SAFETY COMMITTEE
November 15, 1973
The Safety Committee met November 15, 1973 at 4:30 P.M. in the Mayor's
Conference Room in City Hall.
PRESENT: Chairman Russell Burt, Kenneth Stultz, John Clover, Tade Geri-
scher, Nancy Burns, Kevin Kelly, Richard Price, Mrs. George Sadd, Fred
Owen, Rosie Peterson, Mrs. Jack Golden and Andrew Blomberg.
Presiding: Chairman Russell Burt.
Tade Gerischer reported on the study made of Baltimore and Ridgeway.
This does not meet the criteria for a traffic signal. It is possible
to have adult crossing guard the first school month of the year and the
last school month of the year. All new traffic signals have to be fully
actuated according to the new Highway Safety Act. There can be school
signals between blocks. It was moved by Clover and seconded by Owen
that the above report of Tade Gerischer be received and placed on file.
A possible safety problem in the Lowell School area at the intersection
o f West llth Street and Williston was discussed. This has to do with a
"right turn after stop" on a red signal. Richard Price reported we are
concerned about the safety of children, and especially kingergarten
children. It was moved by Owen and seconded by Clover that "right turn
after stop" on a red signal near schools be reviewed to see if it warrants
✓ emoval of these signs, and a report on this study will be discussed at
our next meeting.
Kevin Kelly, a teacher at Westridge Elementary School, has made a study
o f the number of vehicles going through the intersection of Ansborough
and Ridgemont. Sixty children cross Ansborough at this intersection at
noon and after school. In checking our traffic ordinance, the speed
limit on Ansborough is 35 miles per hour The State Code says the limit
near schools is 25 miles per hour unless there is a city ordinance which
changes this to another posted speed limit, which in this case is 35 miles
per hour according to our ordinance. It was moved by Price and seconded
by Owen that we have a traffic engineering study at this intersection,
with possibly an adult crossing guard at this location, if warranted.
An inquiry has been received regarding the possibility of placing a stop
sign for vehicles leaving Central High School. This falls out of the
✓ ealm of the Safety Committee but will be referred to the Engineering
Department for study.
For the safety of children attending Washburn School, it has been suggested
that a flashing crossing signal be placed at the railroad crossing and
East Shaulis Road. Tade Gerischer will reply to this inquiry.

MINUTES OF MEETING
SAFETY COMMITTEE
The Safety Committee met October 24, 1973 at 4 :30 P.M. in the Mayor 's
Conference Room in City Hall.
PRESENT : Chairman Russell Burt , Fred Owen, Mrs. Robert Hansen, Lt.
Junior Grimm, Asst. Police Chief Roland Drewelow, Mrs. Roland Drewelow,
and Andrew A. Blomberg.
PRESIDING: Chairman Russell Burt.
Mrs . Roland Drewelow presented a petition with 202 signers , requesting
that a traffic signal be placed at Baltimore and Ridgeway. At the
present time there is a four-way stop at this intersection, but after
stopping for the stop sign, drivers do not wait for the children to
cross the street. The petition was received and will be forwarded
to the City Council with the Safety Committee 's recommendation that
the City Engineer make a study to see if this meets the criteria for
the installation of a traffic signal. If it does meet this criteria ,
we recommend that the City install this signal.
Safety suggestions for Halloween, which is October 31st , were discussed.
It was moved by Owen and seconded by Hansen that we send out a news
release cautioning motorists to drive with care on October 31st, which
will be "Tricks or Treats" night. The public should be reminded that
this is a school night and the curfew is in effect .

around all schools , and that the City adopt a policy requiring all new
dwellings in residential districts be required to install sidewalks.
Owens brought up the problem of cars parking too close to corners.
The problem is that motorists in compact cars cannot be spotted because
of cars parking too close to corners.
It was also recommended that the City install sidewalks near Kittrell
School on the east side of West llth Street by C. A. Morris Park, from
Howard Street to Ridgeway.
There being no further business , the meeting adjourned.

Gentlemen:
There will be a meeting of the Mayor 's Safety Committee
at 4 :00 P.M. on Thursday, May 17th in the Council
Chambers in City Hall.
The main item of discussion will be sidewalks in
the near vicinity of uthe schools in Waterloo.
Representatives of all of the schools involved
in this proposed sidewalk program will be in attend-
ance.
The primary purpose of the sidewalks in these areas
is the safety of the school children going to and from
school.
There will also be a discussion of a traffic light
at Rainbow Drive and DeSoto Street.
We will appreciate all the publicity you can give us
and would also appreciate it if you could have a
newsman attend this meeting.
