MAYOR'S CONFERENCE ROOM
Members present: Chairman Burt, Linda Allen, Jim Cane, Gordon
Tjelmeland, Mike Beener, Jack Kaus.
Others present: Mayor Bowers, Larry P. Burger, Michelle Temeyer, and
Donna Van Horn.
The meeting was called to order by Chairman Burt.
Moved by Tjelmeland, seconded by Kaus, that the minutes of June 7,
1984 be received and placed on file.
Motion carried.
Halloween date and time were discussed. The hours of 6-8, on October
31 , 1984 was agreed upon. The Clerk's Office will be sending out
press releases to the media and schools for safety prevention.
The Mayor reported on the need to combine the Public Safety Committee
and the Mayor's Safety Committee. The need for membership input from
both committee's is vital.
With no further business before the committee, the meeting was
adjourned.

PUBLIC SAFETY COMMISSION
August 20, 1984

Members present: Dowie, Penaluna, Lichty
Also: Mayor Bowers, Wright and Klinger
City Attorney, Dave Tyler, reported that the amended agenda
including the item "Traffic Pattern due to Park Avenue
Reconstruction" had been posted as soon as the amendment was known.
Ralph Anderson, Assistant City Engineer, reported that due to the
Park Avenue Reconstruction, the one-way traffic patterns on Lafayette
and Sycamore Streets would need to be revised to allow for turn-
around traffic with their terminuses at Park Avenue. Several
alternatives were discussed, including cost of restriping, and the
need to change the diagonal parking on said streets.
After discussion, it was moved by Lichty, seconded by Dowie that
the committee recommended to the City Council that Sycamore and
Lafayette Streets be converted to 2-way traffic patterns between
East Park Avenue and East 4th Street, with parallel parking on the
above described portion of Sycamore Street only.
Motion carried.
The next item of discussion was the future of the Police Training
Center on Elk Run Road.
The letter of 7/20/84 from Waterloo School Superintendant Gary
Wegenke on the school's position on the existing lease was reviewed.
The school does not wish to sub-lease to the Waterloo Police
Protective Association but supports its use as a training center.
Police Chief Huck's letter of 8/17/84 was also reviewed.
City Attorney Dave Tyler's letter of August 17, 1984 was reviewed
which outlined conditions that would apply to a sub-leasing
arrangement between the City and the Waterloo Police Protection
Association. Officer Thompson, President of the Waterloo Police
Protection Association stated that the Association has carried
dram shop insurance since 1977, with the City named as an additional
insured party.
Councilperson Dowie stated that the issue is either one of whether
to retain the building as a training facility or to sublease it
to the association.
It was reported that the results from the lend base tests at the
indoor shooting range had not yet been received.

It was suggested that a joint meeting of the Building and Grounds
Committee and Safety Commission be scheduled to further discuss
this situation.

June 7, 1984

MAYOR'S CONFERENCE ROOM
Members present: Chairman Burt, Bud Hawn, Sharon Walker, Linda
Allen, Jim Cain, Gordon Tjelmeland, Mike Beener, Donna Van Horn, and
Michelle Temeyer.
The meeting was called to order by Chairman Burt.
It was moved by Cain, seconded by Walker that the minutes of the
May 10, 1984 meeting be received and placed on file.
Motion carried.
The proclamation for "Recognize the Handicap Week" was finalized
(June 25-29, 1984). It was moved by Tjelmeland, seconded by Cain
that the proclamation be approved and distributed to the media.
Motion carried.
The memorandum of Mike Mrzlak, Superintendent of Sign and
Traffic regarding various traffic situations discussed on May 10,
1984 were briefly reviewed. No comments were heard.
It was announced that the Committee would not meet in July and
August.
With no further business before the Commission, the meeting was
adjourned.

Safety Committee Meeting
May 10, 1984
Mayor's Conference Room
Members present: Chairman Burt, Bud Hawn, Jim Lawrence, Jack Kaus,
Jim Cain, Steve Dwyer.
Others present: Mayor Del Bowers, Gordon Tjelmeland, Donna VanHorn,
Michelle Temeyer and Larry P. Burger.
It was moved by Hawn, seconded by Lawrence that the minutes of the
April meeting be received and placed on file.
The subject of bicycle and moped safety was discussed. It was
suggested that the committee work with the community and Police
DeparLiiient to make public aware of safety rules and regulations.
Under unfinished business, the Mayor reported that the City has made
an offer to buy the Lafayette Building and it was accepted. He
also stated that the Lafayette Building was stripped of interior
accessories.
Bud Hawn reported that he attended the banquet in Des Moines to honor
the Handicap sponsored by the Governor and that the Handicap of the
Year was a UNI Professor of Education from Cedar Falls.
Discussion was heard on National Handicap Week with poster and
proclamation stressing localization in the City of Waterloo.
Chairman Burt acknowledged Gordon Tjelmeland, Community Relations
Manager, John Deere, as a new member of the Committee.
Jim Cain of the Fire Department reported on the dangers of putting
leaves and grasses in the street and burning them. He said citizens
should burn in containers and that the Fire Department was making the
media aware of this.
Jack Kaus reported on the following street problems:
1 . Why are no turns on red allowed at W. 5th & Commercial?
Same at W. Park Avenue and Commercial? - problem turning into
ramp.
2. We need a "No Left Turn" sign at E. 11th and Sycamore - The Mayor
is going to look into it.
3. We still need uniformity in the marking the beginning and ending
of 1-way streets. - Referred to the Sign and Traffic Department.
4. Need "end of one-way" on left side of Jefferson Street at 18th
Street. - Referred to Mayor.
5. Commercial Street is in poor repair from W. 7th Street to 11th
Street. Why not have only one lane each way up to RR tracks on
Commercial. - Referred to Sign and Traffic Department.
6. Olympic Drive needs to be a protected Street. The street carries
enough traffic to need stop or yield signs. - Install stop sign
on Olympic Drive.
7. Will there be a 9th Street access from Hwy 21? - No.

Chairman Burt reported on the weed problem on corners now that warm
weather is here. The only way weeds will be cut is when citizens
call in and complain.

Safety Committee
April 12, 1984
4:30 p.m.
Members present: Chairman Burt, Mike Beener, Bud Hawn, Jim Lawrence,
Jack Kaus, Jim Cain and Sharon Walker.
It was moved by Lawrence, seconded by Kaus that the minutes of the
March 1984 meeting be received and placed on file. Motion carried.
Under new business, the subject of bicycle and moped safety was
discussed. Concern was expressed not only that cyclists should be
made aware of the rules of the street but also that motorists should
be familiar with the rights and responsibilities of the bicycle and
moped cyclists. It was suggested that a series of Public Service
Announcements (PSA's) and a press release be formulated.
Under unfinished business, the demolition information hand out from
the Building Official's Office was reviewed. No action was taken.
Committee member Hawn reported that work is progressing on
handicapped poster distribution. Members were encouraged to assist
in this effort. The annual Award's Banquet for the Governor's
Committee on the Handicapped is scheduled for April 24, 1984 in Des
Moines.
Gordon Tjelmeland who is the Manager of Community Relations at John
Deere will be invited to the next meeting on May 10, 1984.
The intersection of W. 9th and Johnson was pointed out as a potential
hazard and that maybe an additional barrier should be placed at the
curb.

MAYOR'S SAFETY COMMITTEE
March 8, 1984
4:30 p.m.
Mayor's Conference Room
Members present: Chairman Russell Burt, Theola Jay, Jim Kane, Linda
Allen, and Bud Hawn. Others present: Mayor Bowers, Councilperson
Wright, Larry P. Burger, and Michelle Temeyer.
It was moved by Jay, seconded by Burt that the minutes of February 9,
1984 be approved as printed. Motion carried.
Jim Murphy, Safety Director at John Deere Engine Works, was
introduced. Jim or a representative from John Deere will be sitting
on the Committee. Jim Kane of the Waterloo Fire Department and Don
Thorson of the Street Department were also introduced.
Don Thorson, Superintendent of the Street Department, reported on the
procedures used during a regular snowfall . Since November 14, 1983,
the Street Department has salted and sanded fifty-four (54) days
using approximately 2,000 tons of salt and 4,000 tons of sand.
Approximately 3,000 man hours over and above regular time have been
spent on snow removal . There are approximately 3,000 miles of street
to clear in the City. Snow can be removed from City streets in
approximately 12-14 hours.
Discussion was heard on odd-even parking for snow removal . The major
problem with its implementation is that snow plows are not equipped
with two-way directional plows. Also, there is a problem of
communicating to the public as to when after a snow storm odd-even
parking goes into effect. The removal of harden snow on the side of
the street where parking is permitted becomes difficult for road
equipment.
It was reported that City ordinance prohibits moving snow from
private to public property.
The subject of street sweeping was brought to the floor for
discussion. The department operates five (5) sweepers with
approximately 1,100 curb miles to sweep. The FY 1985 Budget
authorized the purchase of an additional sweeper at an approximate
cost of $60,000 - $65,000.
Building demolition was brought to the floor for discussion. Copies
of the demolition ordinance will be sent to Committee members. The
Council 's action on demolition of the Lafayette Building, located at
the intersection of East Fourth and Lafayette Streets, was reviewed.
(See City Council Minutes of March 5, 1984. ) In the past, block
grant funds have been used in the demolition of buildings in census
tracts benefitting the low and moderate incomes or in the case where
demolition eliminates slum and blight.
It was moved by Jay, seconded by Hawn that the Safety Committee go on
record as concerned about the condition of the Ellis Hotel . Motion
carried.
Mayor Bowers said that efforts will continue on the combination of
the Council Safety Committee and this group.
Bud Hawn asked the Committees ' assistance in distributing posters
printed by the Governor's Committee on the Handicapped. The
Committee will assist in their dissemination.
Bicycle safety will be discussed at the April Committee meeting.

February 9, 1984

Members present: Chairman Russell Burt, Jack Kaus, Jim Lawrence,
Councilperson Mary Lichty, Captain Beener, and Linda Allen.
Also present: Michelle Temeyer.
It was moved by Kaus, seconded by Lawrence that the minutes of
January 12, 1984 be approved. Motion carried.
Michelle Temeyer reported that a letter of invitation had been sent
to the Junior League for a Committee representative but with no
reply. The City Engineer and the Fire Department will be sending
replacements for a resignee and retiree, respectively within each
department.
Captain Beener reported that vehicles on public right-of-way that are
not moved once in 48 hours are being ticketed and towed.
Councilperson Lichty questioned whether manpower was adequate in the
Police Department. Captain Beener stated that vacancies are being
filled through Civil Service procedures. She also reported that the
Training Center on Elk Run Road was being converted from an indoor
shooting range to a classroom area.
Michelle Temeyer was instructed to contact the City Attorney's Office
for a status listing of homes in the City that are scheduled for
demolition. Linda Allen reported that Community Development will be
letting a demolition contract.
Snow removal was brought to the floor for discussion. Jim Lawrence
reported that the Chamber of Commerce has been receiving a larger
than ordinary number of calls concerning the condition of city
streets and intersections. City policy requires the removal of snow
when snow fall exceeds three (3) inches in depth. The establishment
of snow routes and/or odd-even parking was discussed. Don Thorson,
Superintendent of Streets, was asked to be present at the March
meeting to further discuss these possibilities.
Jack Kaus asked for clarification of the permissive green lights on
University Avenue in regard to U-turns. Are U-turns allowed on solid
green when sign in median states that U-turns are permitted on left
turn only?
The conversion of Commercial Street from a one-way to a two-way was
questioned.
A representative from John Deere will be present at the March meeting
to discuss several concerns with the Committee.
Several dangerous aspects of the intersection of San Marnan Drive and
U.S. Highway 218 were brought to the attention of Captain Beener. He
will contact the Iowa DepaLLuzent of Transportation for solutions.

It was moved by Jay, seconded by Kaus that the minutes of November
10, 1983, be approved as printed. Motion carried.
.Crider old business it was reported that the resignation of Larry
Berg from.: the City Engineer's Office and the retirement of Eugene
Fortune from the Fire Department will require that replacements be
sought. The Clerk/Auditor will ask for new committee persons.
Chairman Burt reported that a representative Lull Deere and Company
has asked to attend the February meeting to discuss several concerns
with the committee. He will be extended a letter of invitation.
The site distance problem on the access road near the intersection
of University Avenue and Sager Avenue due to shrubbery was discussed.
The City Engineer's Office will be asked to investigate.
Discussion was heard on the snow removal situation near the
intersection of VeiLluut Street and Mitchell Avenue; the Hy-Vee
parking lot on Vermont Street and Westminster Presbyterian Church
onto Hale Street. The excessive piling of snow and the resulting
sight distance problem was discussed. The need for an ordinance
to allow the towing of unmoved vehicles after a snowfall was also
discussed.
Theola Jay expressed continued concern for no sidewalks on Hammond
Avenue, particularly for elementary children walking to Kittrell
Elementary School.
Jack Kaus asked that a temporary stop sign be placed at the
intersection of Sioux Street and Easton (near West High) to
replace a broken one. The Clerk/Auditor will inform the Sign
& Traffic Department.
Mayor Del Bowers asked the Committees' assistance in combining
the Committees' activities with that of the Public Safety Committee
of the City Council consisting of Frank Dowie, Too: Penaluna, and
Mary Lichty. Problems that both may address include dangerous
buildings, sidewalk cleaning, and snow removal. As issues develop,
both will interact.
Committee replacements from the Junior League and the PTA will be
sought by the Clerk/Auditor.
