SAFETY COMMITTEE
NOVEMBER 17 , 1977
The Mayor 's Safety Committee met in regular session Thursday, November
17, 1977 at 4: 30 PoM, in the Mayor 's Conference Room.
Present: Chairman Russell Burt , B.L. Hawn, Kathy Breckunitch, John Kaus ,
City Clerk Gibbs , Deputy Clerk Bond.
Moved by Chairman Burt , seconded by Hawn that minutes of previous meeting
be approved. Motion carried.
Moved by Hawn, seconded by Kaus that letter from Quintin Parker in
answering Marsha Tovar 's request be received, placed on file. Motion
carried.
Kaus asked if anything was being done with Fortune 's suggestion of poor
visibility from Hawthorne coming onto LaPorte Road and can see a major
problem there. After due deliberation, Chairman Burt asked if this be
referred to Quintin Parker. All were in favor.
Breckunitch produced a letter asking about signs for pedestrian crossing
at Ridgeway Avenue and llth Street , Chairman Burt asked that this be
referred to Quintin Parker. All were in agreement .
Chairman Burt had received a message from Jay asking that the basement
on Logan Avenue be filled in, she felt that this was a very dangerous
item to leave open due to a child's curious nature, they could get hurt .
Chairman Burt asked that this be referred to Joe Weismann of Community
Development . All were in favor.
Kaus produced a list of potential safety hazards and some suggestions
to the Committee for approval.
Moved by Chairman Burt , seconded by Gibbs that the list of questions
presented by Kaus be received , placed on file and referred to Quintin
Parker. Motion carried.
It was decided that with Christmas coming, the December Safety Meeting
be postponed and to resume business at the regular Safecy Meeting of
January 19 , 1978.
Moved by Hawn, seconded by Gibbs the meeting adjourn. Motion carried.

SAFETY COMMITTEE
OCTOBER 20 , 1977
The Mayor 's Safety Committee met in regular session Thursday, October 20 ,1977
in the Mayor 's Conference Room at 4: 30 P.M.
Present : Chairman Russell Burt , Bill O'Connor, Maurice Parker, Fire Captain
Fortune, Community Development Weismann, City Clerk Gibbs , Deputy Clerk Bond.
Gibbs stated Jay had written in stating that she was in the hospital and
had forwarded a list of Halloween Safety Tips to the City Clerks Office
for approval by the Safety Committee.
Moved by O 'Connor, seconded by Bond that the Halloween Safety bulletin be
received, placed on file. Motion carried.
O 'Connor mentioned he had the re-designed bulletin for Halloween and the
art class had been most helpful. Discussion followed.
O 'Connor added, the re-designed safety bulletin for Halloween will be
furnished to the Elementary teachers who in turn will distribute to the
students before Halloween.
Parker read the letter that was written by Marsha Tovar, President of
Lowell P.T.A. wondering about traffic problems and asked if something could
be done about these following questions .
1 . Wanted a " No Right Turn On Red " sign at Washington and West llth Street .
2 . Possibility of a " No Right Turn On Red " sign at intersections all along
Washington and LaPorte Road.
3 . Some form of traffic signal at intersection of Hammond and South Street
and also there aren 't any crosswalks or pedestrian signs on South Street,
going toward West 9th Street .
Moved by Parker, seconded by Fortune that letter from Marsha Tovar be
received, placed on file and referred to Quintin Parker to check into these
questions and to report back to the Safety Committee before next meeting .
Motion carried.
Fortune asked about traffic problems at Hawthorne Avenue and LaPorte Road
and feels that Hawthorne Avenue coming onto LaPorte Road is a hazard due
to obstruction of sight and feels that Hawthorne should be blocked off
so as not to enter onto LaPorte Road. Discussion followed.
O 'Connor asked the procedure in order to be on the Safety Committee, and
explained that John Lau who teaches driver training has a lot to offer and
wants to be on the Safety Committee .
Gibbs recommended that he be invited, as we want all interested people to
come to the meetings .
O 'Connor had received many complaints of no sidewalks on intersections of
Hammond and Ridgeway Avenues and asked if the Block Grants for sidewalks
construction covered this area.
Gibbs reviewed Alternative #1 which was chosen by the Council for the
sidewalk construction Block Grant , and there was no mention of the area
in question.
Weismann asked how long of a stretch of sidewalk was needed, O'Connor said
about 2 of a block. Discussion followed.
