SAFETY COMMITTEE
NOVEMBER 16, 1978
The Mayor ' s Safety Committee met on November 16, 1978 at 4: 30 P .M. in the Mayor ' s
Conference Room.
Present: Chairman Russell Burt, Theola Jay, William O'Connor, Bud Hawn, Kathy
Breckunitch, Clerk Gibbs .
Rose Ackerman, President, Betty Baugh, Vice President and Paula Chambers , Chair-
man, Safety Committee, all of the Black Hawk School PTA, orally requested a school
crosswalk sign at Sager Avenue and Sheldon Street.
A discussion followed and it was mentioned that the Black Hawk School PTA would
buy and erect the signs if Quintin Parker of Sign and Traffic Maintanance Depart-
ment, would allow the work to be done .
Moved by Jay, seconded by Breckunitch that Quintin Parker be instructed to erect
the crosswalk signs at the intersection of Sager Avenue and Sheldon Street as
requested by the Black Hawk School PTA. Motion carried.
Discussed were Block Grant Funds requests for:
1) . sidewalk - Sheldon Street from Sager Avenue to Downing Avenue on one side
(city park on one side) ;
2) from Hammond Avenue to K-Mart on Ridgeway south side for elderly safety, and;
3) to West llth Street for sure of children safety.
Jay reported Dale Mercer told the Committee at an infoLmal meeting that his De-
parLment recommended working with Neighborhood Housing Service in connection with
rehabilitation for sidewalk repairs and suggested that we ask for funds, and
Block Grant Funds would be allocated so the grantee would have more money to fix
up the home .
Assistant City Engineer Thorson reported on a sidewalk repair program which the
sidewalk inspectors recommended at random in areas where Block Grant Funds have
been used for paving .

Assistant City Engineer Thorson presented Jerry Sexton recommendations for traffic

Moved by O' Connor, seconded by Burt that the old house owned by Alan Brase on
Logan Avenue have a temporary fence put around the house between the street and
sidewalk and pile of dirt . Motion carried.
Discussed was a sidewalk (shopping center area) on E . Donald Street from East 4th
Street to Hwy #63 on one side .
Jay asked that a Russian Olive tree at the N.E. corner of Hale Street and Carolina
Avenue, be cut down, as it was a safety hazard, and that parking should be pro-
hibited on east side of Hale Street from Palmer Drive to Carolina Avenue .
Chairman Burt reported that the old post office hedge on the side of Waterloo
Savings Bank (Cedar Street) was a safety hazard when pulling out .
He asked that the Committee make sure our request for Block Grant Funds be allo-
cated for each of the next three years .

SAFETY COMMITTEE
SEPTEMBER 21, 1978
The Mayor ' s Safety Committee met on September 21, 1978 at 4:30 P.M. in the
Mayor ' s Conference Room.
Chairman Burt called the meeting to order .
Present : Chairman Russell Burt, Bill O'Connor , John Kaus , Katherine Breckunitch,
Police Lieutenant Don Baruth, Deputy Clerk Bond .
Moved by Kaus , seconded by O'Connor that minutes of meeting held August 17, 1978
be approved . Motion carried .
Chairman Burt reported on progress of sidewalks along Idaho Street .
O' Connor pointed out the need for school crossing guards at Westridge School
on the four-way stop by the school and suggested push button stop lights in
this area . Another area in need of traffic control for school crossings is
the four-way intersection of llth Street and Ridgeway Avenue at Kittrell
School . O'Connor also stated that he had talked to the manager of C.E.T.A .
Funds in this area to see if COE.T.A . funds could be used to hire a school
crossing guard and the reply was if there is enough money in this fund , they
will hire e-pme .
Kaus stated Park Avenue is a one way street with three lanes , all marked marked
in yellow and felt they should be marked in white. Discussion followed .
Chairman Burt reported communication from Dubuque Police Department pertaining
to bicycle safety and enforcement of laws in Dubuque and cited the present
safety program in use now is called the "Green Pennant Bicycle Safety Program"
and explained program is for children from 6 to twelve years old and has been
in effect for 15 to 20 years , license is fifty cents yearly. There is a place
designated in which people can pick up bike licenses such as schools , civic
center , etc . , Chairman Burt explained the penalties for violators :
1st offence - Is a warning to the bicyclist.
2nd offence - If under age, inform parents .
3rd offence - Is a last resort, confiscating bicycle or pay a fine .
In Dubuque , the Judges are working with the Police Department.
Baruth stated the first item for this , committee to proceed with, is to
talk to the judges in Waterloo and try to get thier support, nothing can be
done by the Waterloo Police Department unless the judges approve of the bike
program first, also the new state laws on juvenile offenders are completely
different from adult law.
Zanders stated what is needed is citzen, school and City Government involvement .
O' Connor reported schools have to teach pedestrian safety, bus safety and
bicycle safety, bicycle safety is not progressing at all.
Zanders suggested looking at bicycle paths in the City and school, police depart-
ment and citzen ' s to share a program in bicycle safety, also explained the Jay-
cees bicycle safety program, suggested talking to business owners and organizat-
ions and see if they will support bike safety program and possibly they could
purchase reflectors for the licensed bicycles .
Zanders asked if the various stores around the City are having problems with
stolen gasoline .
Baruth explained Fire Department has to check gasoline lines , how gas tanks are
tied to the ground and how heavy the guage of metal is of the tanks holding
the gasoline before the gas station operator can open for business .
As there was no other business , Chairman Burt adjourned the meeting.

