Getty Council Chambers, City Hall, at 5:30 p.m., on Monday, August 29, 2022. Mayor Quentin Hart in the Chair. Roll Call: Boesen, Nichols, Amos, Chiles, Grieder, Wilder, and Feuss. Prayer or Moment of Silence. Pledge of Allegiance: Martin Petersen, City Attorney 107742 - Grieder/Chiles that the Agenda, as proposed, for the Planning Session on Monday, August 29, 2022, at 5:30 p.m., be accepted and approved. Voice vote -Ayes: Seven. Motion carried. 107743 - Grieder/Chiles that the Minutes, as proposed, for the Regular Session on Monday, August 15, 2022, at 5:30 p.m., be accepted and approved. Voice vote -Ayes: Seven. Motion carried. CONSENT AGENDA 107745 - Feuss/Amos that the following items on the consent agenda be received, placed on file and approved: a. Resolutions to approve the following: 1. Resolution approving Finance Committee Invoice Summary Report, dated August 22, 2022, in the amount of $1,064,508.27 and August 29, 2022, in the amount $3,736,859.53, a copy of which is on file in the City Clerk's office, together with recommendation of approval of the Finance Committee. Resolution adopted and upon approval by Mayor assigned No. 2022-549. 2. Resolution approving cancellation of assessments for properties listed on Exhibit A, and authorize City Clerk to notify Black Hawk County Treasurer of said cancellation. Resolution adopted and upon approval by Mayor assigned No. 2022-550. b. Motion carried. OTHER COUNCIL BUSINESS 2. Planning Session Topic: Discussion of the Waterloo White Water Project. Noel Anderson, Community Planning and Development Director, provided an overview of the proposed Destination Iowa project. Mayor Hart commented on the goal of connecting downtown Cedar Falls to downtown Waterloo. Vandewalle has been working with both communities to look at all of the amenities and see which categories would fit with recreational opportunities. He stated that there is potential to be eligible for a state grant for about 40 percent of the overall funding. Noel Anderson provided an overview of potential funding sources for the projects. Isaiah Corbin, INRCOG, provided an overview of the Water Trails Masterplan and the Place Making Project that Mayor Hart spoke about. And said their goal was to look at what would have the most impact for tourism and economic growth and development. Mr. Boesen questioned if the state can reduce the funding requested by the cities. Isaiah Corbin explained the state could reduce funding, but this project does fit within the amount the state is looking to give in grant funding. Mr. Feuss questioned if Cedar Falls is also submitting an application. Isiah Corbin explained that it will be a joint application between the two communities. He shared that the first step is to get council commitment to the project. The next step is to finalize financing and have council approve the funding. Mr. Chiles clarified that this project will be 40% funded with state granted funds. He further questioned how long it will take to finish the project. Isaiah Corbin provided an overview of mandated timelines. The project has to be completed by 2026. Carrie Darrah, Grow Cedar Valley, provided clarification on the project as a whole and funding for individual portions thereof. She commented on a google survey that was done approximately 18 months ago that surveyed 800 workforce -aged individuals on what it would take to keep them in, or draw them to Iowa. The number one response was recreation and entertainment, second was wages, then taxes was further down the list. August 29, 2022 Page 3 Mr. Chiles thanked everyone for their work on this tremendous project. Mayor Hart clarified that the council will end up approving two resolutions. Isaiah Corbin confirmed that the council would need to pass the resolution to approve the application and a second resolution to solidify funding. Mayor and Council members discussed the White Water Project. 107746 - Chiles/Amos 3. Resolution approving a Destination Iowa Grant application; designating the Mayor as the official representative of the city and authorizing the Mayor to affix his signature said application and certain assurances in conjunction with the same. Roll call vote- Ayes: Seven. Motion carried Resolution adopted and upon approval by Mayor assigned No. 2022-551.
