Katherine Gibbs Secretary MINUTES OF MEETING SAFETY COMMITTEE September 19, 1974 The Safety Committee met on September 19, 1974 at 4: 30 P.M. , in the Mayor ' s Conference Room in City Hall . Present : Chairman Russell Burt, Fred Owen, I. J. Willadsen, Ken- neth Stultz, B. C. Hawn, Mrs. Paul Jay, Bruce Radue, Lt . Junior Grimm, Capt . Gene Fortune and Katherine Gibbs. Presiding: Chairman Russell Burt . Chairman Burt reported Mayor Rooff was not able to attend the meeting but did request a recommendation on the need of side- walk on Rainbow Drive, near the old Castle Hill School and De Soto Drive, as children were walking in the street . Lt . Grimm stated the committee had investigated this before, had a study made, and the people refused to go along with the program. Chairman Burt noted this area had been discussed twice. Capt . Gene Fortune suggested using the last recommendation. After further discussion, it was decided that Mayor Rooff be re- ferred back to the May 18, 1973 recommendation. Chairman Burt remarked of further action was needed , a special meeting could be called. Chairman Burt mentioned the various articles in the Waterloo Daily Courier, stating the committee has been working a long time to get the safety problems solved in Waterloo but the harder the committee worked to provide safety for children, it appeared the children were taking short cuts and not abiding by the safety regulations, that dodging between cars was uncalled for and they should not be taking chances like this. Mrs. Jay felt the older children do this, not the younger ones, and reminded the committee of the law that safety has to be taught in the schools. City Engineer Bruce Radue remarked that maybe the program was inadequate, and asked how far could a school control the child- ren once they left the school . Turning on red light after stopping, children riding bikes in the middle of the street , crossing on University Ave. , jay waMng were discussed. City Engineer Bruce Radue said this council was sympathic to the construction of sidewalk. Chairman Burt stated the committee made a survey of all the schools and made a recommendation that would be acceptable to the council and all they had to do was to put it in force. Lt . Grimm said the cost was prohibitive. Kenneth Stultz asked how could the committee justify that people keep their sidewalks in good repair and others not put in side- walks. Fred Owen inquired if the stop light at Maynard and Ansborough was still there and Lt . Grimm reported a flashing light was being put in for Cattle Congress. Chairman Burt reminded the committee that Halloween would be next month, last year ' s recommendations were good, and they should get on top of this right now. Kenneth Stultz suggested making the same recommendations as last year. Chairman Burt read the minutes of Oct 24, 1973 and asked if any- thing should be added to this. Mentioned were, wearing something white or bright , children accompanied by someone responsible, par- ents patroling, school programs, children staying in their own neighborhoods. Chairman Burt stated there would be another meeting before Hallo- ween, it wouldn ' t hurt to have some kind of news release at that time. Reporting of street lights which were out was encouraged , and the wearing of helmets when riding motorcycles was endorsed . Chairman Burt stated the committee could start thinking about by- cycles and maybe at next meeting a recommendation could be made that would be acceptable to the people. Lt . Grimm reported verbal warnings to the children were being made and seem to be doing some good . There being no further business, the meeting was adjourned to the third Thursday of October, 1974. Present : Chairman Russell Burt , B. C. Hahn, I. J. Willadsen, Lt. Junior Grimm, John Welch, Mrs. Paul Jay and Andrew A. Blomberg. Presiding : Chairman Russell Burt . Lt. Grimm reported on bicycle personal injuries and deaths. There was one death in 1973 and one in 1968. The Youth Aid officers do send out form letters for violation of public safety. At the intersection of Hewitt and Newell , the bushes have still not been trimmed and this is a hazard. Lt . Grimm with check on this location. The Maynard and Ansborough intersection will be checked by the City Engineer. Ramps for the handicapped were discussed. There has been a delay in checking on this , due to personnel changes in the Engineering Department , but the Engineering Department will check on this. There is a need to have the bushes trimmed at Martin Road and Ansborough at the stop signs . Hahn asked if Conway Square would have adequate parking during conventions . Welch reported that the Chamber is studying this . It will be 16 months before the convention center will open. Lt. Grimm asked that contractors be required to clean the streets . This was referred to the Engineers . It was moved by Willadsen and seconded by Welch that we have no meeting in August unless we are notified. Motion carried. Blomberg