Fortune presented communication from Mayor Rooff, dealing with Halloween
Safety .

Weismann asked if anything needed to be added to the present list of
safety recommendations from the other list that was presented.
Moved by Weismann, seconded by O'Connor that communication from Mayor
Rooff be received, placed on file and referred to Theola Jay. Motion
carried.
Chairman Burt had talked to a few people about having Halloween parties
in church basements , mentioned that the only response that he had received
was that of his church, also stated the Chamber of Commerce will have a
" Spook House" this year at 1623 or 1627 Jefferson Street .
Gibbs asked if the house in question was safe to use.
Fortune mentioned the Jay Cees will be stationed around the house, watching
for anything that could go wrong . Discussion followed.
Parker said the house that Mr. Brase owns has now been moved but there is
still an open basement and neither the house or the basement are very cafe.
Weismann mentioned the basement should be filled in and then went on to
explain the City 's side of the story for the house in question.
Gibbs asked if Brase had to have a permit for the house . Discussion followed.
Fortune mentioned that they had excellent coverage from the news media,
good co-operation with everybody and a huge turn-out of people and there
were no reports of any fires in the city during the week.
Chairman Burt had asked Mr. Petersen about TV coverage and Petersen said
that usually there will be some pictures and an essay reporting on Halloween
Safety and that he will be in contact with the Police Dept . to keep up on
what is happening in this area, Chairman Burt further stated that he had
also talked to Phyllis Singer with getting a good write-up on safety tips .
Discussion followed.
As there was no other business , Moved by O'Connor, seconded by Fortune
that the meeting adjourn.

SPECIAL SAFETY COMMITTEE MEETING
OCTOBER 4, 1977
The Mayor 's Safety Committee had a special meeting at 4: 30 P.M. in the
Mayor 's ConfUnce Room on Tuesday, October 4 to discuss Halloween Safety.
Present : Chairman Russell Burt , Theola Jay, Richard Price, William O'Connor,
Engineering Dept . John Lavender, Police Dept . Richard Voyek, Community
Development Joe Weismann, City Clerk Katherine Gibbs , Deputy Clerk Cohen Bond.
Chairman Burt called the Meeting to order.
Jay welcomed Katherine Breckunitch to the Meeting and introduced the Committee
members .
Chairman Burt asked if anyone had any recommendations for Halloween this year.
Jay produced a list of suggestions and read it aloud.
Chairman Burt asked if the suggestions were acceptable to the Committee.
All were in favor of the suggestions .
Chairman Burt then asked if the Police Dept . was getting ready for Halloween.
Voyek said that usually the Auxiliary Police were called in,so there will be
twice as much protection for the City.
Chairman Burt stated, if parents could watch over their neighborhood crosswalks
so as to keep children from being hit by cars ,will be a big help, then asked
what day Halloween will be observed for the Trick or Treaters .
Gibbs stated that Monday, October 31 will be the day observed.
Chairman Burt mentioned that with all of these suggestions , we should make
them public as soon as possible.
Jay added that she had checked with the TV Studio about "Take Five" and it was
already committed with no possible time to get the Committee Members on TV.
Gibbs mentioned that there were Public Affairs items on KWWL occasionally .
Jay agreed, and Tom Petersen has this talk with the public on high interest
items , and suggested that somebody call Grant Price to see if coverage of
Halloween Safety can be aired.
Chairman Burt said he will ask Mr. Price, then he asked O 'Connor if School system:
have anything scheduled for Halloween Safety .
O'Connor said he will notify the elementary teachers and ask them if they will
discuss this in their classrooms ,then he showed a bulletin that had been
circulated in previous years but was not being planned for this year and explainer
the reasons why.
Price stated that any cost incurred while publishing the bulletin is a small
price to pay for children's safety.
O 'Connor mentioned that the bulletin had been circulated twice before and it
might not have an _impact on children the third time around.
Chairman Burt asked if the design of the bulletin could be changed this year.
O 'Connor said the bulletins are good but the parents are the ones that should
be reached so they can explain the problem to their children.
Chairman Burt asked if there were any incidents last year with foreign objects
being put in the Halloween candy.

Voyek reported there were a few complaints but all were rather vague as to
who had done it .
Jay mentioned parents should take their children around the block on Halloween
so as to watch out for thier safety.
Price stated that the Safety Committee should be complimented on its actions in
the past .