SAFETY COMMITTEE
August 17, 1978
The Mayor's Safety Committee met on August 17, 1978 at 4: 30 P.M. in the Mayor' s
Conference Room.
Present: Chairman Russell Burt, Katherine Breckunitch, Bill Zanders , Acting
City Engineer Thorson, Deputy Clerk Bond.
Chairman Burt called the meeting to order.
Bond reported the absence of John Kaus .
Chairman Burt reported on status of bicycle program, mentioned that City Clerk
Gibbs had asked him to come in and call other cities of comparable size to
Waterloo and he had called nine or ten asking about their city' s bicycle ordinance
and the enforcement of this ordinance, was surprised at the number of cities
that are in the same situation that Waterloo is in. In most cases the penalties
for improper use of bicycles results in warnings . City of Des Moines will
ticket bicycles of improperly driven. Most cities are finding it hard to enforce.
Zanders mentioned that Cedar Rapids Banks sometimes promotes bike safety in
various ways such as the bicycle "Biggy Bank" in which prizes are awarded to
the winners .
Thorson mentioned that a college town should be contacted since these towns have
alot of bicycles due to college students and cited Iowa City and Ames for example .
Zanders stated the problem that he has encountered with bicyclists, is the absence
of lights or reflectors and it is very hard to see the bicyclist.
Chairman Burt stated that he had reviewed the Federal Block Grant Application that
was submitted for the Idaho Street area and asked how this is progressing.
Thorson stated the city has all the easements that is needed and the plans and
specifications will be reviewed by the City Council on August 28, 1978 for the
F.Y. 1978 Idaho Street Sidewalk Program.