Secretary MINUTES OF MEETING Safety Committee June 20, 1974 The Safety Committee met June 20, 1974 at 4:30 P.M. , in the Mayor's Confer- ence Room in City Hall . Present: Chairman Russell Burt, B. C. Hawn, Richard Price, Fred Owen, John Clover, John Welch, Mrs. Paul Jay, Lt. Junior Grimm and Andrew Blomberg. Presiding: Chairman Russell Burt. Bicycle safety was discussed. Chapter 8, Sec. 8-10, of the City of Waterloo Code of Ordinances (bicycle ordinance) should be enforced to be effective. We need more publicity on bicycle safety. Students do receive safety information from kindergarten on to the upper grades. The City Council should be notified regarding bicycle safety not being enforced. Personal injuries, even deaths, have resulted from accidents involving bicycles. Lt. Junior Grimm stated the Police Department has started an enforcement program for bicycles, but it is too early to tell how extensive a program it will be. Lt. Grimm will check the records and see the number of accidents and personal injuries due to bicycles on record. (Copies of the "Bicycle Ordinance" will be sent to the Safety Committee members). Owen reported that at the intersection of Maynard and Ansborough, some 230 cars were held up in traffic, while only 6 cars entered this intersection from Maynard at this time. It is recommended we change the traffic signal at this intersection. This has been reported to the City Engineering Department and they will make this study as soon as possible during the summer. Railroad switching has held up traffic for 15 minutes on East 4th Street. Lt. Grimm reported the railroads are on a schedule and this does inconvenience car traffic. Lt. Grimm also reported on the tie-up of traffic on Westfield Avenue, which was due to the train having to build up air pressure for brakes in order to move, and someone waiting after the train had the air pressure built up, pulled the lever and released the air pressure and they had to wait an addi- tional 15 minutes while this pressure was being built up again. The State law regarding building ramps for the handicapped was discussed. We will check with Feldon Petrides and make sure these ramps will be included in the downtown improvements. Chairman Burt reported the bushes atNewell and Hewitt Streets need to be trimmed, as traffic must pull out to see if traffic is approaching on Newell Street. Chairman Burt asked that if the view is obstructed, can we cut the bushes. Lt. Grimm reported we can trim them on public property, but if they are on private property we cannot trim these bushes. (I talked with Quintin Parker of our traffic sign department, and he will check this location and see if the bushes are on City property and if they are, we will get the Forestry Department to trim them. If they are on private property, we will try to encourage the property owner to trim the hedge. ) The question was brought up regarding the Ridgeway and Baltimore intersection. The traffic and pedestrian count does not meet the criteria for a traffic signal at this location, and, also, the cost of a traffic signal at any location is approximately $20,000. A "crosswalk" will be painted on the pavement before school -2- starts in the fall and if people are not stopping at this crosswalk, we will refer this to the Police Department to give tickets to violators at the cross- walk. If cars are not allowing the children an opportunity to cross the street, the crosswalk supervisors can report the cars that do not, to the Police Depart- ment. Blomberg Secretary AAB/mc MINUTES OF MEETING SAFETY COMMITTEE April 18, 1974 The Safety Committee met April 18, 1974 at 4:30 P.M. in the Mayor's Conference Room in City Hall . Present: Russell Burt, John Clover, Richard Price, Tade Gerischer, Fred Owen, B. C. Hawn and Andrew Blomberg. Presiding: Chairman Russell Burt. Tade Gerischer reported on the traffic count at the W. 5th St. and Allen intersection. He also reported there were no accidents of record and recommended that we leave this parking situation as it is. It was moved by Owen and seconded by Price that we concur with Gerischer's recommendation and leave the parking as it is. Motion carried. Gerischer also reported on St. Edwards School . There is no problem at these stop signs. Gerischer and Sgt. Kimball did not observe any problem, but they said we could put a stop sign on the reverse side of the present sign. It was moved by Price and seconded by Owen that we concur with these recommendations and put a stop sign on the reverse side of the signs. Gerischer reported on the accident report by the Police Department. There is a need for bicycle enforcement of traffic laws. He reported on the need for an educational program on bicycle safety and recommended that we check the bicycle ordinance. (A copy of the bicycle ordinance is at- tached to these minutes. ) It was moved by Price and seconded by Owen that we notify the City Council of the need of an educational program regarding bicycles and that we enforce