O'Connor mentioned the teachers will probably reach most of the children with
safety tips before Halloween.
Jay said it would be a good idea for citizens to call in to the school board
and tell them what they think so the school board will initiate some help with
Halloween Safety possibly.
O'Connor stated that he will ask the Art Dept . at school to come up with some
new pictures and slogans for Halloween Safety and get them distributed to the
teachers so they can pass them out in their classes , and also bring a copy of
the finished product to the next Committee meeting.
Chairman Burt reported that last year churches in different areas had parties
with candies and games and wondered if anyone had heard of anything like it
this year. Discussion followed.
Gibbs asked if we could possibly approach the Ministerial Services Office and
see if they could help with a Halloween Program.
Voyek asked how old the children were that attended the Church functions .
Chairman Burt reported that most of the children were from 4 to 15 years old
that attended these functions last year.
Chairman Burt stressed the importance of children to not eat candy until they
get home so it can be checked over , also thinks that we should suggest to the
newspapers that children shouldn't eat unwrapped candy
Price mentioned the fact that old people which are on pensions and the like,
can't afford large amounts of store bought candy so they make popcorn balls , etc .
and are really happy when they can make a child something and suggested that
instead of throwing the items away maybe they can be checked before eating.
Voyek stated that the CBers are out helping the Police with their unmarked cars
and can see alot more than a marked police car.
Jay mentioned that the houses with the Blue Stars are safe houses for children
to go to when in need.
Breckunitch mentioned she likes the concept of the Blue Star Homes .
Price mentioned maybe a list of a the Blue Star Homes could be made and
distributed around so children can learn where to go in case of a problem.
Price asked that if the Committee is going to see about TV talk, maybe we
should try to get a message out on saturday mornings because that is when the
children use the TV the most .discussion followed.
Chairman Burt asked if the City has found a "Spook House" for this year.
Voyek stated one hasn't been found yet but we are still looking.

SAFETY COMMITTEE
SEPTEMBER 15, 1977
The Mayor's Safety Committee met on September 15, 1977 at 4:30 P.M. in the Mayor' s
Conference Room.
Present: Chairman "Russell Burt, B.L. Hawn, Theola Jay, Maurice Parker, Bill
O'Connor, Engineering Department Lavendar, Community Development Weismann and
Deputy Clerk Bond.
Chairman Burt called the meeting to order, Moved by reismann, Seconded by Parker
to approve minutes of the meeting of June 16, Motion Carried.
Chairman Burt asked if there was any old business to be discussed now.
Parker asked about the house on Logan Avenue next to the Salvation Army Post and
mentioned that it is in the process of being moved.
Weismann stated the Community Developments feelings about that house and mentioned
the original agreement, further explained that Brase didn't have Council approval,
so he bought a private lot and has already started preparations for that house,
and the City is completely out of it.
Hawn wanted to know if there was anyway to make sure the house was at least being
worked on or a time limit could possibly be put on the house now. Discussion
followed.
Weismann mentioned that Brase is only moving the house just a little way from
where it is now.
Chairman Burt went on to new business, and explained the dif2iculities in expressing
Halloween Safety precautions, and wondered if there couldn't be Halloween parties
in the schools instead of children going around trick or treating.
O'Connor said there were no preparations toward Halloween Safety that he knew of,
also mentioned the fact that schools have put out Safety Bulletins.
Chairman Burt stated that we need to start preparing now and wondered about tel-
evision coverage over this Halloween Safety problem for children.
O'Connor stated that kids should wear something bright and shouldn't eat any candy
until the children get home, and was in agreement that the Committee have a special
Safety Meeting to discuss Halloween Safety with the possibility of news coverage.
Jay introduced items from past newspapers dealing with Halloween Safety.
Parker stated that if the citizens knew that the Safety Committee was working on this
problem, maybe the citizens might become more involed.
Chairman Burt mentioned if wJ get the warnings out to so ,n, it probably won't
have much effect, but if we can gets it out a short time before it might have a
possitive effect.
Jay suggested calling television with the possibility of trying to get time on the
news sp t "Take Five" with a few Safety Commit�ee members to discuss Halloween
Safety.
Parker stated we should aim Halloween dangers at the parents first so they can
inform their children how to handle it.
O'Connor agreed that if the parents were reached first, children would listen to
their parents.
Chairman Burt asked Jay to check into the "Take Five" news spot.
