Larry Smith, Superintendent of Waste Management, stated the 200 -64 gallon garbage carts, 300-
96 gallon garbage carts, are just a normal replacement program we go through. Mr. Welper asked
how are these getting so damaged because I have had the same cart since the day we got them
and it looks fine. Mr. Smith stated you are lucky. Mr. Welper stated it has some scratches on it
from the machine but other than that. Mr. Smith stated most of our carts were originally Auto
Carts, brand name. The life expectancy is about 10 years. We are seeing a lot more of them go
bad because we are past that 10-year period by about 5 years. So we have got extra wear out of
them but it is just that they are past their life expectancy. Mr, Welper asked so what breaks, the
lid? Ms. Cole stated it is the lid. My lids on all three of mine are torn up. Mr. Smith stated a lot
of what we see is that when the grippers grab the cart the elasticity of the plastic is no longer
there and it will just crack the can. Mr. Welper asked how long have we had these?
Mr. Smith stated the high voltage electrical repair we had when we started up the satellite plant
one of our blowers literally a panel off the wall and what was discovered is that during the
construction period there was a high voltage wire that was ran too close to the bus bar. Over a
period of time as the insulation broke down on it, it allowed it to arch across to the bus bar. We
have three other blowers that are in the same situation, so we are wanting to repair those before
we blow anything else up. The uniforms for the employees is a contractual agreement. The 1600
ft of sewer cleaning hose is high-pressure hose that we use on our flusher for cleaning sewer
lines. Over a period of time of being run in and out of manholes and down sewer lines, it actually
wear off the outside of it and render it useless. It can't hold the pressure.

Sandie Greco, Superintendent of Traffic Operations, stated we took bids almost three years ago
now and the company out of Arkansas has guaranteed us those prices. We will continue to work
with them. We are using bond money to purchase them and replace the old ones. Mr. Welper
asked how many total will we be buying? Will we be buying 100 at a time? Ms. Greco stated we
will probably need to buy about 500 more and we have purchased a little over a hundred so far.
Unless we decide not to, there are certain areas that are not so busy. They are all the same meter.
Suzy Schares, City Clerk, stated Sandie isn't true too that the old meters, we can't get the pieces
to fix them? Ms. Greco stated no we can't. Once we take them out we try and save what we can
out of them but we can't get parts.
Michelle Weidner, Chief Financial Officer asked if we are going to hire someone to install these
or are we trying to do these ourselves? Ms. Greco stated we will do them in house. Ms. Weidner
stated aren't you low on people? Ms. Greco stated yes. Ms. Weidner asked how long it will take
them? Ms. Greco stated I am not sure how long it will take for them to get here. They probably
won't all arrive until October so we will start then. I don't know if we will get them all in before
winter, it will just depend on the weather.

Public Works Complex Project Architect—Submitted by Mark Rice, Superintendent of Central
Garage, be approved. Ayes: Three. Motion carried.
Councilperson Getty asked if this is the architect that Mr. Rice chose. Mark Rice,
Superintendent of Central Garage responded that it is his choice. Councilperson Greenwood
asked if they have experience. Mr. Rice stated that there was a committee that interviewed the
top three choices and Kueny Architects LLC was chosen because of their experience with
projects to this nature.

Services to purchase pump seals that have failed at a cost of $5,953.00, be approved. Ayes:

Moved by Getty, seconded by Welper that the request of Superintendent of Waste Management
Services to purchase a pump that has failed at a cost of$14,648.18 plus estimated shipping cost
of$300.00, be approved. Ayes: Three. Motion carried.
