Prior to a vote on the above motion, the following comments were heard. Councilperson Getty stated that an e-mail was received by Councilperson Reggie Schmitt from Rachel Page. Councilperson Reggie Schmitt stated that it is located in Ward 3. It was addressed to Councilperson Greenwood and himself He thinks that she addressed it to the wrong Mr. Schmitt and she was probably looking for the two at-large. He stated that she probably didn't know what ward the property is in. Councilperson Getty stated that the property owners are stating that they didn't even know. Moved by Getty, seconded by Steve Schmitt that the request of Jeremy and Rachel Page for appeal of Code Enforcement clean up invoice in the amount of $85.00 for property located at 403 Sunnyside Avenue, be denied. The request of the Associate Engineer for authorization to seek bids for tree spraying on the levee system was reviewed. During inspection of the levee system last fall, most of the levee needs to be sprayed or have trees cut down to control growth in the riprap. About one-half of the levee system will be sprayed this year and the other half will be sprayed next year. The areas to be sprayed are as follows: 1. Cedar River from E. 6th Street to E. 11 th Street 2. Cedar River from W. 6th Street to W. 1 lth Street 3. Cedar River from E. 11 th Street to the E. City Limits 4. Cedar River from W. 18th Street to Hawthorne Avenue 5. The Treatment Plant Ring Levee 6. Moved by Steve Schmitt, seconded by Getty that the Agenda, as proposed, be approved. Ayes: Three. Motion carried. The request of the Assistant City Engineer for authorization to sell/dispose of salvaged bricks that have been removed from various streets during street reconstruction programs was reviewed. The committee reviewed the following options: 1. Offer To: a. Sell bricks to all the individuals who are interested at a predetermined price (.25 to .50 each). With this option there would be additional administrative costs to monitor quantities and collect payment. b. Sell all the remaining bricks to Gavin Historical Bricks at a negotiated lump sum price. 2. Get a quote from Gavin Historical Bricks for all the bricks with an agreement to offer the other individuals the opportunity to purchase the quantity they desire. 3. Prepare a formal request for quotes, advertise, etc. to known interested parties. There are approximately 10,000 bricks. Menards has a sale on the bricks at .39 each, Lowe's is selling bricks for .58 each and Home Depot is selling the bricks at $2.60 each. After discussion, it was moved by Steve Schmitt, seconded by Getty to request a proposal from Gavin Historical Bricks, with an agreement to offer the other individuals the opportunity to purchase the bricks, and bring the proposal back to the committee. Moved by Steve Schmitt, seconded by Getty that the request of the Superintendent of Waste Management Services for authorization to replace refractory floor for boiler #1 at a cost of $3,130.00 be approved. Ayes: Three. Motion carried. The request of the Superintendent of Waste Management Services for authorization to pay DOT fine at a cost of$2,690.00 for overweight load was reviewed. Larry Smith, Superintendent of Waste Management Services, reported that the system on the truck failed. Once the truck is loaded, a switch is flipped to distribute the weight on four axles. Something failed when the switch was flipped and the weight was only distributed over two axles. The ticket was written for overweight on the other two axles. Mr. Smith noted that the problem was with the truck and not the individual driving the truck, it was not operator's fault. Councilperson Greenwood asked if someone could talk to Iowa DOT that the city was trying to comply, we did not know there was a problem and ask them to withdraw the ticket or reduce the fine. Councilperson Getty will ask the Assistant City Attorney to review the ticket for legal opinion as to whether we should pay the fine or appear in court. Sandie Greco, Superintendent of Traffic Operations, explained the new system includes new gates, ticket spitters, and a computerized revenue control system. We will still contract for the attendants at the booth. Nancy Eckert, City Clerk, noted that an alternate bid would be included for the East Park Avenue Ramp to allow for hourly parking in areas that are not used by the monthly parkers and asked that the alternate be included in the motion. Moved by Getty, seconded by Greenwood that the request of the Superintendent of Traffic Operations for authorization to seek bids for parking access and revenue control system for the West 5th/Civic Center Ramp and an alternate bid for the East Park Avenue ramp be approved.