Jay said that she already told Pat O'Connor about Safety Committee working on this
problem of Halloween Safety.
O'Connor asked about bicycle, pedestrian and bus safety in the city.
Jay mentioned that the Safety Committee should really zero in on this hazard.
Chairman Burt said the Committee should approach Mayor Rooff about this.
Jai* said maybe AAA could do something about this such as booklets or various other
attention getting ideas.
Lavender asked the Committee i '1\;igns couldn't be erected for b. clists since
there are signs for cars, why riot for bicycle's.
Jay mentioned the fact that there are no bicycle routes in ;Waterloo, Discussion followed.
Lavender stated that children don't see the danger in where or how to ride bicycles.
Parker informed the Committee that the State Law required teachers to teach bicycle
safety to their students.
Chairman Burt informed the Committee of the Engineer' s study of the Third Year
Block Grant Program Proposed Sidewalk Project, Alternative =--1 construction of
sidewalk on the east side of Idaho Street from Alta Vista Avenue to City View
Street and on the west side of Idaho Street from Independence Avenue to Tench
Street.
Alternative #2 consists of constructing sidewalk on both sides of Greenbrier Road
from Jakonda Drive to Hyperion Drive, on both ,sides of Oakwood Drive from Candle-
wick load to Greenbrier Road and on the south side of Oakwood Drive from Greenbr.La,r
Road to Cedar Bend Street, Then reviewed all of the possibilities.
Lavender mentioned the City nsineer' s recommendations and explained why.
Jay discussed the areas in question and the problem of previous years wit;. the
Greenbrier area. Discussion followed.
Weismann asked if we should approve both o etions ,-'1 and ,'=2.
Jay moved thet we approve alto hate #1 as a prime directive and also alternative 12
with reservations, Parker seconded. Motion carried.
WJeismann requested that immediate action be taken on alternative 11.
Chairman Burt introduced a letter from Dr. Karlowski requesting stoplight installation
at corners of Mitchell and Kimball Avenues and read Quintin Parkers answer to t is
letter.
Hawn moved and seconded by Jay that the letter from Dr. Karlowski be received and
placed on file. Motion carried.
Parker asked if anything was being done with the Sand Pit Swimming , also pointed out
that we should attempt something on this before next swimming season.
Chairman. Burt mentioned there axe no laws governing this and we really can't
enforce it to any extent without any laws.
Lavender mentioned the Mitchell Avenue Seed Pit was very dangerous as it was over
50 feet deep with major fluctuations of water te.noeratures, and suggested that signs
be posted.
Weismann asked if there were any signs out there now.
Chairman Burt asked how the fixtures for the handicapped was coming along.
Weismann explained that Community Development was suppling some money and a contract
was about to be let out dealing with remodeling of the restrooms in the City Hall
and examined various other problems in that area.
Hawn asked why the handicapped ramps were so rare in places with heavy shopping flow,
such as K Mart on Highway 412, when there is only one ramp to accomodate teat whole
complex.
Chairman Burt asked Lavender to see the City Engineer about the ramp problem as well
as in other places.
Weismann mentioned the stores probably wouldn't stand the cost of building them and
d ould possibily *.make provisions in a Block Grant with construction of perhaps
some more ramps.
As the meeting came to a close, it was unamiously decided a special Safety Meeting be
called Tuesday, October 4, 1977 at 4:30 to discuss in detail Halloween Safety for
children.
As there was no other business, Moved by Jay, seconded by Weismaun the meeting adjourn.

SAFETY COMMITTEE
JUNE 16 , 1977
The Mayor's Safety Committee met on June 16, 1977 at 4: 30 PoMo in the
Mayor 's Conference Room.
Present: Chairman Russell Burt , Assistant City Engineer Heinick, Fire Captain
Fortune, Deputy City Clerk Bond,
Chairman Burt called the meeting to order, Moved by Heinick, Seconded by
Fortune the minutes of previous meeting be approved, Motion Carried.
Chairman Burt stated the Committee is going to recess until the third week
in September and asked if all previous business could be taken care of.
Bond informed the Committee that Mrs . Jay had called in to the City Clerks
Office and said that Bill O 'Conner and herself could not attend this meeting
but had mentioned that City busses are pulling into Goodwill Industries to
pick up handicapped workers , so they don 't have to cross Falls Avenue.
Chairman Burt mentioned Phyllis Singer had taken care of publishing the skate-
board problem, also informed the Committee he had called the School Board
President and talked about getting skateboard information to the school
children, but didn 't get it out in time before school closing.
