Thursday, December 7 , 1972 at 4:30 P .M. in the
Mayor 's Conference Room in City Hall.
Special emphasis will be on the construction
of sidewalks and how to organize people in favor of
the sidewalks to get a favorable request to the Council.

MINUTES OF MEETING
SAFETY COMMITTEE
October 5, 1972
The Safety Committee met October 5, 1972, at 4:30 P.M. in the
Mayor 's Conference Room in City Hall.
PRESENT: Carl Rogers, Richard Price, Gene Fortune, Mrs. George
Sadd, Russell Burt , Dick King and Andrew Blomberg.
It was moved by Mrs. Sadd and seconded by Captain Fortune that
the minutes of our last meeting be approved. Motion carried.
City Engineer Richard King reported that the Sidewalk Contract
on Downing Avenue should be completed this fall. We are working
on a sidewalk program on Easton Avenue, near West High School.
Mrs . Sadd reported we need to have the support of the Parent-
Teachers Association of the school in order to get sidewalks
in this area . The support of the P.T.A. is needed for a success-
ful sidewalk program near any school.
The Parent-Teachers Association of Van Eaton School was concerned
about drainage at Ashland Avenue and Donald Street. If sidewalks
and adequate drainage cannot be provided soon, they wondered
whether free bus transportation could be offered to the school
children in this area , during the months of November through April.
It was suggested that the P.T.A. of Van Eaton School write a letter
to the City, to have a storm sewer program developed in this area
and also to request the school to furnish free bus service during
the months of November through April.
Fire Prevention Week was explained by Captain Fortune. He reported
that all schools will be contacted during this week. He also ex-
plained that if residents would keep bedroom doors closed, this
would give residents 15 to 20 additional minutes in case of a fire.
86% of persons who die in fires, die of smoke inhalation.
The possibility of having a bicycle safety rod€ o next spring was
discussed. This could be one way we could promote safety.

Because of lack of a quorum, the Safety
Committee did not meet on May 25, 1972.
It is urgent that we recommend that the
Downing Avenue sidewalk program be taken
separately in order for it to be completed
by the time school starts in the fall.
Therefore, the Safety Couutiittee will meet
Wednesday, May 31, 1972 , in the Mayor 's

MINUTES OF MEETING
SAFETY COMMITTEE
The Safety Coiiuuittee met May 31, 1972 , at 4 : 30 P.M. in the Mayor 's
Conference Room in City Hall.
PRESENT: Chairman Russell Burt, Kenneth Stultz, John Clover , Carl
Rogers , Tade Gerischer, Gene Fortune, I. J. Willadsen, Richard Price,
Junior Grimm and Andrew A. Blomberg.
PRESIDING: Chairman Russell Burt.
The minutes of the Safety Co►nuiittee Meeting held April 13, 1972 were
approved.
Tade Gerischer reported that the sidewalk program has been referred to
the City Council as a whole. The Engineer suggested that we make a recom-
mendation for Downing Avenue as a separate project . Ken Stultz reported
the position of the Safety Coiiuuittee, that we insist that the total
sidewalk program #40 be installed.
It was moved by Stultz and seconded by Price that the total sidewalk
program #40 be put in this year, with emphasis placed on Downing Avenue
to be done by the time school starts this fall.
The Safety Couuitittee will have to be specific as to what our budget
will be used for. This will be discussed at a future meeting.
Chairman Burt brought out the need for publicity. It was suggested by
Stultz that the minutes of the meetings of the Safety Couuuittee be sent
to the news media . Any suggestions or recommendations should be put in
writing and sent to the Safety Committee, City Hall, Box 2398, Waterloo.
The newly elected officers , Russell Burt, Chairman, I. J. Willadsen, Vice-
Chairman and Andrew A . Blomberg, Secretary, should be put in the news .
Ken Stultz reported that under public and health act, cities were excluded,
and under the State of Iowa , they were included. He recommended that the
City of Waterloo have a safety couuaittee in a cooperative venture with the
County of Black Hawk. Stultz would volunteer and order manuals necessary
to carry out such a program. It was decided to send a letter to the
Board of Supervisors to cpordinate a safety program to coincide with
O. S.H.A (Occupational and Safety Health Act) .
Richard Price asked about a turning lane on Ansborough and Westfield.
Grimm reported that this is an intersection coming out of the Dairy Cattle
Congress , which would cause some problems but this would be corrected
when the River Road was completed.

Stultz asked if we could do anything for tornado season and how the
Safety Coiiuiiittee could help. Chairman Burt asked how tornado warnings
information is presented to the public. Rogers reported of complaints
for breaking into programs , but people like to know about relatives who
live in other areas and they will continue to do this as long as the
news media gives free time.
It was moved by Price and seconded by Stultz that the meeting adjourn.
The next meeting of the Safety Coituuittee will be held Thursday, June 22,
1972 at 4 :30 P .M. in the Mayor 's Conf?rence Room in City Hall.

PRESENT: Russell Burt, John Colver, Mrs. George Sadd, I. J. Willadsen,
Richard King, Carl Rogers , Bob Camarata and Andrew A. Blomberg.
The minutes of the Safety Committee Meeting held March 16, 1972 were
approved.
City Engineer Richard King presented a report on sidewalks and asked
certain deviations where sidewalks are not feasible. He reported that
if we push for sidewalks where not feasible, it may kill the whole
sidewalk program.
It was moved by Burt and seconded by Clover that we concur with the
recommendation of the City Engineer and send a copy of his letter to
the City Council.
It was moved by Mrs. Sadd and seconded by Clover that Russell Burt
be appointed chairman of the Safety Coiiuuittee. Motion carried.
The discussion on the purpose and direction of the Safety Committee
was deferred until next month.
Bob Camarata reported on the City of Waterloo 's safety program and
the new Federal safety standards. He mentioned we may contact the
Guard regarding helicopter rescue service which could be used within
Waterloo. After a discussion, it was felt he could follow up on this ,
but we would need more information to assume liability that could be
involved. It was moved by Mrs. Sadd and seconded by Clover that we
send a copy of this letter to the members of the committee.
There being no further business , the meeting adjourned.
The next meeting of the Safety Committee will be held Thursday,
May 18, 1972 at 4:30 P.M. in the Mayor 's Conference Room in City Hall.

MINUTES OF SAFETY COMMITTEE
MEETING
The Safety Committee met March 16, 1972, at 4:30 P.M. in the Mayor 's
Conference Room in City Hall.
PRESENT: Fred Owen, Junior Grimm, Bob Camarata , Mrs. George Sadd,
Kenneth Stultz, Russell Burt and Andrew Blomberg.
PRESIDING: Secretary Andrew Blomberg.
Fred Owens was appointed to fill the term of John Wallish, who was
transferred. At the April meeting we will elect a chairman, so we
hope all members of the Couuuittee can be there.
The Health and Safety Act was explained by Bob Camarata .
Tade Gerischer reported the traffic study had been made at West
Third and Wellington Streets and has sent a letter to the Mayor and
Council that a traffic control not be placed at this location --
the reason being that this does not meet the criteria for a traffic
control device. The study reached 8 points and 10 points are required
for a crosswalk. This intersection already has a marked crosswalk.
It was moved by Ken Stultz and seconded by Mrs. Sadd that the secre-
tary send a letter to the Mayor and Council supporting the criteria
and urge the Council that they turn down an additional traffic control
device at this location. Motion carried.
Andrew Blomberg reported he will notify the Safety Committee when
the hearing is held on the 1972 sidewalk program.
Mrs. Sadd reported that we need to establish a purpose and direction
for the Safety Couuuittee and a budget to implement this purpose and
direction. This will be brought up at the next meeting so you may
be thinking about it.
The next meeting of the Safety Couuuittee will be held Thursday,
April 13, 1972 in the Mayor 's Conference Room in City Hall at 4:30
P .M.

MINUTES OF MEETING
SAFETY COMMITTEE
The Safety Couuuittee met January 20, 1972, at 4:30 P.M. in the
Mayor 's Conference Room in City Hall.
PRESENT: Mayor Turner, Russell Burt, Robert Camarata , Jim Glaza ,
Tade Gerischer, John Clover, Richard Price, Mrs. George Sadd, Mrs.
Paula Keefe and Andrew Blomberg.
Mrs . Keefe and Jim Glaza explained the need of a traffic signal
at Independence Avenue and Nevada Street , where 55 children use
this crossing. It was moved by Mrs. Sadd and seconded by Russell
Burt that the need of a traffic signal at Independence Avenue and
Nevada Street be referred to the traffic engineers to make a study
and refer it back to the Safety Committee for their recommendation
if it meets the criteria for a signal. Motion carried.
Mayor Turner made a recouuniendation on employee safety. Bob Camarata
reported that Jerry Addy, Commissioner of the State Bureau of Labor,
will be in Waterloo, February 2, 1972, for a meeting in the Council
Chambers and anyone may attend. This meeting was later cancelled
due to the death of the City Sanitarian.
Mrs . Sadd asked if the City could budget money for a campaign for
safety at different times . Mayor Turner suggested that we develop
a budget and see what can be done with it.
The petition for a traffic control device at West 3rd and Wellington
Streets was discussed. The results of the study by the Traffic En-
gineer and his recommendation, concurred by the Police Department, is
that a traffic control device is not needed at this location. It was
moved by Richard Price and seconded by John Clover that we do not put
an additional control device at West 3rd and Wellington Streets .
Motion carried.
Mrs . Sadd reported that Downing Avenue will be a new entrance to the
Central High School. She recommended that sidewalks be put in on
Downing Avenue. Tade Gerischer reported that the sidewalks are in
next year 's program. Mrs. Sadd also recommended a traffic signal be
installed before traffic study could be made. The recommendation
was made that we have the traffic signals on hand and have the study
after school opens in the fall, to see what kind of traffic control
is required for Black Hawk School.
Russell Burt reported there were no school signs for Lafayette School
and this was referred to Parker, to see that there are adequate signs
put up in the school area .

I have been informed that John Wallish from Northwestern Bell
Telephone Company has been transferred to Des Moines and will
no longer be able to be chairman of the Safety Committee.
The next Safety Coituuittee Meeting will be held Thursday, February
17, 1972 at 4:30 P.M. in the Mayor 's conference room at City Hall.
