The request of the City Engineer for authorization to seek quotes to produce and mail Storm Water Management brochure Nos. 9 and 10 was reviewed. The city's Storm Water Permit requires the city to develop and mail two brochures to residents and businesses by April each year until the expiration of the permit for a total of ten brochures. These are the last two brochures of the five year permit. Moved by Getty, seconded by Steve Schmitt that said request be approved. Ayes: Two. Absent: Greenwood. Motion carried. Tim Shea, Superintendent of Waste Management, explained that the temporary structure was wrecked by the June flood. The new trailer includes a hitch which would allow the trailer to be moved during floods or other events. The trailer is large enough that it could be used for temporary office for three or four office staff during emergencies. A request will be submitted to FEMA for reimbursement of the cost. Ayes: Two. Councilperson Getty asked if mowing of the levee along River Road could be included in the bid. Jamie Knutson, Associate Engineer, responded mowing could be included but it will add cost to the project. Councilperson Getty indicated to go ahead with the bids for tree spraying, but to review the cost for the mowing and bring back to the committee. The request of the Superintendent of Waste Management Services for authorization to contract with T&W Grinding for the composting cycle at a cost of$13,000.00 was reviewed. Tim Shea, Superintendent of Waste Management Services, explained that T&W Grinding started the process last year at a cost of$25 per ton. Councilperson Getty asked when the city trucks pick up the yard wastes does that material go to the landfill. Mr. Shea responded that the city used to haul the yard waste to the landfill, but now we haul it to the city's site and the material is then put through the grinding process. Moved by Getty, seconded by Steve Schmitt that said request be approved. Ayes: Three. Motion carried. The request of the Superintendent of Waste Management Services for authorization to purchase a VFD at a cost of $8,349.00 was reviewed. Tim Shea, Superintendent of Waste Management Services, explained that there are eight large pumps, and the VFD runs the pump lower if demand is down and turns on the other pumps during high demand.