Fortune asked if there were any skateboard fatalities yet .
Chairman Burt stated no fatalities but there has been some injuries .
Chairman Burt mentioned that the house on Logan Avenue has not been moved yet
and should be asked of Brase if he is going to move it soon.
Heinick expressed the need for citizens to turn to their City Council with
problems such as these.
Chairman Burt asked Heinick about handicapped fixtures around the area. also
asked about sidewalk construction.
Heinick stated that a Block Grant is available for sidewalk projects and was
already in use on Idaho Street from Southview Drive to Independence Avenue,
also work was progressing in the Court House in the way of handicapped fixtures .
Chairman Burt asked about swimming safety in sand and gravel pits .
Fortune questioned the feasibility of enforcing any sort of safety and order
around areas such as these.
Heinick stated if you close one down, children will always find somewhere else
to go .
Chairman Burt asked about the Paving Projects and how they were progressing .
Heinick informed Chairman Burt , contractors have to get a contractors bond
and explained the rules and regulations before they can begin to work.
Chairman Burt called for any other business .
As there was no other business , Motioned by Fortune, Seconded by Heinick the
meeting ajourn. Motion Carried.

MINUTES OF MEETING
SAFETY COMMITTEE
MAY 19, 1977
The Mayor' s Safety Committee met on May 19, 1977 at 4: 30 P.M. in the
Mayor's Conference Room.
Present : Chairman Russell Burt , B.L. Hawn, City Clerk Gibbs , Community
Development Weissman, Engineering Department Thorson, Fire Captain Fortune.
Moved by Burt, seconded by Fortune that the minutes of the previous meeting
be approved. Motion Carried.
Chairman Burt asked if anything was being done about the entry into Irving
School and discussion followed.
Chairman Burt suggested Thorson ask the City Engineer what could be done
about this problem.
Chairman Burt mentioned that he had called Phyllis Singer about publishing
material about the skateboard problem, also mentioned that the article in
the paper was a very good one that dealt with this problem, further
interjected the problem of keeping children on skateboards out of the middle
of the street and how to enforce it.
Fortune stated that no more could be done than what was already being done.
Weissman stated that the same problem was happening with tricycles.
Chairman Burt said he called KWWL about an interview on the skateboard
problem and Jay was to ask the schoolboard about getting safety pamphlets to
the children.
Gibbs said the problem would be getting this information to the school
children before school closed.
Chairman Burt asked what was being done with the blocked up house on
Logan Avenue.
Gibbs stated that a Mr. Brase had bought the house.
Weissman informed the Committee the house had been previously turned down
by the Community Development Board, gave their reasons why Ind further
explained the HUD guidelines.
Gibbs reported, the City Council had given Brase one year to complete the
project.
Weissman said that the Community Development Board might reconsider if the
house isn't completed in its allocated time schedule.
Chairman Burt interjected it should be stipulated that the house has to be
completed in one year or else it will be torn down,
Chairman Burt asked Hawn about the handicapped crossing the street at Falls
Avenue to board the bus .
Hawn mentioned that he would ask Mr. Day about this before next meeting.
Chairman Burt informed the Committee that Jay was to talk to Mr. Elliott of
the bus company about moving the bus stop.
Chairman Burt asked what was being done about the handicapped in City Hallo
Thorson stated Parsons had met with an architect about various projects
dealing with the handicapped problem and it was progressing.
Hawn asked if there was anything being done in the Court House to meet the
handicapped requirements and discussion followed.
Chairman Burt inquired about sidewalk construction.
Thorson reported no projects were scheduled this year.
Chairman Burt asked about swimming in sand pits, '_ifeguards and enforcing
the " No Swimming Restrictions", discussion folluwedo

SAFETY COMMITTEE
APRIL 21, 1977
The Mayor's Safety Committee met on April 21, 1977 at 4: 30 P.M. in the
Mayor's Conference Room.
Present: Chairman Russell Burt, B.L0 Hawn, Theola Jay, William O 'Conner,
Carl Rogers , Police Sergeant Mike Beener representing Junior Grimm,
Community Development Lauriston
O 'Conner reported the entry into the Irving School parking lot was a large
mud hole and not a paved driveway.
There was discussion on the school taking care of this , and it was mentioned
as to what the city could do.
O'Conner submitted a cartoon emphazing the need to stay out of the
handicapped parking lots .
Rogers suggested the problem of getting the cartoon around to the public
and suggested that Pat O'Conner might write a story about this .
Jay mentioned that maybe they could talk to Mike Waring about a five minute
spot on the news break before 5: 30 P.M.
Discussed was about skateboards and bicycle riding in the streets as a
nuisance.
Jay asked if the Police Department could teach traffic safety to students .
Drafting a letter to bicycle riders ; was considered and O'Conner emphasized
the need to reach the parents.
Chairman Burt asked about the procedures of house demolition anc community
Devolpment Lauriston explained the procedures .
Chairman Burt informed the Committee of a house located next to the
Salvation Army Post and it 's condition, Community Development Lauriston
said that HUD was coming to look into the matter of that house.
O'Conner asked what would be done about a blocked up house located on
Highway 412 on which no apparent work was being done, Jay stated she had
been in touch with Mayor Rooff about it and Chairman Burt suggested this
request be in writing.
Hawn reported, it was an impossible task for the handicapped to cross the
street to board the bus at Falls Avenue between 4: 30 and 5: 30 P.M. and
asked if something could be done.
There was discussion on this problem and Jay said she would talk to
Mr. Elliott about the bus stop.
Police Sergeant Beener mentioned that he would talk to Quintin Parker
about the possibilities of signs or various other traffic control devices .
As there was no other business , it was moved by Chairman Burt , seconded by
Jay that the meeting be ajourned. Motion carried.

MINUTES OF MEETING
SAFETY COMMITTEE
MARCH 17, 1977
The Mayor 's Safety Committee met on March 17, 1977 at 4 :30 P.M. in the Mayor' s
Conference Room.
Present : Chairman Russell Burt , Theola Jay, William O'Connor, Maurice Parker,
Fire Captain Fortune, Engineering Dept. Eric Thorson, City Clerk Gibbs and
Councilman Bowers.
Moved by ,Tay, seconded by Fortune that the minutes of last meeting be approved.
Motion carried.
Thorson stated the lights on Deere Road and Ridgeway Avenue now flash during
day and left turn arrows are in.
Chairman Burt reported he surveyed Deeres and the employees were more pleased
now than the previous light program. Thorson confirmed that during the
weekend the lights flashed and Burt remarked the traffic moves much faster.
Fortune asked why there was a four-way stop at Ridgeway and Prospect, and
Thorson said that this was a political deal four or five years ago. Fortune
said twice as much traffic could be moved if the stop signs were at Ridgeway .
Jay inquired as to a study being made at Ridgeway and Prospect . Burt said
a study could be made and asked about sand and salt. He was informed that
Heinick was to take care of that.
Jay stated she was glad the Council didn 't throw out the sidewalks and it
being mandatory in new additions was discussed.
Fortune brought up the driveway approach on 700 block of Byron Avenue leading
to school parking lot and O'Connor stated a study would be made on the ap-
proach and brought to the next meeting.
Chairman Burt reported on the progress being made on handicapped, stating
there were two new signs at Eagles , which should help in reserving the spots .
He suggested in downtown there should be a little more publicity on reserving
the handicapped spots. A sticker for handicapped was discussed, as was
sending notes home with children.
Chairman Burt inquired as to some of the houses to be demolished and Parker
asked if a temporary fence could be erected around the building at Logan
Avenue owned by the Salvation Army.
Chairman Burt asked about installing signs for the handicapped and Thorson
said there was suppose to be block grant money for this and the City Engineer
and Building Official would be contacted by him. He stated something slnuld
be done in the near future.
Jay asked about bicycle paths, that she didn 't like the Mayor's Safety Com-
mittee used if it was not being consulted on the paths . She said the Com-
mittee has tried to do something about bikes everstn ce it formed.
O'Connor praised Bill Hoffman in Animal Control for the aid he has given to
schools and that he has enforced the dog ordinance section on walking dogs
but owner must clean up. School problems with dogs was discussed.
Parker asked that a light be installed in the Longfellow school area due
west of Franklin Street and south of IPS.
Parker stated that beginning the 28th of March, 1977 a bus was being put in
the above area and there was no way to cross Highway #20; that letters were
being sent to about forty children west of Franklin and south of IPS.
Chairman Burt called for any additional business, there being none, it was

SAFETY COMMITTEE
FEBRUARY 17 , 1977
The Mayor 's Safety Committee met on February 17 , 1977 at 4 :30 P.M. in the
Mayor 's Conference Room.