SAFETY COMMITTEE
July 20, 1978
The Mayor ' s Safety Committee met on July 20, 1978, at 4: 30 P.M. in the Mayor ' s
Conference Room.
Chairman Burt called the meeting to order.
Present : Chairman Russell Burt , Councilman James Burton, Katherine Breckunitch,
B.L. Hawn, City Clerk Gibbs, Community Development Weismann, Acting Assistant
City Engineer Thorson, Deputy Clerk Bond .
Chairman Burt asked if there were any other avenues which could be taken in
use of Block Grant money.
Councilman Burton stated that money has to be used in certain areas, and there
are very stringent Federal quidelinesattached to Block Grant money.
Chairman Burt asked about sidewalk construction on Idaho Street .
Weismann stated that condemnation proceedings will start later in July.
Thorson stated that everything is ready to go, all the City needs is permission
to get on the land .
Breckunitch mentioned that Kittrell School area along Ridgeway Avenue, was in
desperate need of sidewalks, Breckunitch proposed sidewalks along the south
side of Ridgeway Avenue. Discussion followed .
Chairman Burt mentioned the Safety Committee will have to contact the Courts
and talk to them about enforcement of bicycle safety, and felt there wasn' t
any need in spending alot of time on this subject if the Courts won ' t approve
of the bicycle safety program.
Councilman Burton suggested that other cities of comparable size to Waterloo
be contacted to see how they handle bicycle safety enforcement .
Hawn asked about bicycle paths around the City.
Gibbs stated it would be to expensive to buy up land to use as bicycle paths
and cited the Greenbelt area which has bicycle paths.
Breckunitch mentioned that another concern are Mo-Peds, and felt this sort of
bike should not be used by small children to drive, especially not in the
streets. Discussion followed .
Breckunitch stated that bicycle safety programs in the school system are left
up to the teachers discretion to teach bicycle safety.
Gibbs stated that Captain Grimm of the Police Department used to circulate
thru various schools and teach bicycle safety.
Discussed were the allocation of Block Grant money during the third and fourth
year improvements program.
Hawn asked about handicapped improvements in and around City Hall.
Weismann reported that handicapped improvements in City Hall were completed.
Discussed were the handicapped improvements around Waterloo.
Councilman Burton stated that citizen' s whom he had discussed handicapped
improvements with, were concerned with this problem. Also, the City Council
had approved an addition to the Traffic Ordinance in which people cannot
park in any stall labeled "Handicapped Parking" unless they have a sticker
stating that they are handicapped and if a person is not handicapped or no
tag is showing on the car parked in one of these stalls, their fine is not to
exceed $100.00 dollars.
Chairman Burt stated the tag is a detachable plastic tag and not a permanent
sticker
Councilman Burton stated that the Council did not endorse the permanent
sticker.
As there was no other business, Chairman Burt adjourned the meeting .

SAFETY COMMITTEE
JUNE 15 , 1978
The Mayor' s Safety Committee met on June 15 , 1978, at 4: 00 P.M. in the Mayor' s
Conference Room.
Chairman Burt called the meeting to order.
Present: Chairman Russell Burt, Councilman James Burton, Theola Jay, Katherine
Breckunitch, City Clerk Gibbs , John Kaus , Police Chief Beener, Fire Captain
Fortune, Acting Assistant City Engineer Thorsen, Deputy Clerk Bond.
Two new members were introduced:
Bill Zanders , representative of the Waterloo Chamber of Commerce .
Mrs . Lynn Flynn of 1661 Sager Avenue.
Moved by Jay, seconded by Breckunitch that minutes of meeting held May 18, 1978,
be approved. Motion carried.
Chief Beener related the history of licensing bicycles in Waterloo, and stated
that bicycles were licensed about twenty years ago and this was challenged by
law and at that time, licensing of bicycles was dropped. Then was tried again
during the period in which Bob Wright was Chief of Police , and was discontinued
again, Chief Beener further added that even when bicycles had license plates
attached, it was still very difficult to trace the bicycles to the owner because
children will trade the bikes and sell them to other people and not report this
transaction to the Police Department.
Breckunitch asked of a Police Officer saw a child disobeying bicycle laws what
is done?
Chief Beener stated the officer will talk to the child and then inform the
parents of the wrong-doing, also stated that the City of Des Moines tried to give
tickets to the bicyclist who was not obeying the bicycle laws , but the program
didn' t work .
Fortune asked how serious is the bicycle problem.
Chief Beener stated that it is a serious problem, but felt licensing bicycles
would not solve the safety problem.
Chairman Burt asked if anybody had any ideas or alternatives on bicycle safety.
Jay felt that the ordinance should be re-written so the Police Department can
enforce bicycle laws .
Chief Beener pointed out that it is very hard to draw up an ordinance that will
cover all the ills of bicycle safety.
Zanders felt that parents should also be taught bicycle safety along with the
children because the parents are the ones that are responsible for the children.
Chief Beener stated that the Police Department has no quarrel with enforcing
bicycle safety, but felt the ordinance should be more up to date , also suggested
that before giving out fines to the bicyclists , the Courts should be consulted
first for their approval on this subject, added that if the Courts did not
approve of this bicycle program, then it would be impossible for the City to
enforce it.
Discussion followed on alternative ways of approaching bicycle safety.
Chief Beener emphasized the first priorty is to get the co-operation of the
Courts before progressing.
Zanders stated that out of some 12 , 000 juvenile arrests , there are only a few
hundred repeaters , juvenile crimes are down considerable from 1974, and felt the
blame should be directed towards the parents .
Chairman Burt stated that everyone is concerned with bicycle safety and the
television stations and newspapers have had articles about bicycle safety and
by this more and more people are becoming aware of this problem.
Discussion followed on sidewalk programs and proposals .

