Minutes Of Meeting
December 10, 1970
I. J. Willadsen presiding.
Present: John Clover, Gene Fortune, Russell Burt, I. J. Willadsen,
Richard Price, John Wallish, Tade Gerischer, Andrew Blomberg.
A report was made on criteria for establishing traffic control devices
by Tade Gerischer, engineer for the engineering department.staff.
Motion was made by Price, seconded by Burt, that we recommend to the
City Council that we follow Witchita plan for establishing criteria and
forwarding this recommendation to the City Council. Approved.
Moved by Price, seconded by Wallish, that we recommend to school
administrator, Mr. Lubera, that backstop and gate be installed on the
playground at Hawthorne School on Independence Avenue. Motion carried.
Meeting adjourned.
The regular meeting of the Safety Committee was hell October 8, 1970.
Those present were: Mr. Wallish, Mr. Price, Mr. Burt, Mr. Willadsen, Mr.
Clover, Mrs. Sadd and Chairman Stultz. Also present were representatives from
the Fire Dept., City Engineers Office, City Works, and City Clerk.
Chairman Stultz reviewed the position of the Safety Committee to be as
follows: The Safety Committee has mo authority except to formulate recomendations
to the City Council and they should be presented to the Mayor in writing.
Several Schools have requested stop signs for the school crossings.
These were discussed. and a report of the criteria other cities were using
was presented by the Cite Engineers Office". From this , a criteria for Waterloo
will be developed and this then will determine the procedure for all school
crossings. The tow schools discussed were Nellie Garvey and Kingsley.
Discussion on signals ;ie right turn on red. light, lack of left
turn arrows in Ovate-loo, and size of the signal face.City Engineers office
reported the signals were gaadually being replaced to comply with National standards
There is a possibility that the Hiway Commission will re-signal Franklin St.
when they re-build the Street.
The need for limited narking on city streets was discussed, .Again the
City Engineers office reported they were conside ing the elimination of
parking on one and possibly both sides of some streets.
The City Engineers office volunteered to provide every member of the
committee with a map of the city.

w „ The Safety Committee met March 26, 1970, at City Hall. Those
present were: Russell Burt, I. J. Willadsen, Cornelius Harken
from the Fire Department, Police Chief Robert S. Wright, Carl
Rogers the Civil Defense Director and Andrew A. Blomberg.
Minutes of the previous meeting were approved.
The Family Safety magazine was discussed and is to be taken up
at the next PTA meeting and report back at the April meeting.
It was requested that the crosswalks on 4th Street in the middle
t of the block by Black's and on the west side be marked with
fluorescent scotch tape. This could not be done until the
weather warms up. Andy Blomberg will talk to Quintin Parker about
this. He will also investigate the cost of an overhead traffic
sign.
II t0wa It was reported by Russell Burt that the yield sign is now
g up on
W. 3rd and Wellington.
Installation of new sidewalks was discussed and will wait for
a report from Ken Stultz at the April meeting.

The Safety Comaittee met February 26, 1970, at City Hall.
Those present were: Chairman Ken Stultz, John Wallish, John Clover,
gene Fortune, Vanella Byrd, Bob Wright, I.J. Willadsen, Russell
Burt, Richard Price, Andy Blomberg, Gary Scogen - City Engineers
office, and myself.
Ken Stultz reported that a Courier staff Triter called on
him for a statement to appear in the paper. The crntext was
primarily
on sidewalks which was not the only thing he reported. An editorial
followed. Ken replied through the Public Speaks.
The Safety Committee received a letter from Mrs. Alfreda
A. Wilson suggesting that old sidewalks be repaired and citizens
should keep them clean. Mr. Stultz will reply to this letter.
Sidewalks are property owners responsibility. The City
will fix them and charge the home owner. It was reported that the
City plans to install 25.76 miles of sidewalk in the next three
years. There is only 20 miles now in comparrison to 560 miles of
streets.
Mr. Willadsen moved that "Sidewalks sae installed with all new

Mr. Clover reported that the sidewalks between Arlington
and Parker are littered by construction debris. City Engineers
office will take care of this.
We discussed accidents onside the job and how to bring this
to the attention of the public. 53.5% of total accidents are due to
lifting and falls and slips.
Mr. Willadsen told us about a magazine entitled "Fanily
Safety". It is approximately 32 pages
The cost is y2.25 a year unless and comes four times a year.

,000 79 ; 50 - 960. The possibility of these magazines
being placed in each school will be discussed at the April PTA

Council meeting.
Mr. Burt said the crosswalks on 4th St. were still very
dangerous. Chief Wright suggested they be elimlnated entirely.
This will be discussed at the March meeting.
The next meeting will be Larch 26, 1970, 4:30 p.m.

Re: Minutes - January meeting
The regular meeting of the Safety Committee was held in the Mayors
Conference room on January 22, 1970. Those present were: Chairman
Kenneth Stultz, I.J. Willadsen, Jim Wilson, Russell Burt, Gene
Fortune - Fire Dept., Bob Wright - Police Cheif and myself.
The following reports were given:
Virden Creek - We were told the cost of fences was to high to provide.
W. 3rd - School sign was replaced.
E. 4th & Newell - Chief Wright wuggested we make a formal request
of the Council for a study to be taken to see if the situation
warrents stop lights.
Chairman Stultz showed us a booklet that the National Independent
Insurance Agents have developed entitled " ABC's of Safety". The
possibility of providing these to the children were discussed.
We deceided to make a recomendation to the Mayor, requesting the
establishing of a traffic division in connection with the Police
Dept.
Next meeting - Feb. 26, 1970 - 4:30 p.m.

Several intersections were discussed and they are as follows:
�3rd and Wellington - school signs will be replaced or at least checked
on by Jim Wilson
traffic light at 4th and Newell - not e nough traffic to warrant a light.
Extension of W. 3rd St . beyond Hyway 63 - yeild signs not checked on as yet.
Westfield , Rainbow and Conger - Re*uested that three way stop signs be
installed. Jim will pass this information on tip the City Council.
Ansboreugh and Rainbow - Jim will check on this. We discussed the possibil-
ity of a right turning lane on Ansborough.
JirrWilson_ reported that the, Metropolitan Planning committee is working
on the sidewalk project and is proposing that all new construction have
sidewalks installed and that a 11 existing property should have sidewalks
within a ten year period. It was deceided that we would not make a formal
reccomendation to the Council but would cooperate with the Met. Planning
committee on this project .
Lack of cooperation from the Yews media was discussed. It was decalded
that we would let the Mayor talk to the news People at one of his
conferences and if this doesn't work we will send them each a letter
expressing: our feelings on this matter.
