businesses by April each year until the expiration of the permit for a total of ten brochures.
Funds are available through the Storm Water Management Fund. Moved by Greenwood,

The request of the Associate Engineer to seek bids for repair of the east approach on Martin
Luther King Jr. Drive was reviewed. The east and west approach sections of pavement for the
Martin Luther King Jr. Drive bridge have experienced some undermining due to washout of
subbase/subgrade material from underneath. This has created significant voids near the back
walls of both bridge abutments. The voids are near the trail portion of the bridge along the north
side. The pavement sections need to be mud jacked or a process that involves pressure injecting
flowable mortar through core-drilled holes into the pavement to fill the voids underneath.

materials and equipment for Ansborough Avenue and Olympic Drive traffic signalization project
was reviewed. The project includes ten signal heads with LEDs, one controller and cabinet and a
two-channel loop detector at an estimated cost of$18,150.00. Moved by Greenwood, seconded
by Getty that said request be approved. Ayes: Three. Motion carried.

The request of the Superintendent of Streets for authorization to seek bids for four rental road
graders for this year's Snow and Ice Control Program was reviewed. The graders are normally
rented from November 15 through March 15. Last year's cost was $3,000.00 per grader, per
month for a total of$48,000.00 for the season. Moved by Greenwood, seconded by Schmitt that
said request be approved. Ayes: Two. Absent: Getty. Motion carried.
Moved by Greenwood, seconded by Schmitt that the request of the Superintendent of Waste
Management Services for authorization to repair a variable frequency drive at a cost of
$3,080.13, plus estimated shipping costs of$93.23, be approved. Ayes: Two. Absent: Getty.
Motion carried.
The request of the Superintendent of Traffic Operations for authorization to accept traffic signal
materials and equipment from Black Hawk County was reviewed. The items are to be removed
from the Winslow Road Bridge by the Traffic Operations Department. There will be no
additional costs to the city. Moved by Greenwood, seconded by Schmitt that said request be
approved. Ayes: Two. Absent: Getty. Motion carried.
The request of Barb Saffold to appeal the mowing fee in the amount of$410.00 for 125 Webster
Street was reviewed. Information was presented by Tim Shea, Superintendent of Waste
Management Services. The contractor had to remove junk, debris, damaged old fencing
materials, etc. to the driveway area before they could mow. It required three persons two hours
to complete the work. The mowing contractor provided information as to the work performed at
125 Webster Street. Moved by Greenwood, seconded by Schmitt that the mowing fee in the
amount of$410.00 for 125 Webster Street be affirmed. Ayes: Two. Absent: Getty. Motion
carried.

The request of Daniel Utsler to appeal fee of $85.00 for mowing of property located at 206
Summit Avenue was reviewed.
Daniel Utsler, 2610 Saratoga Drive, reported he received notice on May 27, 2006 from the Waste
Management Services Department concerning the grass at 206 Summit Avenue. Mr. Utsler
stated when he received the letter from Waste Management Services the grass had already been
mowed. Mr. Utsler stated he called Waste Management Services to inform them that the grass
had been mowed, and he was told an inspection would be done by the department on June 2,
2006. On July 14, 2006, he received a bill in the amount of$85.00 for mowing at 206 Summit
Avenue which was mowed on June 27, 2006. Mr. Utsler stated he does not feel he owes the fee
as the grass was already mowed.
Sharon Spears, Special Projects Technician, reported she does the weed inspections for the city.
Ms. Spears noted Waste Management Services received the original call on May 22, 2006, but
she was on vacation. Ms. Spears inspected the property on June 2, 1006 and a letter was mailed
to Mr. Utsler notifying him he had ten days to mow the property. Ms. Spears reported she re-
inspected the property on June 22, 2006, the grass was still tall, she made out a work order, and
the contractor mowed the property on June 27, 2006. Mr. Utsler received an invoice for $85.00,
which includes $20 administrative fee and $65.00 mowing fee.
Mr. Utsler stated he mowed the property two days before he received the letter, and if it was
mowed it was done at a later date. Mr. Utsler noted the property needs to be mowed again, and
he contacted his tenant, who is responsible for mowing the grass, and it will be mowed this
week.
Bob Adams reported he is the contractor for the city, and his company mowed 206 Summit
Avenue on June 27, 2006. Ms. Spears issued the work order on June 22, 2006 as the yard was
over 12" long. Mr. Adams reported they mowed the back yard as the front yard had been
mowed.
Councilperson Greenwood stated he has received calls from neighbors concerning weeds and
garbage at 206 Summit Avenue.
Tim Shea, Superintendent of Waste Management Services, reported they have a current
complaint for 206 Summit Avenue. The property was inspected on Saturday morning and again
this morning at 10:00 a.m. The notification process will begin again on this property.
Mr. Utsler stated his biggest gripe is that the property was mowed a lot later than the ten days,
and he never received another notification.
Moved by Greenwood, seconded by Getty that the $85.00 mowing fee for property located at
206 Summit Avenue be affirmed. Ayes: Three. Motion carried.

was reviewed. The original cost of repairs was $6,950.00. Upon disassembly of the unit, the
pads are also worn beyond serviceability, and it is the recommendation of the Superintendent of
Central Garage that they be replaced while the unit is disassembled. Moved by Greenwood,

The request of the Superintendent of Streets for approval of renewal of annual subscription with
Meterologix at a cost of $1,056.00 for weather center satellite data information was reviewed.
The Street Department uses the system to obtain weather conditions during the winter for snow
plowing and for the seal coat program. The cost for the system is approximately $3.00 per day.

Contract No. 704. All asbestos will soon be removed from both structures, and they must be
cleared for construction. Work includes the demolition and removal of two houses with
foundations, capping wells and the removal of two septic tanks, slabs for pole buildings, slabs
for driveways and clearing and grubbing trees. Moved by Greenwood, seconded by Getty that

Avenue/US 20 Interchange, Contract No. 667. The two sites must be cleared for construction.
Certain structures on these properties have been sold, but three small sheds, foundations, slabs
and several marginally salvageable items remain. A well needs to be capped and septic tank

crossing improvements in line for Iowa Grade Crossing Surface Repair Funds was reviewed.
The notice of intent forms will place seven railroad grade crossings in line for Iowa Grade
Crossing Surface Repair Funds. The grant total estimated cost of the seven crossings is
$912,100.00, with the city portion being $187,420.00. Under the Iowa Repair Fund, the state
pays 60 percent of construction costs, the railroad pays 20 percent and the Highway Authority
pays 20 percent, plus all traffic control costs. Projects under the Iowa Repair Fund are
completed on a first come/first serve basis. There is currently a three-year backlog of projects on
the waiting list, so it is projected that funding for these seven crossings would become available
in the year 2009. Moved by Greenwood, seconded by Getty that said request be approved.