the traffic laws for bicycles. Motion carried. B. C. Hawn brought up the subject of ramp facilities for the handicapped at intersections and all public buildings. Tade Gerischer reported that the City Engineer is doing research on a program for ramps for the handicapped and will furnish us with a copy when this report is finished. There being no futher business, it was moved by Price and seconded by Owen that the meeting adjourn. Motion carried. /' Andrew A. Blomberg Secretary MINUTES OF MEETING SAFETY COMMITTEE March 21 , 1974 The Safety Coiiunittee met March 21 , 1974 at 4: 30 P. M. in the Mayor' s Conference Room in City Hall. Present : Russell Burt, Dewayne Kimball, John Clover, I. J. Willadsen , Capt . Eugene Fortune , Mrs . George Sadd, Richard Price and Andrew Blomberg. Presiding : Chairman Russell Burt . The minutes of the regular meeting held on February 21 , 1974 were read and approved. Chairman Burt read a report from Tade Gerischer on the Sunnyside and University intersection. There will be a change in the construction schedule . We recommend that at the intersection of W. 5th & Allen , we remove the parking of one car at the corner, at least during the major school traffic. Tade Gerischer will check this inter- section. We will check with Gerischer and Kenny Fox regarding the changing of the light timing at Black Hawk Road and Ansborough. The bill has been passed by the State Legislature , allowing "right turn on red" at any intersection , except if the City has an ordinance prohibiting this right turn. Then the City would have to post a sign to this effect . Gerischer will check regard- ing prohibiting "right turn on red" at the intersection of Willis- ton and W. llth. St . Edwards School would like the school signals that were taken out by Emerson School put up by their school. Gerischer will check on this . Clover reported a child was hit on the corner of Kimball and W. 3rd, but this was not reported to the Police Department . We are checking on sidewalks by Kittrell School. The proper- ty owners have now put in their sidewalks and they are requesting that the City put in the sidewalks by the City park. We will refer this to the Engineering Department to see that this be in- cluded in the next sidewalk program. There being no further business , the meeting adjourned. Andrew A. Blomberg Secretary AAB/mc MINUTES OF MEETING SAFETY COMMITTEE February 21 , 1974 The Safety Committee met February 21 , 1974 at 4:30 P.M. in the Mayor's Conference Room in City Hall . PRESENT: Russell Burt, Fred Owen, Tade Gerischer, Richard Price, Capt. Eugene Fortune , Rosie Petersen and Andrew Blomberg. Presiding: Chairman Russell Burt. The minutes of the regular meeting held on January 24, 1974 were read and approved. Tade Gerisher reported the Mayor will meet with residents in the Maynard- Ansborough intersection area and we will possibly close this intersection. Gerischer related "right turn on red" will be legal on all instersections if present legislation is approved by the State Legislature. Chairman Burt reported that a person leaving Deeres' and crossing #218 at Sunnyside, fell while crossing the construction area. Gerischer will check and see if anything can be done. The contractor could be required to provide one crossing. Gerischer reported the 5th and Allen instersection will be looked at to see if parking can be limited during peak hours. Gerischer also reported that Black Hawk Road and Ansborough can be checked to see if timing can be changed or adjusted as this hampers #218 traffic. Blomberg Secretary AAB/mc MINUTES OF MEETING SAFETY COMMITTEE January 24 , 1974 The Safety Committee met January 24, 1974 at 4:: 30 P. M. in the Mayor' s Conference Room in City Hall . PRESENT : Russell Burt , Richard Price , John Clover, Tade Gerischer, Sgt . Kimball , Fred Owen and Andrew Blomberg. Presiding: Chairman Russell Burt. The minutes of the regular meeting held on November 15 , 1973 were approved as read. Chairman Burt reported of meeting with Mayor Rooff. The mayor wants a continuation of the Safety program. There was a discussion about the Conger-Rainbow Drive-Westfield intersection. Gerischer pointed out that the mayor does want the backing of the Safety Coiluuiittee . Regarding "Right turn on red" signals , the Highway Commission does not give full backing for these signals . At the intersection of Ansborough and Ridgemont , Gerischer suggested getting a representative from AAA or a safety patrol leader. The intersection of Maynard and Ansborough was discussed and various solutions were suggested. It was moved. by Owen and seconded by Price that the traffic signal be removed on Ansborough and a boulevard stop be placed on Maynard. People should be en- couraged to use the Upton-Ansborough intersection. Motion carried. Clover reported regarding sidewalks needed around the schools and suggested giving a copy of the sidewalk program to Councilman Harold Getty. There being no further business , the meeting adjourned.