Chairman Burt submitted two streets to be included for discussion on the
sidewalk program:
1. Hammond Avenue.
2 . Ridgeway Avenue from Hammond Avenue to the K-Mart Shopping Center,
then submitted a letter from Hugh Peterson, asking that the 600 and 700 blocks
of Locke Avenue by considered for the sidewalk program. Chairman Burt reminded
the Committee that this area had been discussed several times in the past.
Discussion followed.
Councilman Burton stated that the citizen' s of Waterloo can have anything they
want if they are willing to pay for it.
Thorsen explained the proceedure in which this Block Grant money is to be used,
then he suggested that see where the money is eligible to be used.
Gibbs suggested that first out how much is allocated to use for the sidewalks ,
then find out the estimated costs for the streets which are chosen for
sidewalk construction by the use of Block Grant money, then submit the chosen
streets .
Chairman Burt stated that he had received communication from the City Electrician
answering questions that had been previously submitted by John Kaus pertaining
to various traffic signals around the City. Discussion followed.
As there was no other business , Chairman Burt called for adjournment. Motion

SAFETY COMMITTEE
MAY 18, 1978
The Mayor's Safety Committee met in regular session, Thursday, May 18, 1978 at 4:30 P.M. in
the Mayor's Conference Roam,
Members Present: Chairman Russell Burt, Theola Jay, Katherine Breckunitch, Deputy Clerk Bond,
Chairman Burt called the meeting to order.
Moved by Jay, seconded by Breckunitch that minutes of meeting held April 20, 1978 be approved,
Motion carried,
Bond reported the absence of John Kaus due to a prior commitment and submitted his information
to Chairman Burt,
Jay reported that Bill O'Connor was unable to attend this meeting but had given the information
to Jay to present to the Committee,
Jay reported having received a letter from Mrs. Robert Van Fleet of 1019 Langley Road, who was
concerned with the lack of sidewalks on Hammond Avenue from San Marnan Drive to Ridgeway Avenue,
Discussion followed.
Jay submitted 4 streets to be considered for the sidewalk program:
1. Idaho Street from Independence to Willow Street,
2. Ridgeway Avenue from 9th Street to the K.-Mart Shopping Center.
3, Hammond Avenue from San Marnan Drive to Ridgeway Avenue,
4. Hillcrest Avenue from Ridgeway Avenue to Hoover School (both sides) ,
Engineering Department Thorsen was asked to answer questions on the proposed sidewalk
construction with Block Grant money.
Thorsen mentioned a group of streets for proposed sidewalk construction was being considered,
from Alta Vista Avenue to South View Street with a cost of roughly $30,000. Discussion
followed.
Breckunitch asked about the requirements on sidewalk construction,
Thorsen stated new sub-divisions are required to have sidewalks constructed, but is very hard
to put sidewalks into an older subdivision,
Jay read excerpts from the 1977 Code of Iowa pertaining to " Distress Flags For The Handicapped ".
Jay stated that a handicapped person has to call the Iowa Department of Transportation and they
will send a form in which a doctor has to fill out, then the handicapped individual sends this
completed form along with one dollar to Iowa Department of Transportation and they will send
a detachable plastic tag for the handicapped person to attach to the rear view mirror of thier
car , This tag will enable the person to park in any public handicapped parking stall and with
this tag showing, they will not get a ticket for improper parking. Discussion followed.
Chairman Burt mentioned the Police Department does ticket people parked in handicapped stalls
without the necessary handicapped identification
Jay submitted O'Connor's information on bicycle safety from the City Code of Ordinances, Chapter
8. Discussion followed,
As there was no other business, it was moved by Jay, seconded by Breckunitch that the meeting
adjourn.

April 20, 1978
The Mayor's Safety Committee met in regular session Thursday, April 20, 1978 in the Mayor's
Conference Room.
Chairman Burt called the meeting to order, also reported that Bud Hawn was unable to attend
this Safety Meeting because of his being hospitalized.
Members Present: Chairman Russell Burt, Councilman Sally- Hutchison, Councilman Jack Roehr,
Katherine Breckunitch, John Kaus, Bill O'Connor, Maurice Parker, Fire Department Fortune,
Engineering Department Lavender, Deputy Clerk Bond.
Moved by Kaus, seconded by Fortune that minutes of meeting of March 16, 1978, be approved.
Motion carried.
Chairman Burt asked if anybody had any recommendations for the sidewalk program.
Breckunitch said from llth Street to the K-Mart shopping complex was in need of sidewalks,
also added, the Kittrell School President mentioned sidewalks from 9th Street to K-Mart.
Councilman Roehr stated , That is a very heavily traveled area since the sidewalk program.
was washed out last year, the Council will take a good hard look at the sidewalk program
this year with the Community Development Block Grant money. Approximatly $35,000 of Block
Grant funding can be used in the area of Public Safety.
Fortune felt that Ridgeway Avenue, Baltimore Street and the Hoover School area have very
large amounts of children traveling on these streets and felt this should be considered.
Lavender stated that sidewalks studies are the probability of children getting hit with
cars, not the amount of traffic.
Chairman Burt said there is a list of streets that needed sidewalks and Ridgeway was going
to be added to that list, and went on to explain why Idaho Street was put in the sidewalk
program, that the children along Idaho Street go to two schools: 1. McKinstry 2.
Grant School. All are younger children.
O'Connor stated that he felt the priorty for the sidewalk program sPiould be :
1. Hammond Avenue to llth Street.
2. Ridgeway Avenue to Hoover Jr. High School.
3. Idaho Street.
Councilman Roehr stated with this Community Development Block Grant Funds, tri's - could be
100% funding to the sidewalk programs, with City Council approval, and felt the costs for
construction of various sidewalks should be taken into consideration. Discussion followed.
Chairman Burt asked when the sidewalk proposal will go to the City Council?
Councilman Roehr stated sometime in May and recommended the cost factor for these sidewalks
be considered first.
Chairman Burt suggested that contracts should stress putting in sidewalks with new
construction.
Councilman Roehr stated the Plan and Program Commission is pushing the construction along
with the building of houses.
Chairman Burt asked if anybody knew where any houses were that should be demolished, to
write down the location and bring it to the next meeting.
Price asked if anything had been done with the house that Alan Brase had bought. Discussion
followed.
Price suggested the guidlines be strengthened so this problem won't happen again.
Councilman Roehr stated the City Council is aware of that house.
Kaus informed the Committee that handicapped restrooms in City Hall are completed.
Chairman Burt mentioned that telephones should also be accessible to the handicapped.
Discussion followed.
Breckunitch asked if there was any progress on the handicapped car stickers after the last.
meeting.
Price stated that handicapped stickers are available to the handicapped, and people will get
a parking ticket if parked in a handicapped zone and if the sticker isn't showing.
Lavender pointed out the problems that handicapped people have and are more vulnerable to
theft with this handicapped sticker pasted to the car window, because, they would make an
easy target.

Parker asked if there were any laws pertaining to handicapped people in the City of
Waterloo. Discussion followed,
Chairman Burt reported coma nication with Mayor Rooff on the sidewalk program and about
bicycle safety, and asked if anybody had any ideas on licensing bicycle's.
O'Connor mentioned that he had talked to Assistant Police Chief Hanson and he felt that
it would be to time consuming for the City to under take.
Councilman Roehr mentioned the City has an over-abundance of recovered stolen bicycles
and if the bicycles aren't claimed, they are given to charity organizations.
Kaus asked about the speed on llth Street and Ridgeway Avenue and wondered if it has been
increased or decreased.
Councilman Roehr stated that it was on the City Council agenda for debate but was taken
off.
As there was no other business, Chairman Burt called for adjournment. All were in
agreement.

