of the packer
bid. Motion carried.

It was moved by Roehr, seconded by Bowers to authorize the taking of bids on the
following three (3) items:
F.Y. 1983 Radio Maintenance Contract
Digestor Cover Repair at Water Pollution Control Plant
P.H. Meter for the Milk Laboratory.
Motion carried.
It was moved by Wilharm, seconded by Bowers to approve purchase of rainwear for Street
Department employees in the amount of $825. Motion carried.
It was moved by Bowers, seconded by Roehr to approve payment of the following bills:
