SAFETY COMMITTEE
The Safety Coiiuuittee met November 4, 1971, at 4:30 P.M. in City Hall .
PRESENT: I. F. Willadsen, Mrs . George Sadd, Russell Burt, Junior
Grimm, Gene Fortune, Richard Price and Andrew Blomberg.
Vice-Chairman Willadsen presided.
Junior Griiiuu reported on the feasibility of placing a school safety
and crosswalk sign at Martin Road and Ansborough Avenue and stated
that this does not meet the criteria for a traffic signal. Before the
complete study was made, crosswalk signs were put in by the Traffic
Sign Department, so he feels the study was unnecessary.
The traffic signal at the intersection of Adrian and Highway #20 was
denied by the Highway Commission, as was reported at the last meeting.
The City Clerk reported he will check into the federal funding for
the Traffic Safety Program and report back at the next meeting.
There was a discussion of the snow removal emergency routes and each
member was given a copy of the snow routes in use by the Street De-
partment. These are not the emergency snow removal routes to be
designated. The secretary reported there is a meeting scheduled
for Tuesday, November 9th, to discuss which streets would be desig-
nated as emergency routes and he will report back to the coiiuuittee.
It was requested that the Traffic Control booklets printed by the
City of Waterloo should be furnished to all the members and should
be available to all schools in the Waterloo school system. Therefore,
it is recommended that we print more booklets . Enclosed is a copy of
this booklet for those who have not received a copy.
The next meeting of the Safety Committee will be held January 20,
1972, at 4:30 P.M. in the Mayor 's conference room.

MINUTES OF MEETING ni
The Safety Committee met September 30, 1971 , at 4: 30 P.M. in
City Hall.
PRESENT - - John Wallish, Arnold Zellman, Richard Price, Harry Button,
Mrs . George Sadd, John Clover, Russell Burt , Carl Rogers , Gene For-
tune and Junior Grimm.
Chairman John Wallish presided.
OLD BUSINESS -- The following was reported to the committee :
1. The ordinance on snow removal emergency routes is being
worked on and will be ready shortly. Also, the emergency routes
are being worked out.
2. The Iowa Public Service will complete the lighting on
Highway #218 before November 1, 1971.
3. The project on Ridgeway and Highway #218 will not be done
until Spring of 1972.
4. The traffic signal at the intersection of Adrian and
Highway #20 will not be approved by the Iowa Highway Commission
because it is not a fully actuated traffic signal .
S. The request for sidewalks north of Highway #20 along
Idaho Street will be included in the next sidewalk program, start-
ing with the summer of 1972.

NEW BUSINESS --
Chairman John Wallish said that the snow removal ordinance and
designated emergency routes will be discussed at the next meeting.
Committeeman, Richard Price, reported that in the Devonshire school
district from Martin Road to Highway #63, and particularly Ansborough
Avenue, this area has no sidewalks and represents a danger to the
school children. A motion was made and seconded that Junior Grimm
should check the school zone and report back to the Safety Committee
at the next meeting as to the feasibility of placing a school signal
and crosswalk sign at Ansborough Avenue, or schedule a school Safety
Patrol. He plans to visit with the principal of the school in re-
gards to these suggestions .
A motion was made, seconded and inanimously adopted to request the
City Council to enforce the Subdivision Policy on Sidewalks .
Chairman John Wallish inquired about Federal highway money that is
available for the funding of traffic safety programs in Iowa cities
and towns , from 40% to 75% of the total cost. He plans to discuss
this matter with City Clerk Andrew Blomberg and report back at our
next meeting.
The committee was reminded that Fire Prevention Week is October
3rd thru October 9th and Gene Fortune reported that all news media ,
radio, T.V. and newspapers, are most cooperative in publicizing this
event.
A motion was made and seconded to adjourn at 5 : 15 P.M.
The next Safety Committee meeting will be held Thursday, A*t___gr ^_1-,