MARCH 16, 1978
The Mayor ' s Safety Committee met in regular session Thursday, March 16, 1978
at 4 :30 P.M. in the Mayor ' s Conference Room.
Chairman Burt called the meeting to order .
Members Present : Chairman Russell Burt , Bill O ' Connor , John Kaus , Katherine
Breckunitch, Richard Price , City Engineer Radue , Community Development Weismann ,
Deputy Clerk Bond .
Guests : Jim Knight of KLEU.
Moved by Price , seconded by Kaus the minutes of meeting held on February :L6,
1978 be approved . Motion carried .
Chairman Burt asked if anybody had any recommendations for the sidewalk program.
Breckunitch mentioned she had talked to Quintin Parker and also Kittrell School
President and they both had a few ideas . Discussion followed .
Price asked if City Parks are required to have sidewalks and also new housing
developments .
Weismann mentioned that there were some re-developers eliminating sidewalk
construction.
Radue stated the City Planning Commission said it depends on the area , if it is
a low density area , if not a low density area , it isn ' t required under platting
proceedures . If re-platting land and there is no dedication to the City for
right-of-way purposes , sidewalks are not required .
Chairman Burt asked when the Public Works meeting was .
Radue answered , discussion will be on paving and block grant funding at 6:30 P.M
in the Council Chambers , March 16, 1978 and will discuss their findings on
March 29, 1978.
Weismann presented a list of 5 houses to be demolished with block grant funds
at the following locations : 317 Peak Street, 1204 Bishop Avenue , 304 Short
Street , 219 W 12th Street and 211 Bates Street, Weismann informed the committee
that if there are any other houses that should be demolished , to let him know
and he will check on it .
O' Connor asked if the Soybean Plant can be torn down and why hasn ' t it been in
the past?
Radue answered , there hasn ' t been any complaints on it, so, there hasn 't been
any action taken against it .
Weismann said he will check on it for possible demolition.
Kaus submitted a list of items for consideration by the committee . Discussion

Chairman Burt asked if the handicapped remodeling was completed in City Hall.
Radue said all was done except painting of handrails .
Chairman Burt asked if some kind of enforcement could be attempted to keep
people out of handicapped parking stalls in the shopping centers . Discussion
followed .
O' Connor explained that for a small fee , handicapped people can get a window
sticker for their car showing that they are handicapped .
Radue stated the City does have a "No Parking in Handicapped Spaces" enforced ,
if they don ' t have a window sticker showing, or , if the police see the person
in the car and they aren ' t visibly handicapped , they get a ticket.

SAFETY COMMITTEE
FEBRUARY 16, 1978
The Mayor 's Safety Committee met in regular session Thursday, February 16, 1978
at 4: 30 P.M. in the Mayor 's Conference Room.
Chairman Burt called the meeting to order.
Present : Chairman Russell Burt , B.L. Hawn, Katherine Breckunitch, Theola Jay,
John Kaus , Police Sergeant Hermansen, City Clerk Gibbs , Deputy Clerk Bond.
Moved by Jay, seconded by Kaus that minutes of meeting held January 19 , 1978 be
approved. Motion carried.
Jay informed the committee that Bill O'Connor was unable to attend, but had
researched what the committee had asked at the last meeting about Safety Patrol
limits . He had talked to a Mr. McCarthy of "AAA" and a Captain Murray of the
Highway Patrol, both had said it Ls up to the discretion of the School
Administrators as to where Safety Patrol must be located, also the child should
be a very responsible, older child to be a Safety Patrol.
Jay mentioned that parents really should educate children on crossing streets in
the proper areas .
Hermansen said he will bring this pedestrian crossing problem up at the next
Police Liaison Program.
Chairman Burt mentioned there was an article in the newspaper about hazards in
snow sliding, but this won't be enough, there still has to be more work done on
this problem. All were in agreement .
Jay asked that a list of recommendations be made of needed sidewalks so as to
present the list to the City Council for the block grant funding. All were in
favor.
Hawn asked if and when the City gets new buses , could they get them with
handicapped accomodations , and felt that all buses should be accessible to the
handicapped.
Gibbs stated the three options that are open to :he Metropolitan Transit Authority
1. Get the buses.
2. Establish a demand response.
3. Give 57 of the Federal money to Yellow Cab for handicapped and senior citizen's
use.
Gibbs mentioned that option # 3 was chosen, so if the handicapped will call a
Yellow Cab, they will be picked up.
Jay asked how handicapped do you have to be to use this service, Gibbs answered,
semi-ambulatory, Gibbs also informed the committee on the handicapped renovations
were progressing in City Hall that the plumbing is in, painting is done, there
has been some door widening.
Kaus asked about the traffic speed on Ridgeway Avenue.
Gibbs mentioned that Councilman Roehr asked that speed limits be increased along
East Ridgeway and Councilman Getty wanted speed increased on Donald Street .
Chairman Burt asked that more safety members come to the safety meetings to get
more input into the meetings . All were in agreement .
Chairman Burt asked that members have a few ideas by next meeting so as to make a
list of recommendations for much needed sidewalks for use by the block grant funds,