Present : Chairman ;ussell Burt , Bo L. Hawn, Theola Jay, Asst. City Engineer
Heinick and City Clerk Gibbs ,
Moved by Jay and seconded by Hawn that the minutes of the last meeting be
approved. Motion carried.
Mrs . Jay inquired about the light on Deere Road and was told it was still
being checked .
Chairman Burt stated if any schools were phased out, perhaps the City could
pick up a light which would be available.

Mrs . Jay stated the church /at Kimball and Mitchell ^.venue should be salt=d
or sanded and Heinick said more salt and sand would be provided when needed.
Chairman Burt said Ridgeway Avenue was to be widened and was informed the
project is two to three years away before all completed.
Gibbs two recommendations of Quintin Parker on the Irving School request
were accepted by the Council.
Heinick said the third year block grant allocation for sidewalks would be
$30,000 ; the Engineer 's No. 1 recommendation was the section of Idaho
to Independence to City View and also west side of Idaho Street .
Chairman Burt reported on new buildings , it was mandatory that sidewalk
be constructed.
Mrs. . Jay reported the people attending the Kiss Concert at the McElroy
Auditorium were well behaved and she was very pleased with the Fire and
Police Department supervision.
Chairman Burt asked about the progress on handicapped improvements in the
downtown area . Heinick said forty more ramps would be built starting about
April 1st . He commented that people were observing the handicapped parking
spaces .
Chairman Burt reported he talked to Joe Weissman about demolition of a
house on Webster Street on which the porch 4as falling down and children
were playing there, and Weissman said this was scheduled for demolition in
March.
Hawn reported he talked to Curt Parsons , Building Official, about installa-
tion of signs directing the handicapped to restroom, etc .
As there was no other business , it was moved by Jay, seconded ',g Hawn that
the meeting adjourn. Motion carried.

JANUARY 20, 1977
The Mayor's Safety Committee met on January 10, 1977 at 4 :30 P.M. in the
Council Chambers in City Hallo
Present : Chairman Russell Burt, Fred Owen, B. C. Hawn, John White, William
O'Connor, Asst. City Engineer Heinick, City Clerk Gibbs ; also, L. E. Taylor,
Principal Irving Elementary School and Mrs. Jo Anne Gorton, Irving PTA Safety
Chairman.
Moved by Owen and seconded by O'Connor that the minutes of the last meeting
be approved. Motion carried.
Chairman Burt called for old business and there was none.
Moved by Owen and seconded by Heinick that when Police Captain Grimm cannot
be present at the Safety Committee meetings that he send a representative
from the Police Department with power to act in his behalf. Motion carried,
There was a discussion on lowering the pay phones in the public phone booths
and Owen stated there was no actual program, and not on existing telephones .
Chairman Burt inquired if there were any new developments on the request
of last month from Frances Grout School and was told there were none .
A letter from the Irving Elementary School and Parent groups was read.
Moved by Hawn and seconded by O'Connor that the communication from the Irving
Elementary School and Parent groups be received and placed on file. Motion
carried.
Mrs . Jo Anne Gorton and Mr. L. E. Taylor briefly spoke on the hazards to
small children trying to cross West Ninth Street , danger to patrol children,
due to high speed limit .
A discussion followed on the problems of children attending Irving School.
Moved by Heinick and seconded by Owen that a letter be drafted to the Council
requesting the Irving School letter be received, placed on file and a study
made by Quintin Parker addressing the following :
1 - Possibility of no right turn on red at Williston Avenue and West Ninth
Street ;
2 - Review of speed limit on West Ninth Street ;
3 - School crossing light at West Ninth Street and Hawthorne Avenue
with a report back to the Council and Mayor 's Safety Committee. Gibbs will
take care of this .
Chairman Burt reported the light on Ridgeway and Deere Road was not function-
ing properly and recommended that the left turn arrow be added to existing
equipment for north bound traffic from Ridgeway Lo Deere Road. Heinick
said he would take care of this .
Chairman Burt reported an incident of a metal object in a cupcake.
Owen reported that a church on Kimball and Mitchell has a parking lot and
ties up traffic due to the driveway being within 20 ' of intersection. It
was suggested that more salt or sand be placed at this intersection as the
cars go sliding through the intersection. Heinick said he would take care
of this .