Minutes of Meeting
The Safety Committee net June 24, 1971,, at City Hall. Those F`
present were: John Wallish, I. J. Willadsen, Andrew A. Blom- '
berg, Richard Price, Harry Button, Mrs. George Sadd, John
Clover, Russell Burt , Carl Rogers, Gene Fortune, Junior Grimm
and Tade Gerischer.
Chairman John Wallish presiding.
There was a discussion regarding snow removal routes and a
fr c, motion was made by Richard Price and seconded by Mr. Willadsen
that the Safety Conuuission request the City Council to establish
a snow removal route ordinance, together with the Engineers ,
Street Department, Fire, Police and Civil Defense departments,
so that 48 hours after a certain amount of snow, the Mayor would 'I
declare an emergency and allow no parking on these streets.
The motion was carried.
The question was raised as to why there was a backup on West
First Street and Washington for a left turn. It was reported
by Tade Gerischer that the improvement on the highway will be
made by the Highway Commission when the street is revised.
Chairman Wallish wanted to know when Iowa Public Service would
1,( / 1, complete the lighting on Highway 218 and Tade Gerischer reported
this should be done within the next thirty days .
The Chairman asked when Ridgeway and Highway 218 would be fixed
)-)---A and Tade Gerischer reported the Mayor and Public Works Director
are working with the Iowa Highway Commission to work out financing
on this project. It is possible this would be done this fall.
After a discussion by the committee on the intersection of Adrian
and Highway 20, Tade Gerischer reported that a study was made of
this intersection before school was out and it does meet the

criteria for a traffic signal. So it was moved by Mrs. Sadd and
As,- seconded by Richard Price that the request be made by the Chairman
tur6A of the Safety Committee to the City Council that a traffic signal
be placed at the intersection of Adrian and Highway 20. Motion
carried.
The request for sidewalks from North of Highway 20 along Idaho
to McKinstry Junior High School was discussed, together with '`

the petitions on this request. It was moved by Richard Price
and seconded by Mr. Burt that the Chairman send a request to `a
the City Council that these sidewalks be included in this year 's s
sidewalk program. Motion carried. j"

Mr. Burt reported that the school for the discussion of the
traffic criteria was well attended and members of the school
board were present.

MINUTES
The meeting of the Safety Committee was called to order by Chairman
Ken Stultz.
Publicity on criteria for installing traffic control devices was
presented and explained by Tade Gerischer of the Engineering Department.
The Courier publicity will be on Tuesday morning, February 16th.
Moved by Willadsen, seconded by Clover that the report be accepted
and submitted to the City Council for adoption. Carried.
Discussion was held on the matter of snow removal and that this could
be done better such as using wing plows to knock down drifts along side the
road. Also, calendar parking would aid in snow removal, street sweeping
and removal of junk cars in the street.
The sub-committee, comprised of city employees, was authorized to draw
up a policy of calendar parking to be submitted to the City Council.
Election of officers was held with the following results:
Chairman - John Wallish
Vice-Chairman - I. J. Willadsen
Secretary - Andrew A. Blomberg
Meeting was adjourned.

NEWS RELEASE
At the regular meeting of Mayor Turner's Safety Committee, a new
chairman was elected who is John Wallish from Bell Telphone Company.
Vice-chairman is I, J. Willadsen from Deere & Company and secretary is
Andrew A. Blomberg, City Clerk.
Criteria for installing traffic control devices in and near schools
was discussed and will be presented to the City Council on February 15th.
This criteria was developed by Tade Gerischer of the Engineering Department
after extensive study of what other cities are doing.

TO: Safety Committee Members
FROM: Andy Blomberg
Enclosed are the minutes and a release which we have sent to the
news media regarding election of officers. The calendar parking is
going to take a little time to develop and be presented to the Council
as it has certain repercussions. We are getting a sample ordinance
from various cities and their comments as to how well it works. I
just wanted to bring you up-to-date on this sub-committee activity.

We will have a Safety Committee meeting April 8,
1971, at Safety
P.M. Because the Mayor hasan intensive
interest in the parking program in Waterloo, I am ask-
ing that he and Chief Beener be in attendance at our
next meeting.
Items to be brought up for discussion will be
Calendar Parking. Enclosed are reports from the City of
Milwaukee which .present a calendar parking program, so
we can discuss the pros and cons of this program.
If you have any other items to bring up, please
send them to me so I can circulate them among the
members. This meeting concurs with Chairman John Wallish.