JANUARY 19, 1978
The Mayor's Safety Committee met in regular session Thursday, January 19, 1978
at 4: 30 P.M° in the Mayor's Conference Room.
Present : Chairman Russell Burt , BoLo Hawn, Mrs. Paul Jay, William O'Connor,
Maurice Parker, Katherine Breckunitch, John Kaus, City Engineer Radue,
Community Development Weismann, City Clerk Gibbs , Deputy Clerk Bondo
Chairman Burt called the meeting to order°
Moved by Jay, seconded by Kaus that minutes of meeting held November 17 ,1977
be approved. Motion carried.
Chairman Burt stated, the Safety Committee should look into updating the present
safety manual endorsed by this Safety Committee. All were in agreement .
Chairman Burt took this time to express the Safety Committee 's satisfaction in
the work performed by Quintin Parker pertaining to questions arising from
the Safety Committee.
Chairman Burt asked if anybody had noticed various places in Waterloo where
snow is piled up and blocking vision of oncoming traffic and that children are
sliding down these piles and into the streets? Discussion followed.
Chairman Burt asked that there be a list made up of Safety Recommendations
pertaining to children sliding into the streets . After due deliberation, it was
decided that there are two main areas to cover.
1. Parents and motorists should watch out for children sliding into the streets
because they could slide into the path of an oncoming vehicle and get hurt .
2 . The City is trying to remove the snow and children have to stay off of the
snow around the street area.
Radue asked that Committee talk to Pam Heldebrand and if she can discuss this
problem at the 6:00 news in the area of Public Affairs .
Chairman Burt mentioned that he has seen alot of children sliding in the streets
by hanging onto the bumpers of cars , and discussion followed on dangers in this
sort of play.
Jay mentioned that on West 5th Street , the snow is quite a ways out into the
main traffic area, on both sides of the street and wondered if there could
possibly be parking only on one side of the street instead of on both sides ,
and have it only apply in the wintertime for snow removal.
Radue said a formal recommendation from the Safety Committee would be the best
way of approaching this problem. Discussion followed.
O'Connor mentioned that where the City should really get tough, is on snow
removal.
Moved by Price, seconded by Jay that a formal letter be presented to the City
Council asking for a snow clearing ordinance, Motion carried.
Chairman Burt informed the Committee that the $30 ,000 Sidewalk Block Grant
which was endorsed by the Committee as Alternate #1 included the Idaho Street
area this year, but there wasn't any mention of any money being allocated for
sidewalks in the upcoming fiscal year.
Radue explained that $30 ,000 will be used on Idaho Street .
Chairman Burt stated that sidewalk programs were to be ongoing programs .
Radue explained that it is not to late to make a formal request for more Block
Grant funding .
Gibbs asked if the money could be taken out of the proposed paving program for
sidewalk construction. Discussion followed.

Moved by Radue, seconded by Parker that a recommendation from the Safety
Committee for $30 ,000 for ongoing sidewalk programs be made . Motion carried°
Breckunitch mentioned that sidewalks are badly needed around the intersection of
Hammond and Ridgeway Avenues .
Radue mentioned that the Planning and Programming Office is putting together a
program for sidewalks along arterial streets for the upcoming fiscal years , and
will ask if a representative can come to the next safety meeting.
Chairman Burt called for new business .
Parker asked how far away from a school should the school safety patrol be
stationed.
O'Connor said he will try to find out and report back to the Safety Committee.
Kaus proddced a list of recommendations dealing with traffic problems , and
explained the six points presented.
Moved by Parker, seconded by Gibbs that letter from John Kaus be referred to
Quintin Parker with a report back to the Safety Committee by the next meeting.
Motion carried.
Moved by Jay, seconded by Weismann that meeting adjourn. Motion carried.
